Ausgangssituation
Viele Frauen in den Ländern des Mittleren Ostens und Nordafrika (MENA) haben keinen oder unzureichenden Zugang zu sozialen Sicherungssystemen. Damit sind sie nicht gegen Risiken wie Krankheit, Arbeitslosigkeit, Unfall oder Altersarmut geschützt. Dies liegt unter anderem daran, dass Frauen häufiger als Männer in prekären informellen Beschäftigungsverhältnissen arbeiten, weniger verdienen, mehr unbezahlte Sorgearbeit übernehmen und dadurch weniger Ansprüche auf Sozialversicherungsleistungen erwerben. Außerdem werden geschlechtsspezifische Bedarfe und Zugangsbarrieren meist nicht berücksichtigt, wenn soziale Sicherungssysteme geplant und umgesetzt werden.
Ziel
Frauen in Ländern der MENA-Region haben einen besseren Zugang zu sozialen Sicherungssystemen.
Vorgehensweise
Das Vorhaben arbeitet in drei Handlungsfeldern:
1. Es sensibilisiert staatliche Akteure in der Region für die Notwendigkeit, soziale Sicherungssysteme geschlechtergerecht zu gestalten. Zudem trägt es dazu bei, Politik evidenzbasiert zu gestalten. Dafür analysiert es, welche Absicherungsbedarfe Frauen haben und welche Barrieren ihnen den Zugang zu sozialer Sicherung erschweren.
2. Es fördert den regionalen Austausch zwischen kooperierenden Ländern über „Innovation Labs". Länderteams, bestehend aus Verantwortlichen aus Politik, Wirtschaft, Wissenschaft und Zivilgesellschaft, entwickeln und pilotieren innovative Lösungsansätze und beraten sich gegenseitig im Sinne eines Peer-to-Peer-Ansatzes.
3. Zudem unterstützt das Vorhaben Mittlerorganisationen und versetzt sie in die Lage, Frauen über ihr Recht auf soziale Sicherung aufzuklären und für die Vorteile zu sensibilisieren, sich an Sozialversicherungssystemen zu beteiligen.

Content
Many women in the countries of the Middle East and North Africa (MENA) have no or insufficient access to social protection systems. This means that they are not protected against risks such as illness, unemployment, accidents or poverty in old age. One of the reasons for this is that women are more likely than men to work in precarious informal employment, earn less, take on more unpaid care work and thus acquire fewer entitlements to social security benefits. Furthermore, gender-specific needs and access barriers are usually not taken into account when social security systems are planned and implemented.
Objective
Women in countries in the MENA region have better access to social protection systems.
Approach
The project operates in three fields of activity:
1. The project sensitises state actors in the region to the need for designing social protection systems in a gender-equitable manner and also contributes to shaping policy based on evidence. To this end, it analyses what requirements women have when it comes to social protection and what barriers they face when trying to access it.
2. The project promotes regional exchange between cooperating countries via ‘Innovation Labs’. Country teams, consisting of representatives from politics, the private sector, science and civil society, develop and pilot innovative solutions and advise each other, taking a peer-to-peer approach.
3. The project also provides support to intermediary organisations and enables them to educate women about their right to social protection and raise their awareness of the advantages of being part of social security systems.

Situation initiale
Dans les pays du Moyen-Orient et d'Afrique du Nord (MENA), de nombreuses femmes n'ont pas accès aux systèmes de sécurité sociale ou y ont un accès insuffisant. Elles ne sont donc pas protégées contre des risques tels que la maladie, le chômage, les accidents ou la pauvreté des personnes âgées. Cela s'explique notamment par le fait que les femmes travaillent plus souvent que les hommes dans des emplois informels précaires, gagnent moins, assument plus de tâches de soins non rémunérées et acquièrent ainsi moins de droits aux prestations de sécurité sociale. En outre, les besoins et les barrières d'accès spécifiques au genre ne sont généralement pas pris en compte lors de la planification et de la mise en œuvre des systèmes de protection sociale.
Objectif
Les femmes des pays de la région MENA ont un meilleur accès aux systèmes de sécurité sociale.
Approche
Le projet intervient sur trois axes :
1. Il sensibilise les acteurs publics de la région à la nécessité de concevoir des systèmes de protection sociale qui tiennent compte de la dimension de genre. Il contribue en outre à l'élaboration de politiques fondées sur des données probantes. Pour ce faire, il analyse les besoins des femmes en matière de protection et les barrières qui entravent leur accès à la protection sociale.
2. Il encourage les échanges régionaux entre les pays coopérants par le biais de « laboratoires d'innovation »". Des équipes de pays, composées de responsables politiques, économiques, scientifiques et de la société civile, développent et pilotent des solutions innovantes et se conseillent mutuellement dans l'esprit d'une approche entre pairs.
3. Le projet soutient également les organisations intermédiaires et leur permet d'informer les femmes de leurs droits à la sécurité sociale et de les sensibiliser aux avantages de la participation aux systèmes de sécurité sociale.
