Brasilien ist größte Volkswirtschaft Lateinamerikas und verfügt über großes Potenzial für den Ausbau nachhaltiger Wirtschaftszweige und den Klimaschutz. Aktuell setzt die brasilianische Regierung daher auf eine grüne und sozialverträgliche Wirtschaftstransformation, z.B. durch den Ausbau Erneuerbarer Energien sowie Investitionen in Bioökonomie und Kreislaufwirtschaft. Teile des brasilianischen Berufsbildungssystems sind jedoch noch nicht hinreichend darauf vorbereitet, die in diesen Bereichen benötigten Fachkräfte zu qualifizieren. Zudem ist der Zugang zu Qualifizierung und Beschäftigung für große Bevölkerungsgruppen mit Schwierigkeiten verbunden. Nationale Initiativen sollen das Berufsbildungsangebot ausweiten und qualitativ verbessern, indem es stärker auf den Arbeitsmarktbedarf abgestimmt wird.
Ziel der 2. Phase des Kooperationsvorhabens lautet: Die Beschäftigungsperspektiven von Absolvent*innen der Berufsbildung, insbesondere von Frauen und vulnerablen Gruppen, sind in Nachhaltigkeitssektoren der brasilianischen Wirtschaft verbessert.
Dazu berät das Vorhaben weiterhin das brasilianische Bildungsministerium (MEC), das Arbeitsministerium (MTE), den nationalen Dienstleister für die industrielle Aus- und Weiterbildung (SENAI) sowie öffentliche und private Berufsbildungsanbieter dabei, bedarfsorientierte Aus- und Weiterbildungsangebote in Nachhaltigkeitssektoren der Wirtschaft umzusetzen.
Dazu werden (1) Entscheidungsträger der Berufsbildung und Beschäftigungsförderung in Themen der Just Transition, Arbeitsmarktorientierung und Digitalisierung fortgebildet, (2) in der ersten Projektphase entwickelte Aus- und Fortbildungsangebote in erneuerbaren Energien, Bioökonomie und Kreislaufwirtschaft verbreitet und verankert und (3) der Übergang von Schule in Beschäftigung gefördert. Frauen und vulnerable Gruppen stehen besonders im Fokus, ebenso wie die enge Zusammenarbeit mit Unternehmen. 

Brazil is Latin America's largest economy and has great potential for the expansion of sustainable economic sectors and climate protection. The Brazilian government is therefore currently focusing on a green and socially responsible economic transformation, e.g. through the expansion of renewable energies and investments in the bioeconomy and circular economy. However, parts of the Brazilian vocational education and training (VET) system are not yet sufficiently prepared to qualify the skilled workers needed in these sustainable economic sectors. In addition, access to VET offers and employment is fraught with difficulties for large parts of the population. National initiatives are intended to expand and improve the quality of VET by aligning it closer to the labor market needs.
The objective of the 2nd phase of the cooperation project is to improve the employment prospects of vocational education and training graduates, especially women and vulnerable groups, in sustainability sectors of the Brazilian economy.
To this end, the project continues to advise the Brazilian Ministry of Education (MEC), the Ministry of Labour (MTE), the National Service Provider for Industrial Apprenticeship (SENAI) as well as public and private vocational education and training providers on how to implement needs-based education and training in sustainable sectors of the economy.
To this end, (1) decision-makers in VET and employment promotion will be trained in topics related to just transition, labour market orientation and digitalization, (2) VET courses in renewable energies, bioeconomy and circular economy developed in the first phase of the project will be disseminated and anchored, and (3) the transition from school to employment will be promoted. Women and vulnerable groups are particularly in focus, as is close cooperation with companies. 

O Brasil é a maior economia da América Latina e tem um grande potencial para expandir setores verdes e proteger o clima. Por isso, representantes políticos e econômicos estão promovendo uma transformação verde e socialmente justa. Esse processo inclui o aumento da produção e do uso de energias renováveis, além de investimentos na bioeconomia e economia circular. No entanto, parte do sistema de educação profissional e tecnológica (EPT) do Brasil ainda não está preparada para formar especialistas nessas áreas. Além disso, o acesso à formação técnica e ao emprego é desafiador para grande parte da população. Iniciativas nacionais buscam expandir e melhorar a qualidade da EPT, alinhando-a mais estreitamente com as necessidades do mercado de trabalho.

As oportunidades de emprego na economia verde são aprimoradas, com um número crescente de pessoas qualificadas, incluindo mulheres e pessoas em situação de vulnerabilidade, ingressando no mercado de trabalho, em setores voltados para o futuro.

O projeto assessora o Ministério da Educação (MEC), o Ministério do Trabalho (MTE), o SENAI e a Rede Federal de Educação Profissional e Tecnológica (IF) no desenvolvimento de educação e formação voltadas para os setores verdes da economia. A estratégia inclui não só os ministérios, mas também empresas e escolas de formação profissional. Além do desenvolvimento de currículos, o projeto capacita professores e moderniza cursos, em colaboração com associações empresariais. Um foco especial é a participação feminina no setor de energia e a criação de oportunidades para grupos vulneráveis. O projeto também promove diálogos e estudos para incorporar expertise internacional ao sistema de EPT do Brasil, com ênfase na digitalização.
