AUSGANGSSITUATION

Armenien, Aserbaidschan, Georgien, Moldau und die Ukraine haben die Östliche Partnerschaft (ÖP) mit der Europäischen Union (EU) geschlossen. Teil davon ist es, dass sie in den Binnenmarkt der EU integriert werden. Dafür müssen die Länder digitale und nachhaltige, klimafreundliche Logistik- und Transportkonzepte einführen und umsetzen. Bisher nutzen sie zum Beispiel erneuerbare Energien und Schienenverkehr für Logistik und Transport noch wenig. Daher braucht es strukturelle Änderungen, eine bessere Zusammenarbeit aller Interessengruppen und mehr Kompetenzen bei Handlungsträger*innen, die für Handelsrouten und Logistikkonzepte in den Ländern zuständig sind.

Auch dass sich die ÖP-Staaten untereinander annähern, dass sie Waren effizient an den Grenzen abwickeln, ihre Logistik im Land verbessern und das Potenzial des digitalen Handels nutzen können, erfordert bessere Koordination und Kooperation der Verantwortlichen. Die Staaten müssen dabei ihre technischen Lösungen verknüpfen sowie die Fähigkeiten in Transport, Logistik, Zoll und Ministerien ausbauen.

ZIEL

In den ÖP-Ländern ist die Kooperation zwischen Akteuren gestärkt, die für Handelsrouten und Logistikkonzepte zuständig sind.

VORGEHENSWEISE

Das Projekt arbeitet in drei Bereichen:

Es wählt Demonstrationsprojekte aus, die sich auf klimafreundliche Lösungen im Transport konzentrieren, plant sie und setzt sie um. Dies unterstützt dabei, klima- und umweltgerechte Logistik zu entwickeln und trägt somit erheblich dazu bei, den Ausstoß an Treibhausgasen zu reduzieren.
Für den grenzüberschreitenden Warenverkehr der ÖP-Länder unterstützt das Vorhaben digitale Lösungen in Zollbehörden sowie die Zusammenarbeit der Zollbehörden durch gegenseitigen Erfahrungsaustausch zwischen den Ländern und Ländern der EU.
Das Projekt fördert zudem kleine und mittlere Unternehmen (KMU) in Transport, Handel und Logistik durch Schulungen, Weiterbildungen und Trainings darin, digitale und klimafreundliche Lösungen einzusetzen.

CONTEXT

Armenia, Azerbaijan, Georgia, Moldova and Ukraine are part of the Eastern Partnership (EaP) with the European Union (EU). One aspect of this involves integrating these countries into the EU's internal market. To achieve this, the countries need to introduce and implement digital, sustainable and climate-friendly concepts for logistics and transport. Up to now, for example, they have made little use of renewable energies and rail transport for logistics and transport. There is a need for structural changes, better cooperation between all interest groups and increased capacities among the actors responsible for trade routes and logistics concepts in the countries.

Improved coordination and cooperation between those responsible is also required in order to boost convergence among the EaP countries, to ensure that goods are processed efficiently at borders, to improve logistics within the countries and to harness the potential of digital trade. The countries need to link their technical solutions and build capacities in transport and logistics and within customs and the ministries.

OBJECTIVE

In the EaP countries, cooperation between the actors responsible for trade routes and logistics concepts has been strengthened.

APPROACH

The project operates in three areas:

It selects, plans and implements demonstration projects that focus on climate-friendly transport solutions. This supports the development of climate-friendly and environmentally-sound logistics and thus contributes significantly to reducing greenhouse gas emissions.
For cross-border movement of goods between the EaP countries, the project supports digital solutions within customs authorities and cooperation between customs authorities through a mutual exchange of experience between the EaP countries and EU countries.
The project also supports small and medium-sized enterprises (SMEs) in the transport, trade and logistics sectors by providing training on how to use digital and climate-friendly solutions.
