Ausgangssituation
Im Irak schließt geschlechtsbasierte Diskriminierung Frauen und Mädchen von gleicher politischer, wirtschaftlicher und sozialer Teilnahme aus. Patriarchale Strukturen, traditionelle Normen und ungleiche Machtverhältnisse treiben diese Ausgrenzung voran. Jahrzehnte des Konflikts haben Gewalt als Mittel zur Konfliktlösung normalisiert. Geschlechtsbasierte Gewalt (GBV) bleibt eine der weitverbreitetsten Menschenrechtsverletzungen im Irak und wird oft gesellschaftlich toleriert. GBV umfasst körperliche und emotionale Misshandlung, sexuelle Belästigung und Cybermobbing gegen Frauen in öffentlichen Rollen. Unterstützungsstrukturen für Überlebende von GBV sind kaum nicht vorhanden. Frauen und Mädchen in Lagern für intern Geflüchtete (IDP) sind ebenfalls überproportional betroffen. Seit Mitte 2023 hat eine Anti-Gender-Kampagne die zivilgesellschaftlichen Akteure, die sich für die Rechte von Frauen einsetzen, weiter eingeschränkt.
Ziel
Staatliche und nichtstaatliche Akteure haben zur stärkeren Beteiligung von Frauen, friedlichem Zusammenleben und mehr Gerechtigkeit im Irak beigetragen.
Vorgehensweise
Das Projekt unterstützt gezielte Maßnahmen zur Förderung der Teilnahme von Frauen und zur Bekämpfung von geschlechterbasierter Gewalt:
• Führungsschulungen für Frauenorganisationen und Advocacy-Trainings für zivilgesellschaftliche Gruppen;
• Qualifizierungsmaßnahmen für Frauen und Mädchen, besonders im Fluchtkontext, sowie Beratung von Unternehmen zu Antimobbing-Richtlinien;
• Förderung von Austauschplattformen und Konferenzen sowie Schaffung sicherer Räume für Aktivist*innen;
• Durchführung von Sensibilisierungskampagnen und Dialogformaten zur Prävention von geschlechterbasierter Gewalt;
• Verbesserung der Dienstleistungen für Überlebende sexueller geschlechterbasierter Gewalt und gefährdete Gruppen durch Entwicklung und Anwendung eines überlebenszentrierten Ansatzes sowie die Schulung staatlicher und nichtstaatlicher Akteure.

Context
In Iraq, gender-based discrimination excludes women and girls from equal political, economic and social participation. Patriarchal structures, traditional norms, and unequal power dynamics drive this exclusion.
Decades of conflict have normalised violence, as a means to solve conflicts. Gender-based violence (GBV) remains one of the most widespread human rights violations in Iraq and is often socially tolerated.
GBV includes physical and emotional abuse, sexual harassment, and cyberbullying targeting women in public roles. Support structures for GBV survivors are largely absent. Women and girls in camps for internally displaced persons (IDP) are also disproportionally affected.
Since mid-2023, an anti-gender campaign has further restricted civil society actors advocating for women’s rights.
Objective
State and non-state actors have contributed to increased women’s participation, peaceful coexistence, and more equality in Iraq.
Measures
The programme supports targeted measures to promote women’s participation and address gender-based violence:
• Providing leadership trainings for women’s organisations and advocacy training for civil society groups;
• Offering skills development courses for women and girls, especially from displaced backgrounds, and advising companies on anti-harassment policies;
• Facilitating exchange platforms, organising conferences, and creating safe spaces for activists;
• Conducting awareness campaigns and community dialogues to prevent GBV;
Improving services for survivors of sexual gender-based violence and at-risk groups by developing and applying a survivor-centred approach as well as training state and non-state actors.
