Ausgangssituation:
In den letzten 20 Jahren hat die internationale Gemeinschaft kontinuierlich daran gearbeitet, dass die Entwicklungszusammenarbeit (EZ) wirksamer wird. In der Pariser Erklärung von 2005 hat sie dafür grundlegende Prinzipien für eine wirksame EZ formuliert. Mit der Erklärung des vom Entwicklungsausschuss der Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD) organisierten „Hochrangigen Forums zur Wirksamkeit der EZ" in Busan 2011 wurden diese auf folgende 4 Kernziele fokussiert:
Eigenverantwortung der Partnerländer (ownership)
Fokus auf Ergebnisse (focus on results)
inklusive Entwicklungspartnerschaften (partnerships for development)
Transparenz und Rechenschaftspflicht (transparency and accountability)
Auch Deutschland hat sich dazu verpflichtet, diese international vereinbarten Wirksamkeitsprinzipien umzusetzen und weiterzuentwickeln.

Ziel:
Das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) setzt die Prinzipien der internationalen Wirksamkeitsagenda um und steigert Wirksamkeit und Transparenz in der deutschen EZ.

Vorgehensweise:
Das Vorhaben berät das BMZ dazu, Wirksamkeitsstandards in der deutschen EZ zu definieren und weiterzuentwickeln.
Zudem begleitet es internationale Prozesse im Bereich Wirksamkeit; beispielsweise die Ergebnisse der Monitoring-Runde der „Globalen Partnerschaft für wirksame Entwicklungszusammenarbeit" (Global Partnership for Effective Development Cooperation, GPEDC).
Für mehr Transparenz berät das Vorhaben das BMZ dazu, Daten der deutschen EZ bereitzustellen und aufzubereiten. Es fokussiert sich dabei auf die Vorgaben der International Aid Transparency Initiative (IATI) sowie der Meldung zu öffentlichen Entwicklungsleistungen (ODA-Meldung).
Des Weiteren berät das Vorhaben das BMZ zu aggregierten Ergebnisdaten und unterstützt das BMZ dabei, diese Daten aufzubereiten und weiterzuentwickeln.
 

Context:
Over the past 20 years, the international community has worked consistently to improve the effectiveness of development cooperation. To this end, fundamental principles for effective development cooperation were formulated in the 2005 Paris Declaration. The declaration of the High Level Forum on Aid Effectiveness - organized by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD) in Busan in 2011 - highlighted the following four core objectives:
- Ownership
- Focus on results
- Partnerships for development
- Transparency and accountability
Germany is among the countries that are committed to implementing and advancing these internationally agreed principles.

Objective:
The German Federal Ministry for Economic Cooperation and Development (BMZ) implements the principles of the international effectiveness agenda and improves the effectiveness and transparency of German development cooperation.

Approach:
The project advises BMZ on defining and further developing effectiveness standards in German development cooperation.
In addition, it supports international processes in the field of effectiveness, such as the results of the Global Partnership for Effective Development Cooperation (GPEDC) Monitoring Round.
To increase transparency, the project advises the BMZ on providing and processing German development cooperation data. Specifically, it focuses on the standards set by the International Aid Transparency Initiative (IATI) and on the Official Development Assistance (ODA) reporting.
Furthermore, the project advises BMZ on aggregated results data and supports the ministry in processing and further developing this data.
