Ausgangssituation
Die Arbeitslosigkeit im Kosovo ist hoch. Trotzdem haben es Unternehmen schwer, Stellen zu besetzen. Dies resultiert aus einem Mangel an qualifizierten Arbeitskräften.
Die kosovarische Verwaltung ist noch zu ineffizient, um die Berufsbildung zu steuern und Arbeit zu fördern. Daher bereitet die Regierung Reformen vor.
Berufsschulen integrieren keine Geschlechtergleichstellung sowie grüne und digitale Kompetenzen in ihre Lehrpläne. Weiterbildungen sind veraltet, unzureichend ausgestattet und ungenügend bekannt. Gefährdete und benachteiligte Gruppen haben Barrieren dabei, sich beruflich zu orientieren und vorzubereiten.
Ziel
Der rechtliche und institutionelle Rahmen ist verbessert, um qualifizierte Arbeitskräfte für einen grünen und digitalen Wandel im Kosovo auszubilden.
Vorgehensweise
Entscheidungsträger*innen, Fachkräfte und Pädagog*innen erhalten eine bessere Ausbildung in Bereichen, die für den Arbeitsmarkt des Kosovo entscheidend sind – wie grüne Energie, nachhaltiges Wirtschaften und Digitalisierung.
Das Projekt arbeitet zudem mit dem kosovarischen Ministerium für Bildung, Wissenschaft, Technologie und Innovation (MESTI) sowie dem Ministerium für Finanzen, Arbeit und Transfers (MFLT). Mit ihnen verbessert es Reformen, wie Gesetze zur dualen Berufsbildung oder eine umstrukturierte Beschäftigungsagentur, um die Arbeitslosigkeit zu senken und das Wirtschaftswachstum zu steigern. Ergänzend setzt es mit den Ministerien zum Beispiel Bildungsgutscheine und die Jugendgarantie der Europäischen Union (EU) um. Das Programm für Jugendgarantie sieht vor, dass alle Menschen unter 30 Jahren einen Job, eine Weiterbildung, eine Ausbildung oder ein Praktikum bekommen.
Gleichzeitig fördert das Projekt die Gleichstellung der Geschlechter in Schulen und am Arbeitsplatz, indem es geschlechtsgerecht Berufsprofile und Lehrpläne ausbaut. Es bezieht zudem Frauen und benachteiligte Gruppen in Ausbildungs- und Arbeitsmarktinitiativen ein.

Context
Unemployment in Kosovo is high. Nevertheless, businesses are finding it difficult to fill vacancies due to a lack of qualified workers.
The public administration still lacks the efficiency required to manage vocational education and training and promote employment. The government is therefore preparing reforms.
Vocational schools do not include gender equality, green skills and digital skills in their curricula. Continuing education courses are outdated, inadequately equipped and insufficiently publicised. Vulnerable and disadvantaged groups face barriers in getting career advice and preparing themselves for the labour market.
Objective
The legal and institutional framework for training skilled workers for a green and digital transformation in Kosovo has been improved.
Approach
Decision-makers, experts and educators are receiving better training in areas such as green energy, sustainable economic activity and digitalisation, which are crucial for Kosovo’s labour market.
The project is also working with the Kosovan Ministry of Education, Science, Technology and Innovation (MESTI) and the Ministry of Finance, Labour and Transfers (MFLT). Together with these ministries, the project is improving reforms such as legislation on dual vocational education and training and a restructured employment agency to reduce unemployment and increase economic growth. The project is also working with the ministries to implement educational vouchers and the European Union's (EU) Youth Guarantee, which aims to ensure that everyone under the age of 30 gets a job, continuing education, training or an internship.
