Ausgangsituaion
Senegal importiert mehr als 90 Prozent seiner Medikamente und 99 Prozent seiner Impfstoffe. Um unabhängiger zu werden, möchte das Land bis 2035 die Hälfte der benötigten pharmazeutischen Produkte lokal produzieren. So sollen qualitativ hochwertige Medikamente und Impfstoffe in ausreichender Menge verfügbar sowie für die Bevölkerung zugänglich sein. Dafür muss Senegal die Rahmenbedingungen sowie die Strukturen im öffentlichen und privaten Bereich verbessern.

Ziel
Die institutionellen Strukturen öffentlicher und privatwirtschaftlicher Verantwortlicher sind ausgebaut, um die Impfstoff- und Pharmaproduktion in Senegal zu steigern.

Vorgehensweise
Das Vorhaben arbeitet in folgenden Bereichen:
• Koordinierung: Es unterstützt das Gesundheitsministerium dabei, Gesetze und Anreize wie Steuererleichterungen zu etablieren und umzusetzen, die die Impfstoff- und Pharmaindustrie beleben.
• Regulierung: Es unterstützt die Arzneimittelregulierungsbehörde, damit diese den Reifegrad 3 der Weltgesundheitsorganisation erreicht und aufrechterhält. Dieser bestätigt ein stabiles, funktionales und integriertes Regulierungssystem.
• Produktion: Es steigert die lokale Produktion von Impfstoffen und Arzneimitteln, indem es unter anderem den Aufbau neuer Produktionslinien unterstützt sowie Partnerschaften mit europäischen Unternehmen aufbaut.
• Aus- und Weiterbildung: Es finanziert, konzipiert und setzt mit lokalen Ausbildungsinstituten zwei neue Berufsbildungsprogramme um und führt Weiterbildungen für Angestellte durch. Zudem trägt es mit der Privatwirtschaft und der Regierung zur Entwicklung einer nationalen Ausbildungsstrategie bei, damit in Zukunft mehr qualifizierte Arbeitskräfte verfügbar sind.
 

Context
Senegal imports more than 90 per cent of its medicines and 99 per cent of its vaccines. In an effort to reduce its dependence on imports, the country wants to locally produce half of the pharmaceutical products it needs by 2035. The aim is to ensure availability and access to high-quality medicines and vaccines to the population. To achieve this, Senegal needs to improve the framework conditions, as well as public and private sector structures.

Objective
The institutional structures of relevant stakeholders in the public and private sectors have been strengthened to enable the expansion of vaccine and pharmaceutical production in Senegal.

Approach
The project operates in the following areas:
• Coordination: It is supporting Senegal’s Ministry of Health in establishing and implementing reforms and incentives, such as tax relief, to boost the vaccine and pharmaceutical industry.
• Regulation: It is assisting the Senegalese Pharmaceutical Regulatory Authority in achieving and maintaining maturity level 3 status, as defined by the World Health Organization. This confirms that a stable, well-functioning and integrated regulatory system is in place.
• Production: It is boosting local production of vaccines and medicinal products, for example by supporting the establishment of new production lines and building partnerships with European companies.
• Vocational training and continuing education: It is financing, designing and implementing two new vocational education and training programmes in partnership with local training institutes, and providing continuing education for employees. In addition, it is working with the private sector and government to develop a national training strategy, with a view to increasing the number of skilled workers available in future.
 

Situation initiale
Le Sénégal importe plus de 90 % de ses médicaments et 99 % de ses vaccins. Pour renforcer son autonomie, le pays souhaite produire localement, à l’horizon 2035, la moitié des produits pharmaceutiques dont il a besoin. L’objectif est d’assurer la disponibilité et l’accès de la population à des médicaments et des vaccins de qualité. Il est indispensable à cet effet d’améliorer les conditions cadres et les structures des secteurs public et privé du Sénégal.

Objectif
Les structures institutionnelles des organisations publiques et privées responsables sont renforcées pour augmenter la production de vaccins et de produits pharmaceutiques au Sénégal.

Approche
Le projet intervient dans les domaines suivants :
• Coordination : Le projet assiste le ministère de la Santé dans le cadre de l’élaboration et de la mise en œuvre de réformes et d’incitations, telles que des allègements fiscaux ou des mesures d’optimisation énergétique, dans le but de stimuler l’industrie pharmaceutique.
• Réglementation : Le projet soutient l’Agence de règlementation pharmaceutique en vue de l’atteinte et du maintien du niveau de maturité 3 de l’Organisation mondiale de la santé. Ce niveau de maturité confirme l’existence d’un système de régulation stable, fonctionnel et intégré.
• Production : Le projet augmente la production locale de vaccins et de médicaments par le soutien à la mise en place de nouvelles lignes de production et l’établissement de partenariats avec des entreprises européennes.
• Formation initiale et continue : Le projet finance, élabore et met en œuvre deux nouveaux programmes de formation professionnelle en collaboration avec des instituts de formation locaux, et il dispense des formations continues pour les ressources humaines existantes. De plus, il contribue, avec le secteur privé et le gouvernement, au développement d’une stratégie de formation nationale, afin d’assurer la disponibilité d’une main-d’œuvre qualifiée à l’avenir.
