Ausgangssituation
Die Länder in der Region am Horn von Afrika sind Herkunfts-, Transit- und Zielländer für Menschen, die ihre Heimat verlassen haben. Nach Angaben der Vereinten Nationen liegt die Zahl der Migrant*innen in der Region bei etwa 5,7 Millionen. Die Zahl der Geflüchteten, Asylsuchenden und Binnenvertriebenen stieg auf rund 18 Millionen (2023).
Ein Großteil bewegt sich innerhalb der Region. Viele reisen irregulär, also ohne Visum und gültige Papiere – oft aus der Not heraus – und nehmen Angebote von Schmuggler*innen an oder riskieren, Opfer von Menschenhandel zu werden. Um Migration sicher und legal zu gestalten, fehlt es den Ländern der Region an ausreichender Infrastruktur, gesetzlichen Regelungen und Erfahrungswissen.
Ziel
Nationale Behörden und Institutionen gestalten Migration sicher, legal und geregelt auf der Grundlage von Menschenrechten.
Vorgehensweise
Das Vorhaben arbeitet in drei Komponenten:
1) Es stärkt die Migrations-Governance, um rechtliche Grundlagen und Rahmenbedingungen für ein regional abgestimmtes Migrationsmanagement zu schaffen. Zum Beispiel unterstützt es die Partner dabei, Migrationsgesetze zu entwickeln sowie Arbeits- und Aufenthaltsrechte zu regeln.
2) Es fördert Institutionen, die Menschenhandel und Schleusertum bekämpfen. Hierfür organisiert es Trainings für staatliche und zivile Akteur*innen wie Polizei und Menschenrechtsbeauftragte. Das Vorhaben schult sie darin, Menschenhandel zu ermitteln und zu verfolgen und Opfer an Sozialdienste zu verweisen.
3) Es schützt Opfer von Menschenhandel und Migrant*innen, indem es zivilgesellschaftliche Organisationen stärkt, die Dienstleistungen wie Unterkunft, gesundheitliche Versorgung und Rechtsberatung anbieten.
Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH koordiniert die Umsetzung des Programms, die gemeinsam mit British Council, CIVIPOL, Internationale Organisation für Migration (IOM) und United Nations Office on Drugs and Crime (UNODC) erfolgt.

Countries in the Horn of Africa region are origin, transit and destination countries for people who have left their homes. According to United Nations figures, there are some 5.7 million migrants in the region. The number of refugees, asylum seekers and internally displaced people has risen to around 18 million (2023).
A large proportion are on the move within the region. Many travel irregularly, without a visa or valid papers – often out of necessity – and turn to people smugglers or risk becoming victims of human trafficking. Countries in the region lack the necessary infrastructures, legal frameworks and practical knowledge to make migration safe and legal.
Objective
National authorities and institutions are ensuring safe, legal and regular migration through a human rights-based approach.
Approach
The programme has three components:
1) It strengthens migration governance to create the legal foundations and framework conditions for regionally coordinated migration management. For example, it supports partners in developing migration laws and regulating work and residence rights.
2) It supports institutions that combat human trafficking and people smuggling. This includes organising training for state and civil society actors such as police and human rights officers. The programme trains them to investigate and prosecute human trafficking, and to refer victims to social support services.
3) It protects victims of human trafficking and migrants by strengthening civil society organisations that offer services such as accommodation, health care and legal advice.

Les pays de la Corne de l’Afrique sont à la fois les pays d’origine, de transit et de destination des populations quittant leur foyer. Selon les Nations unies, cette région compte quelque 5,7 millions de migrant·e·s. Le nombre de personnes réfugiées, demandeuses d’asile et déplacées internes est monté à environ 18 millions (2023).
Un grand nombre d’entre eux circulent à l’intérieur de la région. Très souvent, ils voyagent clandestinement, souvent par nécessité, sans visa ni papiers en règle, et acceptent les offres des passeur·euse·s ou courent le risque d’être victimes de la traite des êtres humains. Le manque d’infrastructures, de législations et de connaissances empiriques empêche les pays de la région d’assurer des migrations sûres et légales.
Objectif
Les autorités et institutions nationales assurent des migrations sûres, légales et régulières en adoptant une approche fondée sur les droits humains.
Procédure
Le projet intervient dans trois domaines :
1) Il renforce la gouvernance des migrations, permettant ainsi de créer des bases juridiques et des conditions-cadres pour une gestion des migrations harmonisée au niveau régional. Par exemple, il aide les partenaires à élaborer des lois relatives à la migration et à réglementer les droits du travail et de séjour.
2) Il soutient les institutions qui luttent contre la traite d’êtres humains et les passeur·euse·s. À cette fin, il organise des formations pour des acteurs étatiques et civils tels que la police et les responsables des droits humains. Le projet les forme à enquêter et à poursuivre les auteurs de la traite des êtres humains, et à aiguiller les victimes vers les services sociaux.
3) Il protège les victimes de la traite des êtres humains et les migrant·e·s en renforçant les organisations de la société civile qui proposent des services tels qu’un hébergement, des soins de santé et un conseil juridique.
