Ausgangssituation:
Nach jahrzehntelangem Bürgerkrieg ist die syrische Zivilgesellschaft zerspalten und ihr Handeln sehr eingeschränkt. Bürgerliche Organisationen, Frauen und Jugendliche können im Land nur sehr bedingt Einfluss nehmen. Ihnen fehlt es an Fähigkeiten, ihre Position lokal zu verbessern. Nichtregierungsorganisationen in und außerhalb Syriens brauchen außerdem mehr Möglichkeiten, um sich austauschen. Gleichzeitig mangelt es ihnen an Kenntnissen, um Zusammenarbeit zu fördern.
Die zivilgesellschaftlichen Vertreter*innen, Frauen und Jugendliche wollen sich nicht mit der Situation abfinden. Sie konnten bereits Erfahrungen und Wissen dabei sammeln, lokale Entscheidungen mitzugestalten und in den syrischen Oppositionsgebieten mitzuwirken. Dies sind wichtige Potenziale für die gesellschaftliche Teilhabe in Syrien.
Ziel:
Die Kompetenzen der syrischen Zivilgesellschaft sowie die Unterstützung für Frauen, Jugendliche und Medienschaffende sind ausgebaut, sodass Bürger*innen sich besser für eine soziale und politische Teilhabe in Syrien einsetzen können.
Vorgehensweise:
Wesentliche Aktivitäten des Vorhabens sind:
• Schulungen von zivilgesellschaftlichen Vertreter*innen, Frauen, Jugendlichen und Medienschaffenden, damit sie den Übergangsprozess im Land mitgestalten können.
• die Durchführung von Workshops und Netzwerktreffen, um die Zusammenarbeit zwischen Nichtregierungsorganisationen zu verbessern und ihr Wissen auszubauen.
• die Finanzierung von Aktivitäten, um den gesellschaftlichen und sozialen Zusammenhalt in den Gemeinden zu stärken.
In Zusammenarbeit mit lokal arbeitenden Nichtregierungsorganisationen werden Frauen und Jugendliche in Syrien identifiziert, die bereit sind, sich Neuerungen anzunehmen und für die gemeinschaftlichen Belange einzusetzen. Zivilgesellschaftliche Gruppen, die lokale Initiativen im Interesse des Gemeinwohls umsetzen, werden finanziell bezuschusst.

Background:
After decades of civil war, Syria’s civil society is divided and limited in its actions. Civic organisations, women and young people have little influence in the country. They lack the capacity to improve their position at local level. In addition, non-governmental organisations in and outside Syria need more opportunities to share and discuss ideas and information. At the same time, they do not have the knowledge needed to promote cooperation.
Civil society representatives, women and young people are not willing to accept the situation. They have already gained experience and knowledge about how to help shape local decisions and play a role in the areas controlled by the Syrian opposition. This offers key potential for social participation in Syria.
Objective:
The capacity of Syria’s civil society is developed and support for women, young people and media professionals is increased, enabling citizens to advocate more effectively for social and political participation in Syria.
Approach:
Key activities by the project include:
• training civil society representatives, women, young people and media professionals so that they can help shape the transition process in the country,
• holding workshops and networking meetings to improve cooperation between non-governmental organisations and extend their knowledge and
• financing activities to promote societal and social cohesion in the communities.
In cooperation with non-governmental organisations operating at local level, the project identifies women and young people in Syria who are willing to embrace changes and advocate for community interests. It provides funding for civil society groups that implement local initiatives for the common good.
