Ausgangssituation
Uganda ist das Land, das in Afrika die meisten Flüchtlinge aufnimmt. Die Mehrheit stammt aus dem Südsudan und der Demokratischen Republik Kongo. Die Belastungen für die aufnehmenden Gemeinden sind dabei hoch. Gleichzeitig sind die Gemeinden durch die Auswirkungen des Klimawandels sowie die Konkurrenz um natürliche Ressourcen und Einkommensmöglichkeiten herausgefordert. Die Preise für Grundnahrungsmittel steigen stetig. Das ugandische Ministerium für Lokalregierung und die Distriktverwaltungen können die Bedarfe von Flüchtlingen und schutzbedürftigen Einheimischen nicht ausreichend identifizieren und decken. Dem nationalen Flüchtlingssekretariat und zivilgesellschaftlichen Organisationen fehlt es zudem an Fähigkeiten und Beteiligungsformaten, um Flüchtlingen sowie schutzbedürftigen Einheimischen eine soziale Teilhabe und psychosoziale Unterstützung zu ermöglichen.
Ziel
Die sozioökonomische Teilhabe von Flüchtlingen und der vulnerablen aufnehmenden Bevölkerung ist in ausgewählten, vom Klimawandel betroffenen Distrikten im Nordwesten Ugandas verbessert.
Vorgehensweise
Das Vorhaben setzt drei Handlungsschwerpunkte in ausgewählten aufnehmenden Gemeinden um:
1.Es berät und entwickelt die Fähigkeiten des nationalen Flüchtlingssekretariats und dezentraler regionaler Verwaltungen dazu, Schlüsselthemen in ihre Planungsprozesse zu integrieren. Der Schwerpunkt liegt dabei auf der Anpassung an den Klimawandel, dem Katastrophenrisikomanagement, der lokalen Wirtschaftsentwicklung, dem sozialen Zusammenhalt, der Kohäsion und der gewaltfreien Konfliktbearbeitung.
2.Außerdem verbessert es die wirtschaftliche Teilhabe von Flüchtlingen und schutzbedürftigen Einheimischen, indem es Arbeit schafft. Es verbessert ihre Fähigkeiten und Möglichkeiten durch Schulungen in den zur Geschäftsentwicklung, Buchhaltung und zum Marketing.
3.Es baut Fähigkeiten von Frauen-, Flüchtlings- und Jugendorganisationen sowie an Organisationen aus, die auf die Inklusion von Menschen mit Behinderungen spezialisiert sind. 

 

Project description (EN)

Context
Uganda hosts the largest number of refugees in Africa, mainly from South Sudan and the Democratic Republic of the Congo. This places a heavy burden on the host communities who face the additional challenges of climate change and competition for natural resources and jobs. The prices of essential food items keep rising.
The Ugandan Ministry of Local Government and the district councils are not in a position to identify and address all the needs of refugees and of their own vulnerable communities. Furthermore, the national Department of Refugees and civil society organisations lack the capacities and participation formats required to facilitate the social participation of refugees and vulnerable groups and to provide psychosocial support.
Objective
The socioeconomic participation of refugees and vulnerable host communities is strengthened in selected districts in north-west Uganda that are affected by climate change.
Approach
The project implements three priority areas for action in selected host communities:
1. It advises the country’s Department of Refugees as well as the decentralised regional administrations and develops capacities to enable them to incorporate key issues into their planning processes. The focus is on climate change adaptation, disaster risk managment, local economic development, social cohesion and non-violent conflict resolution.
2. The project also strengthens the economic participation of refugees and vulnerable host communities by creating job opportunities. It boosts their skills and employability by providing training in business development, accounting and marketing.
3. The project strengthens the capacities of women’s, refugee and youth organisations, as well as those of organisations that focus on the inclusion of people with disabilities.
