Ausgangssituation
Seit der Revolution 2011 ist die Staatsverschuldung Tunesiens stark gestiegen. Neben hohen Staatsausgaben entgehen dem Staat erhebliche Steuereinnahmen – Schätzungen zufolge etwa 20 Prozent des Bruttoinlandprodukts pro Jahr. Strukturelle Defizite in Verwaltung und Rechtsrahmen erschweren einen langfristig stabilen und sozial gerechten Finanzhaushalt. Gleichzeitig fehlt es an einer transparenten Kommunikation, was die öffentliche Akzeptanz des Steuersystems verringert. Unzureichende Maßnahmen gegen Geldwäsche und Terrorismusfinanzierung verschärfen die Lage zusätzlich.
Ziel
Die Finanzbehörden in Tunesien steigern ihre Einnahmen und können illegale Finanzströme eindämmen.
Vorgehensweise
Das Vorhaben vernetzt staatliche und nichtstaatliche Institutionen, um das öffentliche Finanzsystem effizienter und transparenter zu machen. Es sensibilisiert Verantwortliche, wirksame Maßnahmen umzusetzen und illegale Finanzströme besser zu erkennen und zu reduzieren.
Dabei arbeitet das Vorhaben in drei Handlungsfeldern:
• Es verbessert die Organisation und Verwaltung im Finanzministerium, um Steuern effektiver und gerechter zu erheben. Die Digitalisierung hilft, steuerliche Risiken leichter zu identifizieren und Verwaltungsabläufe zu optimieren.
• Es fördert den Austausch zwischen Verwaltung und Steuerzahler*innen. Eine enge Zusammenarbeit mit der Zivilgesellschaft fördert das Verständnis des Steuersystems und verbessert die Steuermoral.
• Es unterstützt tunesische Institutionen dabei, Finanzkriminalität einzudämmen. Schulungen und Beratung helfen, internationale Standards im Kampf gegen Geldwäsche und Terrorismusfinanzierung besser umzusetzen.

Tunisia’s public debt has risen sharply since the 2011 revolution. In addition to high government spending, the state loses significant tax revenue amounting to an estimated 20 per cent of gross domestic product every year. Structural shortcomings in administration and the regulatory framework complicate efforts to ensure a stable and socially just financial budget over the long term. At the same time, the lack of transparent communication reduces public acceptance of the tax system. The situation is further exacerbated by the failure to properly address money laundering and the financing of terrorism.
The financial authorities in Tunisia increase their revenue and can curb illicit financial flows.
By connecting governmental and non-governmental institutions, the project aims to make public financial systems more efficient and transparent. It raises awareness among the people responsible about the need to take effective action and to better identify and reduce illicit financial flows.
For this, it operates in three fields of activity:
• It improves organisation and administration within the Ministry of Finance so that taxes are collected in a more effective and just manner. Digitalisation helps make it easier to identify tax risks and to optimise administrative procedures.
• It promotes dialogue between authorities and taxpayers. Close cooperation with civil society fosters understanding of the tax system and improves attitudes towards paying taxes.
• It assists Tunisian institutions in curbing financial crime. The provision of training and advisory services helps to improve the implementation of international standards in the fight against money laundering and the financing of terrorism.

Depuis la révolution de 2011, la dette publique de la Tunisie a fortement augmenté. D’une part, les dépenses publiques sont élevées et, d’autre part, l’État se voit privé de recettes fiscales importantes : d’après les estimations, cette perte s’élève chaque année à environ 20 % du produit intérieur brut. Les déficits structurels du cadre administratif et juridique sont des entraves à un budget financier socialement équitable et stable à long terme. Dans le même temps, le manque de transparence dans la communication réduit l’acceptabilité publique du système fiscal. La situation est en outre aggravée par l’insuffisance des mesures de lutte contre le blanchiment d’argent et le financement du terrorisme.
Les autorités fiscales tunisiennes accroissent leurs recettes et sont en mesure d’endiguer les flux financiers illégaux.
Le projet met en réseau les institutions publiques et privées afin d’accroître l’efficacité et la transparence du système financier public. Il sensibilise les responsables pour qu’ils mettent en œuvre des mesures efficaces et qu’ils détectent et réduisent mieux les flux financiers illégaux.
À cette fin, le projet opère dans trois champs d’action :
• Il améliore l’organisation et l’administration au sein du ministère des Finances, en vue de lever les impôts de manière plus efficace et plus équitable. La numérisation contribue à identifier plus facilement les risques fiscaux et à optimiser les procédures administratives.
• Il encourage les échanges entre l’administration et les contribuables. La collaboration étroite avec la société civile favorise la compréhension du système fiscal et améliore la moralité fiscale.
• Il aide les institutions tunisiennes à lutter contre la criminalité financière. Les formations et le conseil contribuent à une meilleure application des normes internationales dans la lutte contre le blanchiment d’argent et le financement du terrorisme.
