Ausgangssituation:
Tunesien gilt als digitales Vorbild auf dem afrikanischen Kontinent. In dem nordafrikanischen Land ist nach dem Arabischen Frühling 2011 ein dynamisches IT-Ökosystem entstanden, das bereits mehr als 110.000 Jobs in 1.800 Unternehmen sichert.
Die Digitalisierung birgt viel Potenzial und wird durch eine nationale Digitalstrategie gefördert. Diese sieht unter anderem vor, die tunesische Verwaltung zu digitalisieren. Denn diese ist papierlastig und die Prozesse sind für Bürger*innen schwer verständlich. Damit erschwert sie bisher wirtschaftliches Wachstum, Investitionen und internationalen Handel.
Wenn die Verwaltung modernisiert und digitalisiert ist, kann sie die sozioökonomische Entwicklung in Zeiten hoher Arbeitslosigkeit und schwacher Wirtschaft voranbringen.

Ziel:
Verwaltungsdienstleistungen sind digitaler, inklusiver und transparenter zugänglich.

Vorgehensweise:
Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH ist seit 2019 im Auftrag des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) ein wichtiger Partner Tunesiens. Sie unterstützt das Land dabei, seine Strategie zum digitalen Wandel umzusetzen und somit die Verwaltungsdienstleistungen digitaler, inklusiver und transparenter zugänglich zu machen.
Das Projekt schließt an das erfolgreiche Vorgängerprojekt an und wird unter dem Dach des Digitalzentrums in Tunesien umgesetzt. Es verfolgt vier Ansätze:
1. Strategie
Es unterstützt Strategien, um den digitalen Wandel umzusetzen.
2. Digitale Lösungen
Es entwickelt transparente, nutzerorientierte und langfristige digitale Anwendungen der öffentlichen Verwaltung.
3. Kompetenzentwicklung
Es schafft die Grundlagen für einen langfristigen Wandel innerhalb der Verwaltung.
4. Sensibilisierung
Es rückt die Nutzung digitaler Anwendungen in das öffentliche Bewusstsein.

Tunisia is regarded as a digital role model on the African continent. Following the Arab Spring in 2011, a dynamic IT ecosystem has emerged in the north African country, which has already secured more than 110,000 jobs in 1,800 companies.
Digitalisation holds great potential and is being promoted by a national digital strategy. Among other things, this provides for the digitalisation of administrative processes, which are very paper-intensive and confusing for citizens. They hinder economic growth, investment and international trade.
The modernisation and digitalisation of the administration can advance socio-economic development at a time of high unemployment and a weak economy.

Access to administrative services is more digital, inclusive and transparent.

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been a key partner to Tunisia since 2019. It supports the country in implementing its digital transformation strategy and thus in making access to inclusive administrative services more digital, inclusive and transparent.
The project follows on from the successful predecessor project and is implemented under the umbrella of the Digital Transformation Center in Tunisia. It pursues four approaches:
1. Strategy
It supports strategies to implement digital transformation.
2. Digital solutions
It develops transparent, user-centred and long-term digital applications for public administration.
3. Capacity development
It creates the foundations for long-term change within administrative bodies.
4. Awareness-raising
It raises public awareness of the use of digital applications.
