Project description (DE)

Ausgangssituation
In Ecuador gibt es häufig Erdbeben, Vulkanausbrüche, Überschwemmungen und Dürren. Infolge des Klimawandels werden diese extremen Wetterereignisse noch zunehmen, was sich negativ auf die wirtschaftlichen und sozialen Systeme des Landes auswirken wird.

Fast zwei Drittel der Bevölkerung Ecuadors lebt in Städten. Viele Menschen sind dort von sozialer Ungleichheit und Armut betroffen. Gleichzeitig leben sie in klimatisch gefährdeten Gebieten wie an Hanglagen oder in der Nähe von Vulkanen.

Ein funktionierendes Katastrophenrisikomanagement, die Anpassung an den Klimawandel und eine sichere Stadtentwicklung sind Voraussetzungen, um Städte widerstandsfähiger zu machen. Bisher arbeiten die zuständigen Institutionen jedoch nicht ausreichend koordiniert.

Ziel
Umfassende Risikomanagementansätze, die aktuelle und zukünftige Klima- und Katastrophenrisiken berücksichtigen, sind in die nationale Stadtentwicklungspolitik und lokale Stadtentwicklung integriert.

Vorgehensweise
Das Projekt arbeitet mit dem Ministerium für Stadtentwicklung und Wohnungswesen als politischem Ansprechpartner zusammen, sowie mit dem Sekretariat für Risikomanagement und dem Ministerium für Umwelt, Wasser und ökologischen Wandel.

Das Projekt arbeitet in drei Bereichen.

1. Es fördert Ansätze für ein integriertes Katastrophen- und Klimarisikomanagement in Städten, was die städtische Resilienz verbessert und Analysen zu Finanzierungsmechanismen liefert.
2. Es berät vier Städte Ecuadors zur städtischen Resilienz und berücksichtig dabei Klima- und Katastrophenrisiken. Zudem bezieht das Projekt Kriterien zur städtischen Resilienz in die Planung von Investitionsprojekten und bei der Umsetzung von Pilotmaßnahmen mit ein.
3. Es verbessert die Zusammenarbeit zwischen Städten, Behörden und nichtstaatlichen Beteiligten, indem es das Wissensmanagement zum Thema urbane Resilienz und den Wissen- und Erfahrungsaustausch fördert.

Context
Ecuador frequently experiences earthquakes, volcanic eruptions, floods and droughts. As a result of climate change, these extreme weather events will increase, which will have a negative impact on the country’s economic and social systems.

Almost two thirds of Ecuador's inhabitants live in cities. Many of them are affected by social inequality and poverty. At the same time, they live in climatic risk areas such as on slopes or near volcanoes.

Effective disaster risk management, adaptation to climate change and safe urban development are prerequisites for making cities more resilient. So far, however, the responsible institutions have not worked in a sufficiently coordinated manner.

Objective
Comprehensive risk management approaches that take current and future climate and disaster risks into account are integrated into national urban development policy and local urban development.

The project co-operates with the Ministry of Urban Development and Housing as its political partner, as well as with the Secretariat for Risk Management and the Ministry of Environment, Water and Ecological Transition.

The project works in three areas.

1. It promotes approaches for integrated disaster and climate risk management in cities, which improves urban resilience and provides analyses of financing mechanisms.
2. It advises four cities in Ecuador on urban resilience, taking into account climate and disaster risks. The project also incorporates urban resilience criteria into the planning of investment projects and the implementation of pilot measures.
3. It improves cooperation between cities, authorities and non-governmental stakeholders by promoting knowledge management on urban resilience and the exchange of knowledge and experience.

Situación de partida
Ecuador sufre con frecuencia terremotos, erupciones volcánicas, inundaciones y sequías. Como consecuencia del cambio climático, estos fenómenos meteorológicos extremos van a ir en aumento, lo que tendrá un impacto negativo en los sistemas económicos y sociales del país.

Casi dos tercios de la población del Ecuador vive en ciudades, donde muchas personas se ven afectadas por la desigualdad social y la pobreza. Al mismo tiempo, son zonas climáticamente vulnerables, situadas junto a laderas o cerca de volcanes.

Una gestión eficaz del riesgo de desastres, la adaptación al cambio climático y un desarrollo urbano seguro son requisitos previos para hacer las ciudades más resilientes. Hasta ahora, sin embargo, las instituciones responsables no han trabajado de forma suficientemente coordinada.

Objetivo
En la política nacional y en el desarrollo urbano local se integran amplios enfoques de gestión de riesgos que tienen en cuenta los riesgos climáticos y de desastres actuales y futuros.

Procedimiento
El proyecto trabaja con el Ministerio de Desarrollo Urbano y Vivienda del Ecuador como interlocutor político, así como con la Secretaría de Gestión de Riesgos y el Ministerio del Ambiente, Agua y Transición Ecológica.

El proyecto trabaja en tres ámbitos.

1. Promueve enfoques para la gestión integrada de riesgos climáticos y de desastres en las ciudades, lo que mejora la resiliencia urbana y proporciona análisis de mecanismos de financiamiento.
2. Asesora a cuatro ciudades del Ecuador sobre la resiliencia urbana, teniendo en cuenta los riesgos climáticos y de desastres. También incorpora criterios de resiliencia urbana a la planificación de proyectos de inversión y a la implementación de medidas piloto.
3. Mejora la cooperación entre las ciudades, las autoridades y las partes interesadas no gubernamentales fomentando la gestión del conocimiento sobre la resiliencia urbana y el intercambio de conocimientos y experiencias.
