Ausgangssituation:
Aufgrund des Bevölkerungswachstums muss sich das Bildungs- und Ausbildungssystem in Mosambik anpassen. Die Hälfte der Bevölkerung ist jünger als 17 Jahre. Die Qualität der Berufsbildung und Arbeitsvermittlung ist nicht ausreichend und der Weg in Jobs und Unternehmertum ist schwer.
Die mosambikanische Regierung möchte das Berufsbildungssystem neu ausrichten: an den Bedarfen der Unternehmen und an wichtigen Branchen für Entwicklung und die grüne Transformation, wie Landwirtschaft, erneuerbare Energien, Transport und Logistik.

Ziel:
Die Beschäftigung und Unternehmensentwicklung werden durch ein Berufsbildungs- und Beschäftigungssystem unterstützt, das sich am Arbeitsmarkt orientiert, mit Unternehmen zusammenarbeitet und technisches Fachwissen vermittelt.

Vorgehensweise:
Das Projekt setzt in mehreren Bereichen an:
- Es berät die Regierung zu Strategien und Politiken für eine arbeitsmarktorientierte Berufsbildung und für eine bessere Koordination zwischen Politik, Unternehmen und internationalen Partnern.
- Es schafft ein Zentrum für praxisnahe Lehrerfortbildungen am Berufsbildungsinstitut in Beira.
- Es arbeitet mit Berufsbildungseinrichtungen, Unternehmen und Akteuren der Arbeitsvermittlung in mehreren Provinzen zusammen, um Qualifizierungen sowie den Übergang in Arbeit zu fördern – vor allem für Frauen.
- Es baut den dualen Ausbildungsansatz weiter aus, bei der sich schulisches Lernen und Praxisphasen im Unternehmen abwechseln.
Das Projekt ist vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) beauftragt und wird über die Aktion „Skills for Employment" von der Europäischen Union (EU) finanziell unterstützt.
Es arbeitet gemeinsam mit den mosambikanischen Ministerien für Bildung und Kultur sowie für Jugend und Sport. Die Beratungsfirmen GOPA Worldwide Consultants, GFA Consulting Group und Integration Consulting Group unterstützen die Durchführung.


 

Context:
Mozambique’s education and training system must adapt if it is to keep pace with the country’s population growth. Half of the population is under the age of 17. The quality of vocational education and training (TVET) and job placement services is inadequate and the path to employment and entrepreneurship is difficult.
The Mozambican Government wants to realign the TVET system to meet the needs of businesses and key sectors geared to development and the green transformation, including agriculture, renewable energy, transport and logistics.
Objective:
Employment and business development are supported by a TVET system that is aligned with labour market needs, cooperates with businesses and imparts technical expertise.
Approach:
The project addresses several areas:
- It advises the government on developing strategies and policies for labour market-oriented TVET and on improving coordination between policy-makers, businesses and international partners.
- It is establishing a centre for practical teacher training at the vocational training institute in Beira.
- It works with TVET institutions, businesses and employment agencies in several provinces to promote training and the transition to work, in particular for women.
- It further expands the dual training approach, which alternates between school-based learning and practical phases in companies.
The project was commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is financially supported by the European Union (EU) through the Skills for Employment initiative.
It collaborates with the Mozambican Ministry of Education and Culture and Ministry of Youth and Sports. The project is being implemented with the support of the consulting firms GOPA Worldwide Consultants, GFA Consulting Group and Integration Consulting Group.
