Ausgangssituation
Etwa zwei Drittel der Kooperationsländer des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) sind von Fragilität und Gewaltkonflikten betroffen. Beides gefährdet zunehmend die nationalen und internationalen Entwicklungsanstrengungen. Verschärfend hinzu kommen extreme Naturereignisse sowie biologische, technologische und menschlich verursachte Gefahren. Konflikte, klimabedingte Wetterextreme, Gewalt und Fragilität führen vermehrt zu Flucht, Armut und Ungleichheit.

Ziel
Deutsche entwicklungspolitische Ansätze zu den Themen Frieden, Sicherheit und Katastrophenrisikomanagement werden erfolgreich angewandt.

Vorgehensweise
Das Vorhaben berät vorrangig das BMZ-Fachreferat „Frieden und Sicherheit; Katastrophenrisikomanagement". Dazu erarbeitet es ursachen- und präventionsorientierte Strategien und Methoden für die Themenfelder

Fragilität,
Konflikt und Gewalt,
Flucht und Migration,
Umfassendes Risikomanagement,
Klimawandel,
Menschliche Sicherheit und
Geschlechtergerechtigkeit.
Zudem erstellt das Vorhaben Fach- und Beratungsbeiträge für eine friedensfördernde Zusammenarbeit mit Ländern in Krisen- und Konfliktkontexten sowie für die Bewältigung von extremen Naturereignissen und weiteren Risiken und berät bei der Umsetzung.

Über eine enge Kooperation mit lokalen, nationalen und internationalen Partnern bringt das Vorhaben Erfahrungen aus der Praxis in die Beratung ein. Hinzu kommen Landesanalysen und -empfehlungen sowie Veranstaltungen zur Arbeit in Krisen- und Konfliktkontexten.

Wichtige Kooperationspartner für die internationale Positionierung und Zusammenarbeit sind dabei die Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD), die Vereinten Nationen, die Europäische Union und die Weltbank sowie Organisationen der Zivilgesellschaft.

Project description (EN)

Context
Around two thirds of the countries that the German Federal Ministry for Economic Cooperation and Development (BMZ) cooperates with are affected by fragility and violent conflicts. Both factors are increasingly jeopardising national and international development efforts. This situation is exacerbated by extreme natural events and by biological, technological and human-made hazards. Conflicts, climate-related extreme weather events, violence and fragility are leading to increased displacement, poverty and inequality.

Objective
German development policy approaches regarding peace, security and disaster risk management are successfully applied.

Approach
The project primarily advises the BMZ Peace and Security, Disaster Risk Management Division. This includes the development of cause-based and prevention-oriented strategies and methods to address the following issues:

Fragility
Conflict and violence
Displacement and migration
Comprehensive risk management
Climate change
Human security
Gender equality
The project also prepares relevant technical and advisory assistance for peacebuilding cooperation with countries in crisis and conflict contexts as well as for dealing with extreme natural events and other risks, and consults on implementation.

Thanks to its close cooperation with local, national and international partners, the project draws on practical experience in the advice it provides. It also produces country analyses and recommendations, and holds events on work in crisis and conflict contexts.

Important cooperation partners for international positioning and cooperation include the Organisation for Economic Co-operation and Development (OECD), the United Nations, the European Union, the World Bank, and civil society organisations.
