Project description (DE)

Ausgangssituation
In Kosovo haben die Vertreibung und die Landflucht nach dem Krieg zu einer rasanten Urbanisierung geführt, die mit informellen Siedlungen, illegalen Bauten und einem hohen Druck auf die städtische Infrastruktur und die öffentlichen Dienstleistungen einhergeht. Die Folgen sind eine starke Umweltzerstörung, der Verlust biologischer Vielfalt und die Anfälligkeit für Klimarisiken. Ein weiteres Problem ist die Bewirtschaftung von Abfällen. Obwohl 90 Prozent der Haushalte an Abfallsammelsysteme angeschlossen sind, steckt der Übergang zu einer Kreislaufwirtschaft noch in den Kinderschuhen und die erweiterte Herstellerverantwortung (Extended Producer Responsibility – EPR) wurde noch nicht eingeführt.
Im Jahr 2024 hat Kosovo ein Gesetz zum Klimawandel verabschiedet. Die Probleme bei der institutionellen Koordinierung, der Durchsetzung und der Einbeziehung der Geschlechterperspektive in die Planungs- und Umsetzungsprozesse behindern jedoch eine umweltfreundliche Entwicklung, die Anpassung an den Klimawandel und eine bessere Abfallbewirtschaftung im Einklang mit den EU-Anforderungen.

Ziel
In Kosovo ist eine klimasensible, kreislauforientierte Stadtentwicklung im Einklang mit den EU-Leitlinien verbessert.

Vorgehensweise
In Zusammenarbeit mit dem Ministerium für Umwelt, Raumplanung und Infrastruktur (Ministry of Environment, Spatial Planning and Infrastructure, MESPI) stellt das Vorhaben Fachkenntnisse bereit und berät die Regierung und die Gemeinden. Zu den Arbeitsbereichen gehören:
- Den rechtlichen, institutionellen und organisatorischen Rahmen für die integrierte Abfallbewirtschaftung verbessern und Kreislaufwirtschaftsansätze einführen.
- Eine klimasensible Stadtentwicklung und eine gendersensible Planung des öffentlichen Raums fördern.
- kommunale Investitionsprojekte, die Pilotcharakter für die Stadtentwicklung haben, entwickeln und beispielhaft umsetzen.
 

 

Project description (EN)

Context:
In Kosovo, post-war displacement and rural migration have led to rapid urbanisation with informal settlements and high pressure on urban infrastructure and public services. The consequences are high environmental degradation, biodiversity loss and vulnerability to climate risks. Another issue is waste management. Although 90 per cent of households are connected to collection services, the transition to a circular economy is still in its early stages and the Extended Producer Responsibility (EPR) yet to be introduced.
Kosovo has adopted a Climate Change Law in 2024. But problems in institutional coordination, enforcement, and the integration of gender perspectives in planning as well as implementation processes hinder an environmentally friendly development, climate adaptation and better waste management in line with EU requirements.
Objective:
Climate-sensitive, circular urban development in line with EU guidelines in Kosovo is improved.
Approach:
In cooperation with the Ministry of Environment, Spatial Planning, and Infrastructure (MESPI) the project provides technical knowledge and offers advice to the government and municipalities. The working fields include:
- Improving the legal, institutional, and organisational framework for integrated waste management and introducing circular economy approaches;
- Promoting climate sensitive urban development and gender-sensitive public space planning;
- Developing a pipeline of municipal investment projects for urban development and small-scale demonstration projects in these fields.
