Soziale Sicherung bedeutet, Menschen vor individuellen Risiken, wie Arbeitslosigkeit sowie vor kollektiven Krisen, wie Naturkatastrophen oder Kriegen, zu schützen. Sie ist ein Menschenrecht und wirkt gegen Armut und Ungleichheit. Die Agenda 2030 der Vereinten Nationen sieht deshalb vor, dass alle Menschen sozial abgesichert sind. Doch aktuell trifft dies nur auf etwa die Hälfte der Weltbevölkerung zu.
Deutschland fördert daher anpassungsfähige, staatliche Systeme, die Menschen gegenüber Krisen sozial absichern und widerstandfähiger machen.
Globale Initiativen, Allianzen und Partnerschaften unterstützen anpassungsfähige, soziale Sicherungssysteme, die Armut und soziale Benachteiligung verringern.

Schwerpunkte des Programms:

1) Es entwickelt die öffentlich zugängliche Software openIMIS und verbreitet ihren Einsatz. openIMIS dient dazu, Gesundheits- und Sozialschutzprogramme optimal zu verwalten.
2) Das Programm fördert die Initiative für digitale Angleichung (Digital Convergence Initiative, DCI). Bei der DCI unterstützt es mit internationalen Organisationen und der französischen Expertise France Kooperationsländer dabei, soziale Sicherungssysteme zu digitalisieren und sie anzugleichen. Öffentliche Gelder sollen so effizienter genutzt und der Zugang zu sozialen Leistungen vereinfacht werden.
3) Gleichzeitig verbessert das Programm die Finanzierung für soziale Sicherung. Dazu fördert es institutionenübergreifende Dialoge, um Strategien zu entwickeln. Es unterstützt es ausgewählte Länder dabei, Finanzierungen für Klimarisiken mit sozialer Sicherung zu verknüpfen.
4) Durch das Führungskräfteprogramm „Lead the Change" baut es die Fähigkeiten von Entscheidungstragenden in Malawi, Tansania, Kambodscha und Pakistan aus. Sie können dadurch nationale Reformen zur sozialen Sicherung in Zukunft gemeinschaftlich gestalten und besser lenken.
 

Social protection means protecting people from individual risks such as unemployment and collective crises such as natural disasters or wars. It is a human right and combats poverty and inequality. The United Nations' 2030 Agenda therefore stipulates that all people should have social protection. However, this currently only applies to around half of the world's population. Germany therefore promotes adaptable, state-run systems that provide people with social security in the event of crises and make them more resilient. Global initiatives, alliances and partnerships support adaptable social protection systems that reduce poverty and social disadvantage.

Focus of the programme:

1) It further develops the publicly accessible openIMIS software and promulgates its use. openIMIS serves to optimize the management of health and social protection programmes.
2) In addition to this, the programme supports the Digital Convergence Initiative (DCI). The DCI, together with international organizations and Expertise France, supports the digitalization and alignment of social protection systems in partner countries across the globe. Public funds are therefore used more efficiently and access to social services is simplified.
3) At the same time, the programme improves financing for social protection. To this end, it supports cross-institutional dialogue to develop strategies. Apart from this, it supports specific countries in linking financing arrangements for climate risks with social protection.
4) It is developing skills in the partner countries through the management programme ‘Lead the Change’. In the future, this will allow national social protection reforms to be shaped collaboratively and controlled better by the decision-makers.
