Ausgangssituation
Die Mekong-Region mit den Ländern Thailand, Laos, Kambodscha und Vietnam ist mit einer Bevölkerung von über 320 Millionen Menschen regelmäßig von einer grenzüberschreitenden, großflächigen Luftschadstoffbelastung betroffen. Grund dafür sind Brandrodungen während der Trockenzeit in der Land- und Forstwirtschaft. Die damit verbundene Luftverschmutzung gefährdet die menschliche Gesundheit, das Klima, landwirtschaftliche Erträge und damit auch die nationalen Volkswirtschaften der Region.
Daher sind Maßnahmen notwendig, die eine regionale Koordination politischer, regulatorischer und technischer Ansätze zur Luftreinhaltung und zum Klimaschutz fördern.
Ziel
Die Luftqualität und der Klimaschutz sind in den Anrainerstaaten des Mekong durch grenzüberschreitende Koordinationen politischer, regulatorischer und technischer Ansätze gegen klimawirksame Luftschadstoffe verbessert.Das Vorhaben unterstützt integrierte Ansätze für eine bessere Luftqualität bei gleichzeitigem Klimaschutz.
Vorgehensweise
Das Vorhaben arbeitet vor allem in drei Handlungsschwerpunkten:
- Es verbessert die fachlichen Kompetenzen nationaler und lokaler Behörden, die für das Management klimawirksamer Luftschadstoffe in Anrainerstaaten des Mekong zuständig sind.
- Das Projekt erprobt effektive und skalierbare Maßnahmen, um die Verbrennung von Biomasse oder Feststoffen in der Land-, Forst- und Abfallwirtschaft zu vermeiden und bezieht dabei die Behörden, die Privatwirtschaft sowie die Zivilbevölkerung in Laos, Kambodscha und Thailand mit ein.
- Es unterstützt die verbesserte Koordination regionaler Luftqualitätsprogramme internationaler Organisationen. Dazu zählen der Verband Südostasiatischer Nationen (Association of Southeast Asian Nations, ASEAN), die Wirtschafts- und Sozialkommission für Asien und den Pazifik der Vereinten Nationen (UN Economic and Social Commission for Asia and the Pacific, UNESCAP) und das Umweltprogramm der Vereinten Nationen (UN Environment Programme, UNEP).
 

 

Project description (EN)

Context
With a population of more than 320 million, the Mekong region, comprising Thailand, Laos, Cambodia and Viet Nam, is regularly affected by large-scale transboundary air pollution. This is due to slash-and-burn clearing during the dry season in agriculture and forestry. The air pollution associated with this practice poses a risk to human health, the climate, agricultural yields and, as a result, to national economies in the region too.
There is therefore a need for measures that promote regional coordination of political, regulatory and technical approaches to air pollution control and climate protection.
Objective
Air quality and climate protection has improved in the Mekong riparian states thanks to transboundary coordination of political, regulatory and technical approaches against climate-impacting air pollutants.
Approach
The project works primarily in three priority areas of action.
- It improves the technical capacities of national and local authorities responsible for managing climate-impacting air pollutants in Mekong riparian states.
- The project trials effective and scalable measures designed to prevent the burning of biomass or solid materials in agriculture, forestry and waste management, and involves the authorities, the private sector as well as the civil population in Laos, Cambodia and Thailand in these measures.
- It supports improved coordination between regional air quality programmes of international organisations. These include the Association of Southeast Asian Nations (ASEAN), the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the United Nations Environment Programme (UNEP).
