Ausgangssituation:
Um die nachhaltigen Entwicklungsziele (Sustainable Development Goals, SDGs) der Vereinten Nationen und die internationalen Klimaziele zu erreichen, braucht es mehr öffentliches, aber vor allem privates Kapital. Allein der Senegal benötigt zwischen 2020 und 2030 insgesamt 13 Milliarden US-Dollar, damit er die national festgelegten Beiträge (Nationally Determined Contributions, NDCs) zum Pariser Klimaabkommen umsetzen kann. Der Finanzmarkt ist zentral, damit öffentliches und privates Kapital in sozial- und umweltförderliche Investitionen sowie die Absicherung gegenüber Sozial-, Umwelt- und Klimarisiken fließt. Um Investitionen für den umwelt- und sozial gerechten Wandel der senegalischen Wirtschaft zu mobilisieren, bedarf es daher eines grünen Finanzmarkts und entsprechenden regulativen Rahmens.
Im senegalesischen Finanzmarkt fehlt es an Kompetenzen, um Chancen und Risiken der grünen und sozial gerechten Finanzierung zu erkennen und zu nutzen. Zudem sind die strategischen und regulativen Vorgaben unzureichend, um Umwelt- und Sozialrisiken im Finanzmarkt zu adressieren sowie um Kapital für grüne Projekte breit einzusetzen.
Ziel:
Nachhaltige Finanzierung ist in der Finanzwirtschaft in Senegal stärker verankert.
Vorgehensweise:
Das Projekt berät und baut die Kompetenzen von politischen Verantwortlichen aus. Dabei bezieht es Finanzinstitutionen ein. So trägt das Projekt dazu bei, die Bedingungen für einen grünen und sozial gerechten Finanzmarkt in Senegal zu verbessern. Zudem unterstützt es die Partner in der Finanzwirtschaft dabei, innovative nachhaltige Finanzierungsinstrumente zu entwickeln und anzuwenden.
Die Maßnahmen beinhalten beispielsweise:
• Das Projekt arbeitet mit den Handlungsträger*innen daran, eine Strategie für nachhaltige Finanzierung zu entwickeln.
• Es unterstützt ein System, um grüne Wirtschaftsaktivitäten und Investitionen zu klassifizieren (Taxonomie).
• Zudem fördert und verbreitet es nachhaltige Finanzansätze und kooperiert dazu mit Finanzinstitutionen.

Context:
Both public and, above all, private capital are needed if we are to achieve the UN Sustainable Development Goals (SDGs) and meet international climate targets. Overall, Senegal alone needs USD 13 billion between 2020 and 2030 in order to deliver its nationally determined contributions (NDCs) to the Paris Agreement. Financial markets have a key role to play by ensuring that public and private capital flows into socially and environmentally positive investments and measures that protect us against social, environmental and climate risks. Against this background, the challenge is to create a green financial market and a corresponding regulatory framework that can mobilise the investment needed to drive the environmentally and socially equitable transition of the Senegalese economy. Senegal’s financial markets lack the expertise required to identify the risks and harness the opportunities of green and socially equitable financing. At the same time, its strategic and regulatory frameworks are not sufficiently developed to manage environmental and social risks in financial markets or to direct capital into green projects on a large scale.
Objective:
Sustainable financing models are more firmly embedded in Senegal’s financial sector.
Approach:
The project works with the country's financial institutions to advise and develop the skills of policymakers. In this way, the project is helping to create a more enabling environment for a green and socially equitable financial market in Senegal. It also supports the efforts of partners in the financial sector to develop and use innovative and sustainable financing mechanisms.

Examples of project measures
• The project works with stakeholders to develop a strategy for sustainable financing.
• It supports the development of a classification system (taxonomy) for green economic activities and investments.
• The project also promotes and disseminates sustainable financing approaches in collaboration with financial institutions.

Contexte:
Afin d’atteindre les objectifs de développement durable des Nations unies et les objectifs climatiques internationaux, une plus grande mobilisation des capitaux publics, mais surtout privés, est nécessaire. Entre 2020 et 2030, le Sénégal à lui seul a besoin d’un total de 13 milliards de dollars US pour mettre en œuvre les contributions déterminées au niveau national (CDN) aux objectifs de l’accord de Paris sur le climat. Le marché financier joue un rôle clé dans l’orientation des capitaux publics et privés vers des investissements qui favorisent des projets sociaux et respectueux de l’environnements. Pour mobiliser les investissements en faveur d’une transformation de l’économie sénégalaise, socialement juste et respectueuse de l’environnement, il convient de mettre en place un marché financier vert et un cadre réglementaire correspondant.
Le marché financier sénégalais manque de compétences pour identifier et tirer parti des opportunités et des risques d’un programme de financement vert et socialement équitable. En outre, les dispositions stratégiques et réglementaires sont insuffisantes.
Objectif:
Le financement durable est plus profondément ancré dans le secteur financier sénégalais.
Approche:
Le projet conseille et renforce les compétences des responsables politiques, en impliquant les institutions financières. Il contribue à améliorer les conditions favorables à un marché financier vert et socialement équitable au Sénégal. Par ailleurs, il aide le secteur financier à développer et à mettre en œuvre des instruments de financement innovants et durables.
Au nombre des mesures comptent par exemple les suivantes :
• le projet travaille en coopération avec les acteur·rice·s concerné·e·s à l’élaboration d’une stratégie de financement durable ;
• il soutient un système permettant de classifier les activités économiques et les investissements verts (taxonomie) ;
• de surcroît, il encourage et diffuse des approches de financement durables en coopérant avec des institutions financières.
