Ausgangssituation
Kamerun ist zwar Mitglied der Zentralafrikanischen Waldinitiative (Central African Forest Initiative, CAFI). Dennoch fehlt dem Land eine Raumplanung, die eine umweltfreundliche, wirtschaftliche und sozial gerechte Landnutzung sowie den Waldschutz vorantreibt. Die kommunale Planung ist oft ineffizient und Fachwissen fehlt. Zudem sind Daten oft nicht standardisiert und Verantwortliche nicht ausreichend koordiniert.

Ziel
Die Rechtsgrundlagen, Planungsinstrumente, institutionellen Kompetenzen und die Koordination der Verwaltung sind verbessert. Dadurch wird eine umweltfreundlichere, wirtschaftlichere und sozial gerechtere Raumplanung in Kamerun ermöglicht.

Vorgehensweise
Das Vorhaben setzt auf fünf zentrale Schwerpunkte: Es fördert die rechtlichen Grundlagen und das Fachwissen, verbessert die kommunalen und regionalen Umsetzungskompetenzen, baut lokale Fähigkeiten zum Planen auf und etabliert ein besseres nationales Waldmonitoring.
In Zusammenarbeit mit verschiedenen Ministerien schult es nationales, regionales und lokales Fach- und Verwaltungspersonal. Darüber hinaus optimiert sowie standardisiert es bestehende Planungsinstrumente – wie etwa lokale Entwicklungs- und Raumordnungspläne – und integriert sie in die Planung.
Gleichzeitig unterstützt das Vorhaben die bereichsübergreifende Koordination zwischen Regierung, Zivilgesellschaft und Forschung. Dabei berät es die Verwaltung, den Dialog zu organisieren, indem es Austauschformate anstößt und moderiert, um eine bessere Abstimmung zu Raumplanungsfragen zu fördern.
 

Context
Although Cameroon is a member of the Central African Forest Initiative (CAFI), it lacks the kind of land-use planning that drives forward environmentally friendly, cost-effective and socially fair land use and encourages forest conservation. Municipal planning is often inefficient and there is not enough expertise. Furthermore, data are often not standardised and their controllers are insufficiently coordinated.

Objective
The legal bases, planning instruments, institutional competences and the coordination of administration are improved. This enables more environmentally friendly, more cost-effective and socially fairer land-use planning in Cameroon.

Approach
The project focuses on five key areas: it promotes the legal framework and specialist knowledge, improves municipal and regional implementation skills, builds local planning capabilities and establishes better national forest monitoring.
The project cooperates with several ministries to train national, regional and local specialists and administrative staff. In addition, it optimises and standardises existing planning instruments – such as local development and land-use plans – and integrates them into the planning process.
At the same time, the project supports multi-sector coordination between the Government, civil society and research. It advises administrative staff on organising the dialogue by initiating and moderating discussion formats, in order to foster better coordination on land-use planning issues. 

Situation initiale
Le Cameroun est membre de l’Initiative pour les forêts d’Afrique centrale (CAFI), mais il lui manque une politique d’aménagement du territoire propre à renforcer une utilisation écologique, économique et socialement équitable des terres de même que la protection des forêts. La planification communale est souvent inefficace, et l’expertise fait défaut. En outre, les données ne sont souvent pas standardisées et la coordination entre les responsables est insuffisante.

Objectif
Les bases juridiques, les instruments de planification, les compétences institutionnelles et la coordination de l’administration sont améliorés. Cela rend possible un aménagement du territoire plus respectueux de l’environnement, plus économique et socialement plus équitable au Cameroun.

Approche
Le projet s’articule sur cinq grands axes : il renforce les bases juridiques et l’expertise, améliore les compétences de mise en œuvre au niveau communal et régional, développe les compétences de planification locales et établit une meilleure surveillance nationale des forêts.
Le projet forme, en collaboration avec différents ministères, des personnels techniques et administratifs nationaux, régionaux et locaux. Il optimise et standardise en outre les instruments de planification existants, tels que les plans locaux de développement et d’aménagement du territoire, et les intègre dans la planification.
En même temps, le projet soutient la coordination interdisciplinaire entre le gouvernement, la société civile et le monde de la recherche. Dans ce cadre, il aide l’administration à organiser le dialogue en impulsant et en animant des formats d’échange afin de promouvoir une meilleure concertation en matière d’aménagement du territoire.
