Ausgangssituation
Die Angebote der mongolischen Universitäten in Lehre und Forschung sind – gemessen an internationalen Standards – qualitativ verbesserungswürdig, besonders im Praxisbezug und bei der Ausrichtung auf die Bedarfe der Wirtschaft. Zudem ist ein gleichberechtigterer Zugang aller sozialen Gruppen zu einem Studium zu gewährleisten.
Die Deutsch-Mongolische Hochschule für Rohstoffe und Technologie (DMHT) gilt als Pilotvorhaben für anwendungsorientierte Lehre und Forschung in den Ingenieurswissenschaften, die internationales Niveau hat. Sie soll als Modellhochschule in das nationale Hochschulsystem hineinwirken, um wirksame Ansätze beispielsweise für Qualitätssicherung, Internationalität, Forschungsförderung und Verwaltungsarbeit zu verbreiten. Damit soll sie als Orientierung für andere mongolische Hochschulen dienen.

Ziel
Die DMHT bildet qualifizierte Fachkräfte in ausgewählten Ingenieurstudiengängen aus.

Vorgehensweise
Das Vorhaben entwickelt die organisatorische Struktur der DMHT weiter und berät die Hochschulleitung. Hierfür arbeitet das Vorhaben in den folgenden Handlungsfeldern:
- die bestehenden DMHT-Studienprogramme qualitativ verbessern
- deutsches Fachwissen in der Lehre an der DMHT sicherstellen
- ein Studienangebot mit digitalen Lerninhalten etablieren
- die Hochschule bezüglich ihrer Strategien und Prozesse beraten
- das bereits erarbeitete finanzielle Nachhaltigkeitskonzept umsetzen
- internationalen Austausch des DMHT-Personals – Lehrende sowie technisch und administrativ Arbeitende – unterstützen
- Trainings für Hochschulmitarbeitende in der DMHT-Verwaltung fördern
- Laborausrüstung kaufen, um die DMHT als Forschungsuniversität zu unterstützen
Das Nachhaltigkeitskonzept der DMHT sieht vor, berufliche Fort- und Weiterbildungen sowie wissenschaftliche Dienstleitungen für die mongolische Industrie erheblich auszuweiten und somit langfristig finanzielle Einnahmen für die DMHT zu erschließen.

Content
Measured against international standards, the quality of teaching and research programmes at Mongolian universities could be improved, especially when it comes to their practical relevance and alignment with the needs of the economy. In addition, it is important to ensure that all social groups have equal access to degree courses.
The German-Mongolian Institute for Resources and Technology (GMIT) is a unique project that pilots the use of practice-based teaching and research methods in engineering that meet international standards. It is designed to act as a model institute in the national higher education system, sharing its experience of effective approaches in a range of areas, for example quality assurance, internationality, research funding and administrative work. The aim is to provide orientation for other Mongolian universities.

Objective
GMIT trains qualified experts in selected engineering degree programmes.

Approach
The project develops GMIT’s organisational structure and advises the institute’s leadership teams. To do this, it operates in several fields of activity:
- Improving the quality of existing GMIT courses
- Securing the use of German expertise in teaching at GMIT
- Establishing study programmes with digital learning content
- Advising the institute on strategies and processes
- Implementing the existing financial sustainability strategy
- Supporting international exchange for GMIT staff – both teaching staff and staff in technical and administrative roles
- Promoting training for GMIT staff in administrative roles
- Purchasing laboratory equipment to support GMIT as a research university
GMIT’s sustainability strategy envisages a significant expansion in the number of continuing professional education and training courses and scientific services provided to Mongolia’s industry, which will generate long-term financial income for the institute.
