Bewirtschaftung und Schutz des bolivianischen Waldes im Amazonasbecken

Ausgangssituation
Bolivien zählt zu den 15 Ländern mit der größten Artenvielfalt weltweit. Die Entwaldung stieg in den vergangenen Jahren jedoch deutlich an. Die wichtigsten Gründe sind nach wie vor die Viehzucht und landwirtschaftliche Kulturen.

Bolivien steht beim Biodiversitäts- und Waldschutz vor Herausforderungen: Die Verantwortung ist auf verschiedene nationale und regionale Institutionen verteilt. Es gibt Initiativen für Nichtholzprodukte, die jedoch nicht eng mit dem Markt verbunden sind. Außerdem muss das Land finanzielle Mechanismen entwickeln, um Landwirt*innen für die umwelt- und klimafreundliche Waldnutzung und den Schutz der biologischen Vielfalt zu entlohnen. Die Einwohner*innen am Amazonasbecken haben niedrige Haushaltseinkommen, wodurch die Entwaldung und Waldschäden potenziell steigen.

Ziel
Die Prozesse sind verbessert, um die Naturwälder im bolivianischen Amazonasgebiet und die Artenvielfalt zu erhalten, klimaangepasst zu bewirtschaften und Einkommen zu schaffen. Wichtige Handlungsträger*innen sind aktiv einbezogen.

Vorgehensweise
Das Projekt wird vom bolivischen Ministerium für Umwelt und Wasser über die Generaldirektion für Forstwirtschaft und Entwicklung umgesetzt – in enger Kooperation mit der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. Das Projekt ist im Departement Pando sowie den Gemeinden nördlich von La Paz, westlich von Beni und nordwestlich von Santa Cruz aktiv.

Es fördert, Nichtholzprodukte aus dem Wald klima- und umweltfreundlich zu nutzten und ökologische Korridore zu entwickeln. Dadurch trägt es auch dazu bei, eine nationale Strategie für den Forstbereich zu entwickeln und institutionelle Kompetenzen für eine nachhaltige Waldwirtschaft auszubauen. Gleichzeitig fördert es, die Land- und Waldnutzung national und regional wirksam zu verwalten.

Conserving the forests of the Amazon region in Bolivia

Context
Bolivia is one of the 15 countries with the greatest biodiversity in the world. Deforestation has been increasing considerably in recent years, however. The main reasons for this continue to be livestock farming and agriculture.

The country faces challenges in its efforts to conserve biodiversity and protect its forests: responsibility is spread across various national and regional institutions. There are initiatives for non-timber products, but they are not closely linked to the market. Moreover, Bolivia needs to develop financial mechanisms to compensate farmers for environmentally sustainable and climate-friendly use of the forests and the preservation of biodiversity. The inhabitants of the Amazon basin have low household incomes, which can potentially drive deforestation and increase damage to the forests.

Objective
The processes have been improved to conserve the natural forests in the Bolivian Amazon region, to preserve biodiversity, to manage the forests in a climate-responsive manner and to generate income. Important actors are actively included.

Approach
The project is being implemented by the Bolivian Ministry of Environment and Water through the Directorate-General of Forest Management and Development in close cooperation with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It operates in Pando department and in the communities north of La Paz, west of Beni and north-west of Santa Cruz.

The project promotes the climate-friendly and environmentally sustainable use of non-timber products from the forest and supports the development of ecological corridors. By doing so, it is also assisting in developing a national forestry strategy and in building institutional capacity for sustainable forest management. At the same time, it supports efforts to manage land and forest use effectively at national and regional level.

Situación de partida
Bolivia se cuenta entre los 15 países con mayor biodiversidad del mundo. Sin embargo, la deforestación ha aumentado notablemente durante los últimos años. Las principales causas siguen siendo la ganadería y los cultivos agrícolas.

Bolivia se enfrenta a diversos retos de proteger los bosques y la biodiversidad: la responsabilidad está repartida entre distintas instituciones nacionales y regionales. Existen iniciativas de productos no madereros, que, sin embargo, no están estrechamente relacionadas con el mercado. Además, el país necesita desarrollar mecanismos financieros para remunerar a los agricultores y agricultoras por un uso de los bosques respetuoso con el medio ambiente, el clima y la biodiversidad. Los y las habitantes de la cuenca del Amazonas cuentan con ingresos familiares bajos, lo que incrementa el potencial de deforestación y deterioro de los bosques.

Objetivo
Se han mejorado los procesos para conservar los bosques naturales de Bolivia, gestionándolos de forma adaptada al cambio climático y generando ingresos, así como para conservar la biodiversidad de la región amazónica boliviana. Se ha involucrado activamente a actores y actoras importantes.

Procedimiento
El proyecto es implementado por el Ministerio de Medio Ambiente y Agua de Bolivia a través de la Dirección General de Gestión y Desarrollo Forestal y en estrecha cooperación con la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. El proyecto opera en el departamento de Pando y en los municipios situados al norte de La Paz, al oeste de Beni y al noroeste de Santa Cruz.

Fomenta el uso de productos forestales no maderables en armonía con el clima y el medio ambiente, y el desarrollo de corredores ecológicos. De esta manera, contribuye también a generar una estrategia nacional para el sector forestal y a desarrollar competencias institucionales para el manejo forestal sostenible. Al mismo tiempo, fomenta una gestión eficaz del uso de la tierra y los bosques a nivel nacional y regional.
