Ausgangssituation
Dass der Mensch zur Erderwärmung, dem Verlust der biologischen Vielfalt und der Verschlechterung der Ökosysteme beträgt, ist inzwischen unbestreitbar. Die Wissenschaft zeigt, dass damit Extremwetter und Umweltkatastrophen intensiver und häufiger auftreten.
Lateinamerika und die Karibik zählen zu den Regionen, die am stärksten von den Auswirkungen des Klimawandels betroffen sind. Die Länder sind daher ein strategischer Verbündeter, um Maßnahmen für einen klimafreundlichen, gerechten Wandel und Widerstandsfähigkeit voranzutreiben.

Ziel
Ausgewählte Länder in Lateinamerika und der Karibik haben mit der Umsetzung von transformativen Ansätzen zum Klimaschutz, zur Anpassung an den Klimawandel und zur Erhaltung der biologischen Vielfalt begonnen.

Vorgehensweise
Das Regionalprogramm soll die Voraussetzungen für diesen Wandel schaffen. Hierfür organisiert es Länderdialoge und identifiziert dort nationale und regionale Maßnahmen, die zu den nationalen Klima- und Transformationszielen beitragen und setzt Maßnahmen/Aktionen mit transformativem Charakter um. Konkrete Maßnahmen werden mit nationalen Regierungen und Institutionen sowie länderübergreifend mit Regionalorganisationen in den folgenden Bereichen umgesetzt:
• Wälder, biologische Vielfalt und Ökosysteme, zum Beispiel Förderung nachhaltiger Geschäftsmodelle zur Entwicklung einer forstbasierten Bioökonomie im legalen Amazonasgebiet in Brasilien, um den Übergang zu einer kohlenstoffarmen Wirtschaft zu unterstützen,
• Energie, zum Beispiel Aufbau einer regionalen Plattform für grünen Wasserstoff in Lateinamerika und der Karibik,
• städtische Mobilität, zum Beispiel Erarbeitung von Nachhaltigkeitsplänen in acht Städten und
• Kreislaufwirtschaft.
Wichtige Elemente sind die Förderung von Dialogen zwischen lokalen, nationalen und länderübergreifenden Regierungen, die Zusammenarbeit mit der Privatwirtschaft und die Klimafinanzierung. Das Vorhaben fördert auch den regionalen Wissensaustausch und gemeinsames Lernen durch Praxisgemeinschaften und Dialoge zwischen Verantwortlichen. Das Programm wird von der Europäischen Union und dem Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) kofinanziert.
 

It is now indisputable that humans are contributing to global warming, the loss of biodiversity and the deterioration of ecosystems. Science shows that extreme weather and environmental disasters are occurring more intensively and more frequently as a result.
Latin America and the Caribbean are among the regions hardest hit by the impacts of climate change. The countries in the region are therefore strategic allies in driving action for a climate-friendly, just transition and resilience.

Selected countries in Latin America and the Caribbean have started implementing transformative approaches to climate protection, climate change adaptation and biodiversity conservation.

The regional programme is intended to lay the foundations for this shift. To achieve this, it organises country dialogues and identifies national and regional measures that contribute to the national climate and transformation goals, and implements transformative measures and actions. Specific measures are implemented with national governments and institutions, as well as transnationally with regional organisations in the following areas:
• Forestry, biodiversity and ecosystems, for example promoting sustainable business models to develop a forest-based bioeconomy in Brazil’s Legal Amazon to support the transition to a low-carbon economy,
• Energy, for example establishing a regional platform for green hydrogen in Latin America and the Caribbean,
• Urban mobility, for example developing sustainability plans in eight cities, and
• Circular economy.
Important elements are promoting dialogue between local, national and transnational governments, cooperation with the private sector and climate financing. The project also promotes regional knowledge sharing and joint learning through practical communities and dialogue between those responsible. The programme is cofinanced by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ).
 

La influencia del ser humano sobre el calentamiento global, la pérdida de biodiversidad y el deterioro de los ecosistemas es innegable. La ciencia demuestra que ello está haciendo cada vez más frecuentes e intensos los fenómenos climáticos extremos y los desastres medioambientales.
Latinoamérica y el Caribe se encuentran entre las regiones más afectadas por los impactos del cambio climático. Por tanto, los países de esta región resultan aliados estratégicos para impulsar medidas en favor de una transición justa, que protejan el clima y fortalezcan la resiliencia.

Una selección de países de Latinoamérica y el Caribe ha comenzado a aplicar enfoques transformadores para la protección del clima, la adaptación al cambio climático y la conservación de la biodiversidad.

El programa regional pretende crear las condiciones para este cambio. Para ello, establece diálogos con los países y, junto con ellos, identifica medidas nacionales y regionales que contribuyen a los objetivos climáticos nacionales y de transformación, e implementa medidas / acciones de carácter transformador. Se implementan medidas concretas con los Gobiernos y las instituciones nacionales, así como a nivel regional, en los siguientes ámbitos:
• bosques, biodiversidad y ecosistemas, p. ej., fomento de modelos de negocio sostenibles para el desarrollo de una bioeconomía forestal en la Amazonía Legal brasileña, para brindar apoyo a la transición a una economía con bajas emisiones de carbono,
• energía, p. ej., la creación de una plataforma regional de hidrógeno verde en Latinoamérica y el Caribe,
• movilidad urbana, p. ej., la elaboración de planes de sostenibilidad en ocho ciudades, y
• economía circular.
El fomento del diálogo entre los Gobiernos locales, nacionales y a nivel regional, la cooperación con el sector privado y el financiamiento climático son elementos importantes. El programa también fomenta el intercambio de conocimientos a escala regional y el aprendizaje conjunto a través de comunidades prácticas y el diálogo entre los entes responsables. El programa está cofinanciado por la Unión Europea y el Ministerio Federal de Cooperación Económica y Desarrollo (BMZ) de Alemania.
