Ausgangssituation
In der Sahelzone leben rund 70 Prozent der Bevölkerung ländlich. Die Menschen sind durch den Klimawandel, unsichere Ernährung, Armut und mangelnden Zugang zu sozialen Diensten enorm herausgefordert. Besonders Frauen leiden unter geschlechtsspezifischer Ungleichheit. Gewalt, Vertreibungen sowie politische und wirtschaftliche Instabilität verschärfen die Lage.
Ziel
Die Bevölkerung von ausgewählten Gemeinden in Burkina Faso, Mali, Niger und Tschad ist widerstandsfähiger. Dafür ist die Ernährungssicherheit, die lokale Regierungsführung, der Umgang mit natürlichen Ressourcen und damit verbundenen Konflikten sowie der soziale Zusammenhalt verbessert.
Vorgehensweise
Das Vorhaben arbeitet eng mit dem Welternährungsprogramm der Vereinten Nationen (WFP) und dem Kinderhilfswerk der Vereinten Nationen (UNICEF) zusammen. Es ist in drei Handlungsfeldern tätig:
1. Es schult lokale Verwaltungen und Komitees, die dafür zuständig sind, dass natürliche Ressourcen gerecht bewirtschaftet und Konflikte verhindert werden. In der Sahelzone geht es hier besonders um den Zugang zu Wasser und Land. Dabei sollen speziell Frauen Land erhalten können, da sie davon häufig ausgeschlossen sind. Daneben schult das Vorhaben lokale Komitees, damit sich Gemeinden besser auf mögliche Katastrophen wie Dürren oder Überflutungen vorbereiten können.
2. Das Vorhaben berät lokale Gemeindevertreter*innen und traditionelle Autoritäten darin, Dialoge in Gemeinden umzusetzen. So sollen Konflikte und Lösungen gemeinschaftlich diskutiert werden. Im Anschluss begleitet das Vorhaben die Gemeinden dabei, Maßnahmen wie Sport- und Kulturveranstaltungen oder Infrastrukturprojekte umzusetzen. Das bringt verschiedene Bevölkerungsgruppen zusammen und verbessert ihre Beziehungen.
3. Für eine ausreichende, ausgewogene und nährstoffreiche Nahrung unterstützt das Vorhaben Kleinbäuerinnen und Kleinbauern sowie Kooperativen, indem es Fortbildungen, Ausstattung und Infrastruktur wie Brunnen bereitstellt.

Context
Around 70 per cent of the population of the Sahel is rural. People there are facing huge challenges because of climate change, food insecurity, poverty and poor access to social services. Women in particular are affected by gender inequality. The situation is further aggravated by violence, forced displacement, and political and economic instability.
Objective
Resilience among the population is enhanced in selected districts in Burkina Faso, Chad, Mali and Niger. Food security, local governance and social cohesion are strengthened, as too is the management of natural resources and associated conflicts.
Approach
The project works closely with the UN World Food Programme (WFP) and the United Nations Children’s Fund (UNICEF). It operates in three fields of activity:
1. It trains local administrations and committees responsible for justice in natural resource management and for conflict prevention. In the Sahel region, this primarily concerns access to water and land. Women in particular should be able to own land, something they are often denied. The project also trains local committees to ensure that municipalities can be better prepared for potential disasters such as droughts or floods.
2. The project advises local municipal representatives and traditional authorities on engaging in dialogue in municipalities, thus providing an opportunity for joint discussions on conflicts and solutions. The project also supports the municipalities in implementing measures such as sports and cultural events or infrastructure projects. This brings together different population groups and improves relations between them.
3. With the aim of ensuring an adequate, balanced and nutritious diet, the project supports smallholders and cooperatives by providing training, equipment and infrastructure, such as wells.

Situation initiale
Dans la région du Sahel, environ 70 % de la population vit en milieu rural. Les habitant·e·s sont confronté·e·s à d’immenses défis liés au changement climatique, à l’insécurité alimentaire, à la pauvreté et au manque d’accès aux services sociaux. Les femmes pâtissent particulièrement des inégalités de genre. La violence, les déplacements forcés et l’instabilité politique et économique exacerbent encore la situation.
Objectif
La résilience de la population des communes sélectionnées du Burkina Faso, du Mali, du Niger et du Tchad est renforcée. Pour ce faire, la sécurité alimentaire, la gouvernance locale, la gestion des ressources naturelles et des conflits qui en découlent ainsi que la cohésion sociale sont améliorées.
Approche
Le projet collabore étroitement avec le Programme alimentaire mondial des Nations unies (PAM) et le Fonds des Nations unies pour l’enfance (UNICEF). Il opère dans trois champs d’action :
1. Il forme les administrations locales et les comités chargés de veiller à l’exploitation équitable des ressources naturelles, telles que l’eau et la terre, et de prévenir les conflits. Une attention particulière est accordée aux femmes afin de leur donner un accès aux terres, dont elles sont souvent exclues. En outre, le projet forme des comités locaux pour que les communes puissent mieux se préparer à d’éventuelles catastrophes telles que des sécheresses.
2. Le projet conseille les représentant·e·s communaux·ales et les autorités traditionnelles dans la mise en place de dialogues au sein des communes. Les conflits et les solutions doivent ainsi faire l’objet de discussions collectives. Il accompagne ensuite les communes dans la mise en œuvre de mesures telles que des manifestations culturelles ou des travaux d’infrastructures.
3. Il soutient les petit·e·s exploitant·e·s agricoles et les coopératives en leur proposant des formations, des équipements et des infrastructures tels que des puits.
