Ausgangssituation
Mauretanien möchte ein Zentrum für grünen Wasserstoff (gH2) werden. Dafür will es den Wasserstoff und daraus resultierende Produkte wie Ammoniak oder Methanol selbst produzieren, um sie im Land zu verwenden und zu exportieren. Eine große und wettbewerbsfähige Wasserstoffindustrie soll fördern, dass sich das Land langfristig wirtschaftlich, sozial und ökologisch entwickelt. Um gH2 zu produzieren, muss Mauretanien riesige Kraftwerke auf der Basis erneuerbarer Energien aufbauen. Ausländische Großinvestor*innen entwerfen bereits ambitionierte Pläne. Doch die Rahmenbedingungen für eine gH2-Wirtschaft sind noch unzureichend.

Ziel
Die politischen, rechtlichen, institutionellen und technischen Bedingungen für eine ökologische und soziale Entwicklung der gH2-Wirtschaft in Mauretanien sind verbessert, sodass ausländische Großinvestor*innen umfangreich investieren.

Vorgehensweise
Das Vorhaben unterstützt staatliche Vertreter*innen und Institutionen in Mauretanien.
Dabei schult und berät es Fach- und Führungskräfte. Themen sind zum Beispiel, wie sie Verhandlungen mit Investor*innen führen und die lokalen Unternehmen in die Wasserstoffwirtschaft integrieren. Das Vorhaben berät außerdem dazu, Arbeitsplätze in der Wasserstoffwirtschaft zu schaffen und die berufliche Bildung dazu weiterzuentwickeln. Es unterstützt die staatlichen Verantwortlichen auch dabei, transparent mit allen Gesellschaftsgruppen zu kommunizieren und diese in die Entwicklung einzubeziehen. Zudem berät das Vorhaben zur Struktur von öffentlichen Organisationen, damit sie gH2 fördern können. Ergänzend entwickelt es mit den staatlichen Vertreter*innen Regularien, Sozial- und Umweltstandards sowie Netzwerke, um gH2 auszuweiten und Wissen zu verbreiten.

Context
Mauritania's positive medium-term economic prospects are based on a strong expansion of the extractive industry and the implementation of structural policies to encourage private sector investment. Mauritania aims to become a hub for green hydrogen gH2 by producing gH2 and derivatives for both export and domestic use. Large-scale production at competitive prices will promote sustainable economic, industrial, social and environmental development in the country. The prerequisite for production is the construction of huge RE power plants based on renewable energy sources. Major foreign investors have ambitious plans for Mauritania. However, the framework conditions for the environmentally and socially sustainable development of a GH2 economy in the country are still inadequate.

Objective
The political, legal, institutional and technical framework for the environmentally and socially sustainable development of the gH2 economy in Mauritania has improved, resulting in significant investment by major foreign investors.

Approach
The project supports state representatives and institutions in Mauritania. It trains and advises specialists and managers on subjects such as how they negotiate with investors and integrate local companies into the hydrogen economy. The project also provides advice on creating jobs in the hydrogen economy and updating vocational education and training in this context.
It also supports state decision-makers in communicating transparently with all groups in society and involving them in the development process. In addition, the project provides advice on the structure of public organisations to enable them to promote gH2. It also works with state representatives to develop regulations, social and environmental standards and networks to expand gH2 and disseminate knowledge.

Situation initiale
La Mauritanie aspire à devenir une plaque tournante pour l’hydrogène vert (gH2). À cette fin, elle entend produire elle-même l’hydrogène et des produits dérivés tels que l’ammoniac ou le méthanol afin de les utiliser dans le pays et les exporter. Une filière hydrogène vaste et compétitive favorisera le développement économique, social et écologique du pays à long terme.
Afin de produire du gH2 , la Mauritanie doit construire des centrales gigantesques s’appuyant sur des énergies renouvelables. De grands investisseurs étrangers conçoivent déjà des projets ambitieux. Mais les conditions d’ensemble permettant l’établissement d’une économie du gH2 ne sont pas encore toutes réunies.

Objectif
Les conditions politiques, juridiques, institutionnelles et techniques nécessaires au développement écologique et social de l’économie du gH2 en Mauritanie sont améliorées, ce qui génère des investissements étrangers massifs.

Approche
Le projet soutient des représentant·e·s de l’État et des institutions en Mauritanie.
Il forme et conseille les cadres techniques et de direction, sur des thèmes tels que la conduite de négociations avec les investisseurs et l’intégration des entreprises locales dans l’économie de l’hydrogène. Le projet apporte en outre un conseil afin de créer des emplois dans l’économie de l’hydrogène et de perfectionner la formation professionnelle qui s’y rapporte.
Le projet aide également les responsables de l’État à communiquer de manière transparente avec tous les groupes de la société et à les intégrer dans le développement de la filière.
Par ailleurs, le projet apporte un conseil quant à la structure d’organismes publics afin de leur permettre de promouvoir le gH2. Enfin, en complément, il conçoit des réglementations, des normes sociales et environnementales et des réseaux avec les représentant·e·s de l’État dans le but d’étendre le gH2 et de diffuser les connaissances.
