Ausgangssituation
Kenia nimmt in der Region eine Vorreiterrolle ein und engagiert sich in internationalen Plänen wie zum Klimaschutz. Das Land verfügt zudem über stabile demokratische Strukturen. Doch gibt es beispielsweise hohe Armut, weit verbreitete Korruption und eine hohe Staatsverschuldung. Die öffentliche Verwaltung ist oft ineffizient und erbringt grundlegende Dienstleistungen wie Bildung und Gesundheitsversorgung nicht ausreichend. Arbeitslosigkeit, besonders bei Jugendlichen, sowie Reformbedarfe zu illegalen Finanzströmen sind weitere Herausforderungen.
Mit dem Vierten Mittelfristplan (MTP IV) 2023 bis 2027 will die Regierung die Lebenshaltungskosten senken sowie Arbeit und gerechteres Einkommen schaffen. Präsident William Ruto hat außerdem das Staatssekretariat für Wirkungsorientierung (State Department of Performance and Delivery Management, SDPDM) ins Leben gerufen, damit der MTP IV wirksam umgesetzt wird.
Ziel
Die Regierungsführung in Kenia ist verbessert, um Korruption einzudämmen, Rechenschaft abzulegen, Transparenz zu schaffen und öffentliche Dienstleistungen besser zu erbringen.
Vorgehensweise
Das Vorhaben berät die Regierung zu Reformen und ist in folgenden Bereichen tätig:
-Es unterstützt dabei, die rechtlichen und institutionellen Voraussetzungen zu entwickeln, um die öffentliche Finanzverwaltung zu verbessern und Korruption zu reduzieren. Außerdem fördert es Mechanismen, damit staatliche Institutionen ihrer Rechenschaftspflicht zur Geschlechtergerechtigkeit nachkommen und Whistleblower, die Informationen für die Öffentlichkeit enthüllen, besser geschützt sind.
-Mit der Regierung richtet das Vorhaben das Verwaltungshandeln außerdem darauf aus, dass die Verwaltung öffentliche Dienstleistungen wirksam bereitstellt und Geschlechtergerechtigkeit berücksichtigt.
-Gleichzeitig berät das Vorhaben dazu, das Verwaltungshandeln zu verbessern, um illegale Finanzströme einzudämmen.
An dem Vorhaben beteiligt sich die Europäische Union (EU) finanziell.
 

Context
Kenya plays a leading role in the region and engages in international plans, such as those on climate action. In addition, the country has stable democratic structures. Yet it also has a high poverty rate, widespread corruption and a high level of national debt, for example. The public administration is often inefficient and does not adequately deliver essential services such as education and health care. Other challenges include unemployment, especially among young people, and the need for reform regarding illicit financial flows.
With its Fourth Medium Term Plan (MTP IV) for the period from 2023 to 2027, the Kenyan Government is seeking to lower the cost of living and to create jobs and greater income equality. President William Ruto has also set up the State Department of Performance and Delivery Management (SDPDM) to ensure that the MTP IV is implemented effectively.
Objective
Governance in Kenya is improved in order to curb corruption, ensure accountability, create transparency and improve the delivery of public services.
Approach
The project advises the Government on reforms and operates in the following areas:
-It assists with the development of the legal and institutional conditions to improve public financial management and reduce corruption. It also promotes mechanisms to ensure that state institutions meet their gender accountability obligations and that whistleblowers are better protected.
-The project is also working with the Government to gear administrative action towards ensuring that the administration delivers public services effectively and considers gender justice.
-At the same time, the project is providing advice on improving administrative action in order to curb illicit financial flows.
The European Union (EU) is contributing financially to the project.
