Ausgangssituation
Für Ruandas aufstrebende und landwirtschaftsintensive Wirtschaft sind Klimawandelfolgen ein großes Risiko. Die ruandische Regierung hat sich daher in ihrem nationalen Klimabeitrag (NDC) ambitionierte Ziele gesetzt, um den Klimaschutz und die Widerstandsfähigkeit im Land zu fördern.
Die Regierung braucht nun Unterstützung, um die Koordinierung und Finanzierung des NDC zu verbessern. Zudem benötigt sie klimawissenschaftliche Beratungsstrukturen, um den NDC umzusetzen und die Klimaziele in Politik, Wirtschaft und Gesellschaft zu verankern.

Ziel
Mit verbesserten Rahmenbedingungen und durch berücksichtigte klimawissenschaftliche Erkenntnisse kann der NDC durch staatliche und nichtstaatliche Handlungsträger*innen in Ruanda umgesetzt werden.

Vorgehensweise
Indem es fachlich und organisatorisch berät, fördert das Vorhaben die Kompetenzen der Mitarbeiter*innen des ruandischen Umweltministeriums. Dieses kann damit den NDC mit öffentlichen Institutionen, der Privatwirtschaft und der Zivilgesellschaft koordinieren. Ein Fokus liegt darauf, die Fortschrittsmessung und Berichterstattung zum NDC auszubauen. So kann das Ministerium auf Grundlage von wissenschaftlich fundierten Erkenntnissen die Klimaziele weiterentwickeln.
Auch erweitert das Vorhaben die fachlichen und organisatorischen Kompetenzen ausgewählter Institutionen, um den NDC in relevante Politiken, Strategien und Pläne zu integrieren. Dabei verbessert es, den Fortschritt zum NDC in den Bereichen zu messen und trägt zu einer besseren Qualität der Daten bei.
Unternehmen bekommen einen besseren Zugang, um Maßnahmen für den NDC zu finanzieren. Banken und andere Finanzinstitutionen erhalten Unterstützung, grüne Finanzprodukte zu entwickeln.
Das Vorhaben vernetzt zudem Forschungsakteure – vor allem weiblichen Teilnehmerinnen, die in Ruanda zum Klimawandel arbeiten. Die wissenschaftliche Expertise wird dem Umweltministerium und der Politik gezielt zur Verfügung gestellt.
 

Context
The impacts of climate change pose a major risk to Rwanda’s emerging, agriculture-intensive economy. The Rwandan Government has therefore set itself ambitious targets in its Nationally Determined Contribution (NDC) to promote climate action and resilience in the country.
The Government now needs support to enhance the coordination and financing of the NDC. It also needs structures which can provide scientific advice on climate policy so that it can implement the NDC and embed the climate targets in policy, the economy and society.

Objective
With improved conditions and by considering scientific knowledge on climate, the NDC can be implemented by governmental and non-governmental actors in Rwanda.

Approach
The project provides technical and organisational advice, and is thus developing the skills of the staff of Rwanda’s Ministry of Environment. This then enables the Ministry to coordinate the NDC with public institutions, the private sector and civil society. There is also a focus on expanding NDC progress tracking and reporting. This Ministry can then update the climate targets on the basis of scientifically validated knowledge.
The project also develops the technical and organisational capacities of selected institutions and their staff, in order to integrate the NDC into relevant policies, strategies and plans. In this way, it is facilitating better NDC progress tracking in these areas and contributing to higher-quality data.
Companies’ access to financing for NDC measures is being improved. Banks and other financial institutions are receiving support in developing green financial products.
The project also connects research stakeholders – especially with women participants who are working on climate change in Rwanda. Scientific expertise is made available to the Ministry of Environment and policy-makers on a targeted basis.
