Brasilien steht vor großen Herausforderungen in seiner wirtschaftlichen, ökologischen und sozialen Entwicklung. Das derzeitige Wirtschaftsmodell belastet die Umwelt und das Klima. Ein hoher Ressourcenverbrauch, geringe Weiterverwertung und eine mangelhafte Abfallentsorgung tragen dazu bei.
Die brasilianische Regierung will daher ein ökologisches und sozial inklusives Wirtschaftswachstum. Der nationale Plan für eine ökologische Transformation und die nationale Strategie zur Kreislaufwirtschaft sollen das Wirtschaftsmodell verändern. Dieser Wandel erfordert tiefgreifende strukturelle Veränderungen dazu, wie Ressourcen und Produkte – vom Design bis zur finalen Entsorgung – erzeugt, genutzt, verwertet und erneuert werden. Zugleich bietet die Kreislaufwirtschaft enorme Chancen für zukunftsfähige Geschäftsmodelle und ressourcenschonende Produktion in diversen Branchen. Benachteiligte Gruppen besonders zu berücksichtigen, ist dabei entscheidend, um soziale Ungleichheiten zu mindern.
Die wirtschaftspolitischen Bedingungen, um eine sozial inklusive Kreislaufwirtschaft in Brasilien zu fördern, sind verbessert.
Das Projekt arbeitet in vier Feldern, um eine sozial integrative Kreislaufwirtschaft zu fördern. Dabei berät es die brasilianische Regierung, Unternehmen und Finanzierer fachlich und baut ihre Kompetenzen aus. Schwerpunkte sind:
• wirksame wirtschaftspolitische Instrumente entwickeln und umsetzen
• neue Geschäftsmodelle zur Kreislaufwirtschaft fördern
• den Zugang zu Finanzierung und geeigneten Finanzierungsinstrumenten erleichtern
• partizipative Prozesse unterstützen, die relevante Vertreter*innen des öffentlichen, privaten und zivilgesellschaftlichen Bereichs einbinden.

Brazil is facing some major challenges in its economic, ecological and social development. The current economic model is putting a strain on the environment and the climate. High resource consumption, a low level of recycling and inadequate waste disposal all contribute to this.
The Brazilian Government therefore wants to shift to an ecological and socially inclusive economic growth. The Ecological Transformation Plan and the National Circular Economy Strategy aim to change the economic model. This transformation calls for profound structural changes in how resources and products – from the design stage to final disposal – are produced, utilised, recycled and regenerated. At the same time, the circular economy offers enormous opportunities for sustainable business models and resource-saving production in various sectors. Paying special attention to disadvantaged groups is crucial to reduce social inequalities.
The economic policy conditions for promoting a socially inclusive circular economy in Brazil have improved.
The project is active in four outputs to promote a socially inclusive circular economy. It provides capacity development and technical assistance to the Brazilian Government, businesses and financiers. Its priority areas are:
• developing and implementing effective economic policy instruments
• promoting new business models for the circular economy
• facilitating access to finance and appropriate financial instruments
• supporting participatory processes inclusive of relevant representatives of the public, private and civil society sectors.

O Brasil enfrenta grandes desafios em seu desenvolvimento econômico, ecológico e social. O modelo econômico atual tem impactos adversos ao meio ambiente e ao clima. O alto consumo de recursos primárias, a baixa taxa de reciclagem e o descarte inadequado de resíduos contribuem para isso. Portanto, o governo brasileiro quer alcançar um crescimento econômico ecológico e socialmente inclusivo. O Plano de Transformação Ecológica e a Estratégia Nacional da Economia Circular têm como objetivo mudar o modelo econômico. Essa transformação exige mudanças estruturais substanciais na forma como os recursos e produtos – desde o desenho até o descarte final – são produzidos, utilizados, reciclados e renovados. Ao mesmo tempo, a economia circular oferece enormes oportunidades para modelos de negócios sustentáveis e produção eficiente em recursos. Prestar atenção especial aos grupos menos favorecidos é fundamental para minimizar as desigualdades sociais.
As condições da política econômica para promover uma economia circular socialmente inclusiva no Brasil melhoraram.
O projeto trabalha em quatro áreas para promover uma economia circular socialmente inclusiva. Ele oferece desenvolvimento de capacidades e assessoria técnica para o governo brasileiro, empresas e financiadores. O foco é em:
- desenvolver e implementar instrumentos eficazes da política econômica
- promover novos modelos de negócios para a economia circular
- facilitar o acesso ao financiamento e a instrumentos financeiros adequados
- apoiar processos participativos que envolvam representantes relevantes dos setores público, privado e da sociedade civil.
