Ausgangssituation
Ägypten, Marokko und Tunesien haben ein hohes Bevölkerungswachstum. Gleichzeitig fehlt es an Beschäftigungsperspektiven und die beruflichen Qualifikationen entsprechen häufig nicht dem Bedarf der Arbeitsmärkte. Dies hat negative Auswirkungen auf die Wirtschaft.
Faire und sichere Arbeitsmigration schafft zusätzliche berufliche und wirtschaftliche Perspektiven Durch eine Ausbildung oder Erwerbstätigkeit in Deutschland und anderen EU-Staaten können junge Menschen neue Kompetenzen erwerben und ihre Beschäftigungsfähigkeit verbessern.
Gleichzeitig profitieren die Herkunftsländer von den erweiterten Beschäftigungsperspektiven, dem Wissenstransfer, dem Engagement der Diaspora und langfristige Partnerschaften mit der Privatwirtschaft.
Ziel
Eine entwicklungs- und bedarfsorientierte Arbeitsmigration zwischen Nordafrika und Europa ist langfristig etabliert.
Vorgehensweise
Das Projekt verfolgt einen ganzheitlichen Migrationsansatz für Ausbildung und Beschäftigung und arbeitet in drei Handlungsfeldern:
1) Es verbessert das Angebot an beschäftigungsfördernden Maßnahmen für migrationsinteressierte Personen, sodass diese sowohl im Herkunftsland als auch international bessere Chancen auf eine gute Beschäftigung haben. Durch fachliche Weiterqualifizierungen, Sprachkurse und interkulturelle Trainings baut das Projekt ihre Migrationschancen aus.
2) Es etabliert Partnerschaften zu regulärer Arbeitsmigration zwischen den Herkunftsländern und Deutschland und ermöglicht die Vernetzung zwischen Berufsschulen, Arbeitsagenturen, Kammern, Initiativen von Bundesländern und Regionen. Durch gemeinsame Aktivitäten wie Jobmessen, Studienreisen und Workshops belebt es die Partnerschaften.
3) Es fördert die Kompetenzen der Partnerinstitutionen in den Herkunftsländern, sodass diese Mobilitätsprogramme durchführen können. So unterstützt das Projekt dabei, Prozesse zu digitalisieren und ein Integrationsnetzwerk aufzubauen.

Context
Egypt, Morocco and Tunisia are experiencing high population growth. At the same time, there is a lack of employment prospects and the professional qualifications acquired often do not meet the needs of the labour markets. This negatively impacts the economy.
Fair and safe labour migration creates additional professional and economic prospects. Young people can acquire new skills and improve their employability through training or working in Germany and other EU countries.
The countries of origin benefit from the new employment opportunities, the transfer of knowledge, support from the diaspora and long-term partnerships with the private sector.
Objective
Development and demand-oriented labour migration between North Africa and Europe has been established over the long term.
Approach
The project takes a holistic approach to vocational training and employment for migrants and operates in three fields of action:
1) It improves the range of employment-promoting measures for people interested in migration so that they have better chances of finding good jobs both in their country of origin and internationally. The project expands their opportunities for migration through additional professional training, language courses and intercultural trainings.
2) It establishes partnerships on regular labour migration between the countries of origin and Germany, while facilitating new networks between vocational schools, employment agencies, chambers and initiatives of federal states and regions. Through joint activities such as job fairs, study trips and workshops, it strengthens partnerships.
3) It promotes the skills of partner institutions in the countries of origin to enable the implementation of mobility programmes. The project supports the digitalisation of processes and the establishment of an integration network.

Situation initiale
L’Égypte, le Maroc et la Tunisie disposent d’une forte croissance démographique. Cependant, les perspectives d’emploi sont insuffisantes, et les qualifications professionnelles ne répondent pas toujours aux besoins des marchés du travail, ce qui impacte négativement l’économie.
Une mobilité de main d'œuvre sûre et équitable vers l’Allemagne ou d’autre pays de l’UE permet donc aux jeunes d’acquérir de nouvelles compétences et d’améliorer leur employabilité.
Les pays d’origine bénéficient également de l’élargissement des perspectives d’emploi, du transfert de connaissances, de l’engagement de la diaspora et de partenariats à long terme avec le secteur privé.
Objectif
Une mobilité de main d'œuvre axée sur le développement est établie durablement entre l’Afrique du Nord et l’Europe.
Approche
Le projet poursuit une approche globale en matière de mobilité pour la formation professionnelle et l’emploi, avec trois axes d’action :
1) Il améliore l’offre de mesures de promotion de l’emploi pour les personnes souhaitant émigrer, afin qu’elles aient de meilleures chances de trouver un bon emploi, aussi bien dans leur pays d’origine qu’à l’étranger. Il améliore les possibilités de réussite des migrant·e·s grâce à des mesures de perfectionnement professionnel, des cours de langue et des formations interculturelles.
2) Il met en place des partenariats pour la mobilité de main d'œuvre entre les pays d’origine et l’Allemagne, favorisant des réseaux entre les écoles professionnelles, les agences pour l'emploi, les chambres consulaires et les initiatives des Länder et des régions. Des activités conjointes telles que des salons de l’emploi, des voyages d’études et des ateliers sont organisés.
3) Il renforce les compétences des institutions partenaires dans les pays d’origine pour qu’elles puissent mettre en œuvre des programmes de mobilité. Le projet soutient ainsi la numérisation de processus et le développement d’un réseau d’intégration.
