Ausgangssituation
Côte d’Ivoire verzeichnet starkes wirtschaftliches Wachstum und politische Stabilität. Auch zu guter Regierungsführung konnte das Land Erfolge erzielen: Im Korruptionswahrnehmungsindex von Transparency International hat es sich deutlich verbessert und erhielt im Jahr 2024 45 von 100 Punkten.
Allerdings kommen die Verbesserungen noch zu wenig bei der Bevölkerung an. Dies gefährdet die politische Stabilität und langfristige Entwicklung. Côte d’Ivoire ist nun herausgefordert, die Fortschritte weiter voranzutreiben und sicherzustellen, dass sie noch mehr der Bevölkerung zugutekommen.
Ziel
Die institutionellen Bedingungen für mehr Integrität, Transparenz und Rechenschaftspflicht in Verwaltung und Wirtschaft sind verbessert.
Vorgehensweise
Das Projekt arbeitet mit Institutionen der öffentlichen Haushaltskontrolle wie dem ivorischen Rechnungshof. Diesen unterstützt es darin, sogenannte Performance-Audits umzusetzen. Die Audits prüfen nicht nur, dass staatliche Institutionen ihre Finanzen rechtmäßig verwenden, sondern auch, welche Wirkungen sie damit erzielen.
Zusätzlich schult das Projekt Mitarbeitende der Strafverfolgung darin, Antikorruption und Geldwäschebekämpfung zu verbessern. Es unterstützt dabei vor allem die Gerichtskammer für Wirtschafts- und Finanzkriminalität (PPEF) sowie die Geldwäschebekämpfungseinheit (CENTIF). Gleichzeitig bindet es weitere Verantwortliche wie die Agentur für die Rückführung illegaler Vermögenswerte (AGRAC) und spezialisierte Polizeieinheiten ein.
Das Projekt schult auch Organisationen der Zivilgesellschaft. So können diese die Effizienz staatlichen Handelns überwachen. Das dient als Grundlage für einen Dialog zwischen Bürger*innen und dem Staat.

Context
Côte d’Ivoire is experiencing strong economic growth and political stability. The country has also made progress towards achieving good governance and has significantly improved its score in Transparency International’s Corruption Perceptions Index, reaching 45 points out of 100 in 2024.
However, the people do not yet sufficiently benefit from the progress made, which poses a risk to political stability and sustainable development. Côte d’Ivoire now faces the challenge of continuing to make progress while ensuring that this progress reaches the people.
Objective
The institutional conditions for strengthening integrity, transparency and accountability in administration and private sector are improved.
Approach
The project works with state institutions responsible for budgetary control such as the Court of Auditors, which it supports in carrying out performance audits. The audits not only examine the appropriate use of funds by public institutions, but also the impact achieved.
The project trains public prosecutors in fighting corruption and money laundering more effectively. In this connection, it supports primarily the Economic and Financial Crimes Tribunal (PPEF) and the Ivorian Financial Intelligence Unit (CENTIF), which combats money laundering. Other agencies concerned, such as the Agency for the Management and Recovery of Criminal Assets (AGRAC) and specialised police units are also involved.
Training is provided for civil society organisations, allowing them to monitor the efficiency of state action. This serves as the basis for dialogue between citizens and the state.

La Côte d’Ivoire connaît une forte croissance économique et une stabilité politique. Le pays a également réalisé des progrès significatifs en matière de bonne gouvernance, comme en témoigne sa nette amélioration dans l’indice de perception de la corruption de Transparency International, avec un score de 45 sur 100 en 2024.
Mais ces avancées ne sont pas encore suffisamment perceptibles au sein de la population, ce qui met en péril la stabilité politique et le développement à long terme. La Côte d’Ivoire doit maintenant redoubler d’efforts pour continuer à progresser et s’assurer que la population en profite encore davantage.
Objectif
Le cadre institutionnel propice au renforcement de l’intégrité, de la transparence et de la redevabilité dans l’administration et le secteur privé s’est amélioré.
Approche
Le projet collabore avec des institutions de contrôle des finances publiques comme la Cour des comptes ivoirienne. Il les aide à mettre en œuvre des audits de performance. Ces audits vérifient non seulement que les institutions publiques utilisent leurs finances de manière légale, mais aussi quels résultats elles obtiennent avec ces ressources.
En outre, le projet forme les agent·e·s des services de répression pour améliorer la lutte contre la corruption et le blanchiment d’argent. Il soutient notamment le Pôle pénal économique et financier (PPEF) et la Cellule nationale de traitement des informations financières (CENTIF). Il implique en outre d’autres acteurs tels que l’Agence de gestion et de recouvrement des avoirs criminels (AGRAC) et des unités de police spécialisées.
Le projet forme également des organisations de la société civile. Elles peuvent ainsi contrôler l’efficacité de l’action publique; ce qui sert de fondement à un dialogue entre les citoyen·ne·s et l’État.
