Ausgangslage

Binnenmigration gibt es in Madagaskar schon seit Langem. Während der letzten Jahre haben jedoch häufige Klimakatastrophen in Kombination mit unzureichender Infrastruktur und Sicherheitsproblemen die Lebensbedingungen im Süden weiter verschlimmert. Immer mehr Menschen sind aus diesem Grund dazu gezwungen, in andere Regionen zu ziehen, um dort ihren Lebensunterhalt verdienen zu können. Diese Entwicklung bedeutet große Herausforderungen für die aufnehmenden Regionen im Westen und Norden des Landes: Dort werden mehr natürliche Ressourcen benötigt, was mit dem Risiko sozialer Konflikte einhergeht. Zudem bietet die nationale Politik noch keine tragfähigen Lösungen, um die Binnenmigration zu regulieren. Dies behindert ein koordiniertes Vorgehen in den aufnehmenden Regionen, darunter auch in der Region Boeny.

Der Umgang mit Binnenmigration im Zusammenhang mit dem Klimawandel in der Region Boeny ist verbessert.

Das Projekt verfolgt unterschiedliche Maßnahmen, um seine Ziele zu erreichen:
• Gesellschaftlichen Zusammenhalt und gegenseitigen Respekt fördern: Dies geschieht durch Dialog, Sensibilisierung, Konfliktmanagement und Prävention sowie durch partizipative Planung.
• Die Lebensbedingungen der Bevölkerung vor Ort verbessern: Dazu wird der Zugang zu Land für Wohn- und Ackerbauflächen gesteuert und die Landwirtschaft an den Klimawandel angepasst. Zudem sollen Einkommen generierende Maßnahmen umgesetzt werden. Dabei liegt ein besonderer Fokus auf Frauen und jungen Menschen.
• Technische und organisationale Beratung in der Region Boeny bereitstellen: So wird die Entwicklung einer Strategie unterstützt, die gleichermaßen Themen wie Gender, Klima und Biodiversität berücksichtigt
• Forschung zum Zusammenhang zwischen Binnenmigration und Klimawandel in Madagaskar vorantreiben: Migration kann so evidenzbasiert gesteuert werden.

Background

In Madagascar, internal migration has long existed. During the last years, however, more frequent climate shocks combined with inadequate infrastructure and security problems have worsened living conditions in the south. As a result, an increasing number of people have been forced to move to other regions to be able to earn their living. This development poses major challenges for receiving regions in the west and north of the country, as it increases pressure on natural resources and carries along the risk of social conflict. Moreover, the lack of a suitable national policy to regulate internal migration hinders coordinated management in receiving regions, including the Boeny region.

Objective and approach

The management of internal migration in the context of climate change in the Boeny region has improved.

The project strives to achieve its aims by:
• Working towards better social cohesion and mutual respect through dialogues, awareness-raising, conflict management and prevention as well as participatory planning;
• Improving the living conditions of the local population through managing access to land for settling and cultivation, adapting agriculture to climate change, and implementing income generating measures, with a particular focus on women and youth;
• Providing technical and organisational advice in the Boeny Region to develop a strategy that is gender-, climate- and biodiversity-sensitive;
• Promoting research on the linkages between internal migration and climate change in Madagascar for evidence-based migration management.

À Madagascar, les migrations internes existent depuis longtemps. Cependant, on assiste ces dernières années à une détérioration des conditions de vie dans le sud du pays due à la multiplication des chocs climatiques, auxquels s’ajoutent l’insuffisance des infrastructures et les problèmes de sécurité. En conséquence, un nombre croissant de personnes sont contraintes de se déplacer vers d’autres régions pour pouvoir gagner leur vie. Cette évolution place les régions d’accueil de l’ouest et du nord du pays devant des défis majeurs, car elle accroît la pression sur les ressources naturelles et comporte un risque de conflits sociaux. En outre, l’absence de politique nationale appropriée pour réglementer les migrations internes entrave la gestion coordonnée dans les régions d’accueil, notamment dans la région de Boeny.

La gestion des migrations internes dans le contexte du changement climatique dans la région de Boeny s’est améliorée.

Le projet vise à atteindre ses objectifs en :
• œuvrant à une meilleure cohésion sociale et au respect mutuel par le dialogue, la sensibilisation, la gestion et la prévention des conflits, ainsi que par la planification participative ;
• améliorant les conditions de vie de la population locale à travers la gestion de l’accès à la terre à des fins résidentielles et agricoles, en adaptant l’agriculture au changement climatique, et en mettant en œuvre des mesures génératrices de revenus, notamment en faveur des femmes et des jeunes ;
• dispensant des conseils techniques et organisationnels dans la région de Boeny afin d’élaborer une stratégie tenant compte des questions de genre, du climat et de la biodiversité ;
• promouvant la recherche sur les liens entre les migrations internes et le changement climatique à Madagascar afin de mettre en place une gestion des migrations fondée sur des données factuelles.
