Ausgangssituation
Weltweit verließen 169 Millionen Menschen ihr Geburtsland, um durch Arbeit andernorts ihren Lebensunterhalt zu sichern (IOM, World Migration Report 2022). Diese Migrationsbewegungen sind für Herkunfts- und Zielländer sowie für die Migrant*innen selbst mit großen Entwicklungspotenzialen verknüpft. Eine sichere, geordnete und reguläre Migration kann einen wichtigen Beitrag zu nachhaltiger Entwicklung leisten.
Ziel
Die staatlichen und nichtstaatlichen Kooperationspartner können Menschen bei der regulären Arbeits- und Ausbildungsmigration nach Deutschland, Europa und innerhalb ihrer Region sowie bei der Reintegration nach einer Rückkehr, bedarfsorientiert und wirksam unterstützen.
Vorgehensweise
- Die Zentren für Migration und Entwicklung dienen als Beratungsstellen für Menschen, die regulär nach Deutschland, Europa oder innerhalb ihrer Region migrieren möchten, um dort zu arbeiten oder sich weiterzubilden. Die Beratung versetzt sie in die Lage, informierte und bewusste Entscheidungen zur Migration zu treffen.
- Die Zentren beraten auch Personen, die in ihr Herkunftsland zurückgekehrt sind und Unterstützung bei der Reintegration brauchen.
- Darüber hinaus stellen die Zentren Qualifizierungsmaßnamen bereit und verweisen in Angebote von Partnerorganisationen.
- Gleichzeitig unterstützt das Vorhaben staatliche Partner dabei, Beratungen und andere Dienstleistungen für migrationsinteressierte Personen und Rückkehrer*innen künftig eigenständig und nachhaltig fortzuführen.
- Gemeinsam mit staatlichen, zivilgesellschaftlichen und privatwirtschaftlichen Akteuren bauen die Zentren zudem Partnerschaften und Netzwerke zu regulärer Ausbildungs- und Arbeitsmigration auf.
In Ägypten, Ghana, Marokko und Pakistan ist die Europäische Union an der Finanzierung der Zentren beteiligt. In Irak werden Leistungen vom Schweizer Staatssekretariat für Migration (SEM) kofinanziert.

Context
Worldwide, 169 million people left their country of birth to secure their livelihood through work elsewhere (IOM, World Migration Report 2022). These migration flows offer considerable potential for development in the countries of origin and destination and for migrants themselves. Safe, orderly, and regular migration can make a key contribution to sustainable development.
Objective
State and non-state cooperation partners are able to provide needs-based and effective support for people engaging in regular migration to Germany, Europe and within their region for work and training purposes as well as for reintegration after return.
Approach
- The Centres for Migration and Development act as point of contact for people wishing to migrate regularly to Germany, Europe or within their region to work or continue their education. The counselling enables people to make informed and conscious decisions on migration.
- The centres also advise people who have returned from Germany, Europe or other countries and need support with reintegration locally.
- In addition, the centres provide qualification measures and make referrals to offers of partner organisations.
- Simultaneously, the programme supports state partners in continuing to provide advisory and other services for individuals interested in regular migration and returnees independently and sustainably in the future.
- Together with state, civil society and private sector actors, the centres also build partnerships and networks for regular training and labour migration.
The centres in Egypt, Ghana, Morocco and Pakistan are co-funded by the European Union, while the services in Iraq are co-funded by the State Secretariat for Migration (SEM).
