Kontext:
Pakistan hat die höchste Urbanisierungsrate in Asien, wobei 37 % der Bevölkerung im Jahr 2020 in städtischen Gebieten lebten. Dieser Anteil wächst jährlich um 2,7%. Diese rasante Urbanisierung hat zu einem Mehrbedarf von 700.000 Wohneinheiten pro Jahr geführt. In Pakistan ist allein der private Wohnungsbau für 23 % des gesamten Energieverbrauchs verantwortlich, was zu etwa 28 Millionen Tonnen CO2-Emissionen führt. Der Gebäudesektor verbraucht mehr als 50 % des gesamten Stromverbrauchs des Landes. Die pakistanische Regierung hat die Notwendigkeit von Reformen erkannt und treibt die Entwicklung von umweltverträglichen Lebens- und Arbeitsräumen aktiv voran. Dieses Unterfangen ist besonders relevant angesichts steigender Energiekosten, die die Einführung energieeffizienter Maßnahmen/Praktiken im Bausektor noch attraktiver machen.

Ziel:
Der Schwerpunkt des Programms liegt auf umweltfreundlichen Lösungen für die Bauindustrie. Der Übergang von den ineffizienten Baupraktiken in Pakistan erfordert einen umfassenden Ansatz, der nachhaltige Baumaterialien, energieeffizientes Bauen und Materialrecycling umfasst.

Aktivitäten:
- Unterstützung von Bundes- und Provinzregierungen bei der Entwicklung von Empfehlungen an politischer, rechtlicher und/oder regulatorischer Front, um den Bausektor für die Umsetzung der Politik zu transformieren.
- Unterstützung bei der Entwicklung einer Roadmap für den nachhaltigen Bau neuer Gebäude unter Einbeziehung relevanter Stakeholder (politische, privatwirtschaftliche und zivilgesellschaftliche Partner).
- Unterstützung bei der Verbesserung des Zugangs zu Daten und Informationen durch die Erstellung einer evidenzbasierten, digitalisierten Datenbank zum nachhaltigen Bauen neuer Gebäude, die für staatliche, privatwirtschaftliche und zivilgesellschaftliche Akteure zugänglich ist. Dies wird die Verfügbarkeit von Daten und fundierte nationale Diskussionen erleichtern, die sich auf internationale Erfahrungen bei der Transformation des Bausektors stützen.
- Unterstützung bei der Erstellung von Ökobilanzen für neue Gebäude.
- Aufbau von Kapazitäten von Akteuren des öffentlichen und privaten Sektors zu den rechtlichen, politischen und regulatorischen Rahmenbedingungen sowie Verabschiedung einer Roadmap und Nutzung einer digitalisierten Datenbank für den nachhaltigen Bau neuer Gebäude.
- Unterstützung von Pilotinitiativen, um die Machbarkeit ausgewählter Maßnahmen zu demonstrieren, die den Weg für eine Transformation des Bausektors in Pakistan ebnen können.

 

Context:
Pakistan has the highest urbanization rate in Asia with 37% of its population residing in urban areas in 2020 and growing by 2.7% annually. This rapid urbanization has created a demand for 700,000 housing units annually. In Pakistan, private housing alone is responsible for 23% of the total energy consumption resulting in approximately 28 million tonnes of CO2 emissions. The building sector consumes more than 50% of the total electricity consumption in the country.
Recognizing the imperative for reform, the Pakistan Government is actively pursuing the development of environmentally compliant living and working spaces. This endeavor is particularly relevant considering rising energy costs, which makes the adoption of energy-efficient measures/practices in the construction sector even more attractive.

Goal:
The program focuses on environmentally friendly solutions for the construction industry. Transitioning from Pakistan's inefficient construction practices necessitates a comprehensive approach, involving sustainable building materials, energy-efficient construction, and material recycling.

Key Interventions:
• Support federal and provincial governments in developing recommendations on political, legal, and/or regulatory front to transform the construction sector for policy implementation.
• Support in the development of a roadmap for sustainable construction of new buildings, with input from relevant stakeholders (political, private sector, and civil society partners).
• Support in improving access to data and information by creating an evidence-based, digitalized database on sustainable construction of new buildings, accessible to government, private sector, and civil society stakeholders. This will facilitate data availability and informed national discussions, drawing from international experiences in construction sector transformation.
• Support development of life cycle assessment of new buildings.
• Capacity building of public and private sector stakeholders on the legal, political and regulatory framework, along with adoption of roadmap and use of digitalized database on sustainable construction of new buildings.
• Support pilot initiatives to demonstrate the feasibility of selected measures that can pave the way for a construction sector transformation in Pakistan.
