Ausgangssituation
Der Großteil des Stroms im Westbalkan wird durch veraltete und umweltgefährdende Kohlekraftwerke erzeugt. Das trägt zu mehr als 50 Prozent der regionalen CO2-Emissionen bei. Erneuerbare Energien (EE), wie Wind und Sonne, sind in der Region zwar im Aufwärtstrend, machen aber nur durchschnittlich zehn bis 20 Prozent des Strommixes aus.
Dies liegt nicht nur an mangelnder Investitionsbereitschaft, sondern auch an technischen und regulatorischen Fragen, die gelöst werden müssen, um mehr EE in die Stromnetze einzuspeisen. Ebenso wichtig ist es, die Nachfrage nach EE zu steigern und die Bevölkerung und die Energiewirtschaft für die Energiewende zu gewinnen.
Ziel
Die Länder des Westbalkans nutzen stärker technologisch-regulatorische sowie personelle Lösungen für eine umwelt- und klimaverträgliche Energiewende.
Vorgehensweise
Das Projekt baut im gesamten Westbalkan Kompetenzen auf und stellt aktuelle Kenntnisse über innovative Lösungen für die Strombranche bereit. Außerdem fördert es den technologischen Fortschritt, indem es den rechtlichen Rahmen zur verstärkten Nutzung von EE verbessert.
Um genügend Interesse und Fachkräfte für den Bau und Betrieb von EE-Anlagen und Netzen zu gewinnen, setzt sich das Projekt für mehr geeignete Aus- und Weiterbildungsmöglichkeiten ein.
Zu den Hauptpartnern zählen Netzbetreiber, Regulierungsbehörden, Ministerien für Energie sowie Netzwerke und Organisationen für berufliche Aus- und Weiterbildung in der Region. Als regionales Projekt vermittelt es grundlegendes Wissen zum Umbau der Energiewirtschaft, das für möglichst viele Westbalkan-Länder nützlich ist.

Context
Most of the electricity in the Western Balkans is generated by outdated coal-fired plants that are key polluters and CO2-emitters: Over 50 per cent of the region’s CO2 emissions are attributable to this. Although renewable energy – for example from wind or the sun – is on an upward trend in the region, it still amounts to just 10 to 20 per cent of the electricity mix on average.
This is due not only to a hesitance to invest but also to technical and regulatory issues that must be resolved before larger volumes of renewables can be fed into the grids. Equally important is the need to increase demand for renewables and gain the support of the population and the energy sector for the energy transition.
Objective
The Western Balkan countries increasingly harness technology, regulatory mechanisms and human resources to achieve an environmentally-sound and climate-friendly energy transition.
Approach
The project builds capacity throughout the Western Balkans and provides access to state-of-the-art expertise on innovations in the electricity sector. It also promotes technological advances by improving the legal framework for increasing the use of renewables.
To stimulate interest in the construction and operation of renewable energy plants and grids and bring sufficient skilled workers on board, the project supports the expansion of appropriate initial and further training opportunities.
The main partners are grid operators, regulatory authorities, energy ministries and networks and organisations for vocational training in the region. As a regional project, the focus is on disseminating fundamental principles on the reforming of the energy sector that can be used in as many Western Balkan countries as possible.
