Ausgangssituation
Damit Güter in die Europäische Union importiert oder innerhalb der panafrikanischen Freihandelszone (African Continental Free Trade Area, AfCFTA) gehandelt werden können, müssen sie gesetzlichen Normen für Qualität und Verbraucherschutz entsprechen. Darüber hinaus verlangen viele internationale und regionale Importeure freiwillige Umwelt- und Sozialstandards.
Afrikanische Produkte erfüllen diese Normen häufig nicht oder verfügen nicht über die notwendige Zertifizierung. Obwohl beispielsweise afrikanische Früchte, Tee oder Textilien international stark nachgefragt werden, verkaufen viele Produzent*innen die Erzeugnisse daher nur auf nationalen Märkten. Trotz niedriger Produktionskosten nutzen sie so die Chancen nicht, sich an afrikaweitem und globalem Handel zu beteiligen, neue Arbeitsplätze zu schaffen und höhere Gewinne zu erzielen.
Ziel
Die Produktqualität in ausgewählten Wirtschaftsbereichen und -standorten in Afrika ist erhöht.
Vorgehensweise
Das Projekt ist Teil der Allianz für Produktqualität in Afrika. Es setzt Aktivitäten mit deutschen, europäischen und afrikanischen Unternehmen, Unternehmensverbänden und anderen Handlungsträger*innen der Entwicklungszusammenarbeit um. Unter anderem bietet das Projekt in Zusammenarbeit mit Unternehmensverbänden Schulungen für afrikanische Firmen an, um Qualitätsstandards umzusetzen oder ein betriebliches System zur Qualitätskontrolle einzuführen. Darüber hinaus unterstützt und berät es afrikanische Produzent*innen, die Güter mit Exportpotenzial herstellen, bei der Zertifizierung. Dabei liegt ein Schwerpunkt auf der Förderung des regionalen Handels, auch in Zusammenarbeit mit öffentlichen und private Exportförderprogrammen.

Context
In order for goods to be imported into the European Union or traded within the African Continental Free Trade Area (AfCFTA), they must meet statutory quality and consumer protection standards. In addition, many international and regional importers require adherence to voluntary environmental and social standards.
African products often fail to meet these standards or lack the necessary certification. Although there is strong international demand for African fruit, tea and textiles, for example, many producers only sell their products on national markets. Despite low production costs, they are thus not utilising the opportunities to participate in Africa-wide and global trade, create new jobs and achieve higher profits.
Objective
Product quality has increased in selected economic sectors and locations in Africa.
Approach
The project is part of the Alliance for Product Quality in Africa. It implements activities with German, European and African companies, business associations and other development cooperation stakeholders. Among other services, the project offers training for African companies, in cooperation with business associations, in order to implement quality standards or introduce quality control systems in businesses. It also provides support and advice on certification for African producers which manufacture goods with export potential. One priority in this context is promoting regional trade, including in cooperation with public and private export promotion programmes.

Situation initiale
Pour être importés dans l’Union européenne ou commercialisés au sein de la zone de libre-échange continentale africaine (ZLECA), les biens doivent répondre à des normes légales de qualité et de protection des consommateur·rice·s. De plus, de nombreux importateur·rice·s à l’échelle internationale et régionale exigent le respect de normes volontaires en matière environnementale et sociale.
Les produits africains répondent rarement à ces normes ou ne disposent pas de la certification nécessaire. De ce fait, bien que certains d’entre eux, comme les fruits, le thé ou les textiles, fassent l’objet d’une forte demande internationale, de nombreux·ses producteur·rice·s ne les vendent que sur les marchés nationaux. Ainsi, malgré des coûts de production peu élevés, les producteur·rice·s ne saisissent pas leur chance de prendre part au commerce africain et international, de créer des emplois et d’augmenter leurs bénéfices.
Objectif
La qualité des produits dans une sélection de secteurs et sites économiques en Afrique est améliorée.
Approche
Le projet s’inscrit dans le cadre de l’Alliance pour la qualité des produits en Afrique. Il met en œuvre des activités avec des entreprises allemandes, européennes et africaines, des associations d’entreprises et d’autres acteurs de la coopération internationale. Le projet propose notamment aux entreprises africaines, en collaboration avec des associations d’entreprises, des formations relatives à la mise en œuvre de normes de qualité ou à l’introduction d’un système de contrôle qualité au sein des entreprises. En outre, il propose une assistance-conseil en matière de certification aux producteur·rice·s africain·e·s dont la production est susceptible d’être exportée. Dans ce cadre, l’accent est mis sur la promotion du commerce régional, notamment en collaboration avec des programmes publics et privés de promotion des exportations.
