Ausgangssituation

Seit 2016 wurde ukrainischen Kommunen neue politische und finanzielle Verantwortung übertragen, denn nach Beginn des russischen Angriffskriegs mussten diese neue Aufgaben übernehmen. Eine besondere Herausforderung dabei ist die Arbeit in einer von Krieg geprägten Umgebung im Ausnahmezustand. Dies bringt operative Einschränkungen mit sich, darunter geringere lokale Einkünfte und stark reduziertes Personal. Die Kommunen spielen eine wichtige Rolle dabei, politische und soziale Systeme der Ukraine resilienter zu machen. Sie sind unabdingbar für die örtlichen Bemühungen eines Wiederaufbaus. Zudem müssen die Kommunen die Dezentralisierung voranbringen und sich an die Anforderung des Beitritts zur Europäischen Union (EU) vorbereiten. Dafür sind eine aktive Teilnahme und Unterstützung auf lokaler Ebene erforderlich. Zum Gelingen müssen außerdem die notwendigen Reformen umgesetzt werden, die ihrerseits fundierte politische und rechtliche Beratung – auch in Bezug auf den EU-Beitritt – erfordern.

Ziel

Die Akteure auf nationaler, regionaler und lokaler Ebene nehmen ihre Aufgaben in Bezug auf die weitere Dezentralisierung, den Wiederaufbau und den EU-Beitritt zunehmend effizienter wahr.

Vorgehensweise

Das Projekt unterstützt die Ukraine auf Ihrem Weg zur EU-Mitgliedschaft. Das Projekt wirkt in folgenden Bereichen:
"Reform": Rechtsberatung für die ukrainische Regierung bereitstellen, um die Dezentralisierungsreform voranzubringen und die Regionalpolitik an den EU-Besitzstand anzugleichen.
"Recovery": Die Kapazitäten der Kommunalbeamt*innen stärken, um für eine starke lokale Selbstverwaltung im Kontext des ukrainischen EU-Beitritts zu sorgen.
"Reconstruction": Die kommunalen Verwaltungseinrichtungen dabei unterstützen, regionale und lokale Entwicklungspolitik sowie Pläne zum Wiederaufbau mit Blick auf den EU-Beitritt umzusetzen. Städtepartnerschaften zwischen der Ukraine und der EU mithilfe von „Bridges of Trust" fördern.
 

Context

Since 2016, municipalities have received new policy and fiscal competences. Following the outbreak of the war of aggression, municipalities must perform new tasks. A particular challenge is working in a wartime environment under martial law, which imposes operational constraints, including depressed local incomes and highly reduced staffing. Municipalities play an important role in the resilience of Ukraine’s political and societal systems and are essential to local reconstruction efforts. Moreover, municipalities need to advance decentralisation and prepare for accession to the European Union (EU). This requires active intervention and support at the local level and must also be accompanied by necessary reforms, which require robust policy and legal advice also in the context of EU integration.

Objective

The actors at the national, regional, and local levels are increasingly effective in fulfilling their tasks in the course of decentralisation and reconstruction and in the context of EU integration.

Approach

The project supports Ukraine on its path to EU membership. It works in the following fields:

Reform: Legal advice to Government of Ukraine to advance decentralisation reform and align regional policy with EU acquis.

Recovery: Strengthening capacities of municipal officials for strong local self-governments in the context of Ukraine's accession to the EU.

Reconstruction: Support municipal administrations to implement regional and local development policies and reconstruction planning in the context of the EU accession. Support municipal partnerships between Ua and EU through Bridges of Trust.
