Ausgangssituation: Arbeitslosigkeit und Unterbeschäftigung sind in Afrika weit verbreitet. Zwar strömen junge Menschen auf den Arbeitsmarkt und Nachfrage nach Arbeitskräften besteht, jedoch fehlt es an qualifizierten Fachkräften und Zulieferunternehmen. Besonders Frauen sind betroffen, denn sie haben nur eingeschränkt Zugang zu Bildung und Beschäftigung. Es braucht innovative Lösungen, um langfristig Arbeitsplätze zu sichern.
Ziel: Die berufliche und wirtschaftliche Situation von Frauen in Subsahara Afrika ist verbessert – besonders in Unternehmen, die die grüne Transformation fördern.
Vorgehensweise: Das Vorhaben verfolgt einen integrierten Ansatz zur Beschäftigungsförderung und arbeitet in fünf Bereichen:
1) Qualifizierungsangebote für Frauen und Unternehmen ausbauen, die zur grünen Transformation beitragen, 2) Übergang in den Arbeitsmarkt erleichtern, 3) Beschäftigung für Frauen in grünen Lieferketten verbessern – etwa in erneuerbaren Energien, Kreislauf-, Abfallwirtschaft, Blue Economy, Ökotourismus und nachhaltiger Landwirtschaft, aber auch in Branchen, die ihre Geschäftsmodelle umweltfreundlicher gestalten wie Transport oder Bau, 4) Wettbewerbsfähigkeit von Start-ups sowie Kleinst-, Klein- und mittelgroßen Unternehmen steigern – besonders frauengeführter grüner Unternehmen, 5) Erfolgreiche Ansätze auf andere Wirtschaftszweige, Regionen, Länder ausweiten
Jede Maßnahme basiert auf Partnerschaften mit lokalen und internationalen Unternehmen sowie staatlichen/nichtstaatlichen Organisationen, Berufsschulen oder Wirtschaftsverbänden.
Die Europäische Union, die IKEA Stiftung und Norwegen kombifinanzieren das Programm. Zu den Kooperationspartnern zählen etwa Acacia, Avocado Vision, ClemenGold, CRDB Bank Foundation, Electricidade de Moçambique/MUVA, SASDC, Stanbic, TUI Foundation, WomHub and WTS Energy. Zudem bestehen Consultingverträge mit ARGE Como-Mierke-DEV Consulting, Como Consult GmbH, FLMH-Labor für Politik und Kommunikation GmbH, GOPA, Mesopartner und Syspons GmbH.

Context
Unemployment and underemployment are widespread in Africa. Although young people are streaming into the labour market and demand for labour exists, there is a lack of skilled workers and supplier firms. This especially impacts women, who generally have limited access to education and employment. Innovative solutions are required to ensure jobs in the long-term.
Objective
The employment and economic situation of women in sub-Saharan Africa has been improved – especially in sectors which are driving the green transformation.
Approach
The programme pursues an integrated approach to promoting employment, and works in five areas:
1) Increasing training opportunities for women and for businesses that contribute to the green transformation, 2) Facilitating the transition to the labour market, 3)Increasing employment for women in green supply chains – for example in renewable energy, circular economy, waste management, blue economy, ecotourism and sustainable agriculture as well as in sectors, such as transport and construction, where more environmentally business models are being adopted. 4)Enhancing the competitiveness of start-ups and micro, small and medium-sized enterprises, especially women-led green enterprises, 5) Extending successful approaches in other sectors of the economy and in other regions and countries. Each measure is based on partnerships with local and international companies and with governmental/non-governmental organisations, vocational institutions and business associations.
The programme receives additional funding from the European Union, the IKEA Foundation, and Norway.
