Ausgangssituation
Die Côte d’Ivoire verzeichnete eine der höchsten Entwaldungsraten in Afrika. Haupttreiber sind der steigende landwirtschaftliche Flächenbedarf und die wachsende Bevölkerung. Gleichzeitig tragen die unprofitable Holz- und Forstwirtschaft, unzureichende Anreize, um Wälder nachhaltig zu bewirtschaften sowie unsichere Rechte, wem Bäume und Land gehören, zur Entwaldung bei. Für forst- und holzwirtschaftliche Investitionen von Unternehmen mangelt es an finanziellen Anreizen sowie unterstützenden Dienstleistungen wie Baumschulen, Ausbildung und Beratung.
Ziel
Staatliche und nichtstaatliche Interessengruppen haben Maßnahmen umgesetzt, um Wälder im ländlichen Raum wiederherzustellen.
Vorgehensweise
Das Projekt verbessert die Voraussetzungen für eine nachhaltige, privatwirtschaftliche Forstwirtschaft. Es arbeitet in den folgenden Bereichen:
- geschlechtergerechte forstliche Lieferketten fördern, die lokal Gewinne generieren, zum Beispiel durch Ausbildung von Frauen und Kooperativen zur Produktion und Vermarktung von Setzlingen.
- die Bedingungen für die nachhaltige private Wald- und Holzwirtschaft verbessern: Entwicklung von Anreizsystemen, etwa durch neue Verordnungen und Aufforstungsverträgen zwischen Unternehmen und lokalen Akteuren wie Grundstückeingentümer*innen, landwirtschaftlichen Betrieben sowie Kooperativen.
- die lokalen Dienststellen des Ministeriums für Wasser und Wälder (MINEF) schulen. Damit können sie ihre forstliche Beratung ausbauen und verbessern. Zudem unterstützt das Projekt kommunale und regionale Verwaltungen sowie zivilgesellschaftliche Gruppen dabei, Landwirtschaft mit Waldschutz zu vereinen.
Das Vorhaben arbeitet regionenübergreifend in Nawa, Gôh, Moronou, Indénié-Djuablin und la Mé.

Context
Côte d’Ivoire has had the highest rates of deforestation in Africa. Deforestation is driven primarily by the increasing need for agricultural land and a growing population. However, an unprofitable timber and forestry sector and inadequate incentives for sustainable forestry combined with legal uncertainty regarding the ownership of trees and land all also play a role. For the private sector to invest in forestry, it requires financial incentives as well as support services such as nurseries, training and advice.
Objective
State and non-state stakeholder groups have implemented measures for forest restoration in rural areas.
Approach
The project improves the frameworks for sustainable, private sector forestry.
It addresses the following areas:
- Promoting gender equality in forestry supply chains that generate profit for the local population, for example, by training women and cooperatives in the production and marketing of saplings.
- Improving conditions for a sustainable and private forestry and timber industry by creating incentive systems, for instance through new regulations and reforestation agreements between companies and local actors such as land owners, farms and cooperatives.
- Training the staff of local agencies in the Ministry of Water and Forests (MINEF), enabling them to expand and improve their advisory services for forestry. Local and regional administrations as well as civil society groups are also supported in reconciling agriculture with forest conservation.
The project adopts a cross-regional approach and works in Nawa, Gôh, Moronou, Indénié-Djuablin and la Mé.

Contexte
La Côte d'Ivoire connaissait l’un des plus hauts taux de déforestation d’Afrique. Ce phénomène est principalement dû aux besoins accrus en surfaces agricoles et à une population croissante. D’autres facteurs simultanés sont la mauvaise rentabilité de la filière forêt et bois, le manque d'incitations à pratiquer une exploitation durable des forêts et l’incertitude juridique sur la propriété des arbres et des terres. Les entreprises qui voudraient investir dans l’exploitation des forêts et du bois ne trouvent pas d’incitations financières ou de services de soutien tels que pépinières, formations et prestations de conseil.
Objectif
Les parties prenantes, étatiques et non étatiques, ont mis en œuvre des actions de restauration des forêts en zone rurale.
Approche
Le projet améliore les conditions encadrant la pratique d’une foresterie durable par le secteur privé. Il intervient par les actions suivantes :
- promouvoir les chaines de valeur forestières respectueuses de l’égalité de genre qui génèrent des bénéfices localement, par exemple en dispensant une formation initiale aux femmes et aux coopératives sur la production et la commercialisation de plants forestiers ;
- améliorer les conditions entourant une exploitation privée durable des forêts et du bois ; mettre au point des systèmes incitatifs, par exemple en faisant passer de nouveaux règlements et contrats de reboisement entre des entreprises et des acteurs locaux, tels que les propriétaires fonciers, les exploitations agricoles et les coopératives ;
- former les antennes locales du ministère des Eaux et Forêts (MINEF). Ces antennes étendent et améliorent ainsi leur conseil en matière de foresterie. De plus, le projet aide les administrations communales et régionales et les groupes de la société civile à conjuguer agriculture et protection de la forêt.
Le projet intervient dans plusieurs régions, à Nawa, Gôh, Moronou, Indénié-Djuablin et la Mé.
