Ausgangssituation
In den meisten Mitgliedstaaten des Verbands Südostasiatischer Nationen (ASEAN) ist der Agrarsektor die Haupteinkommensquelle der Bevölkerung. Die Produktivität wird jedoch zunehmend durch Extremwetterereignisse beeinträchtigt. Finanzdienstleistungen, die Kleinlandwirt*innen und ihre landwirtschaftliche Produktion besser vor Klimarisiken schützen, stehen nur begrenzt zur Verfügung.

Auch wenn in der ASEAN-Region die Klimarisikofinanzierung in jüngster Zeit gefördert wird und landwirtschaftliche Versicherungssysteme erste Erfolge zeigen, müssen Finanzdienstleistungen und die fachlichen Aspekte laufender Initiativen noch mit Wissen und Innovationen unterfüttert werden. Landwirt*innen und die maßgeblichen Akteure müssen für die Klimarisikofinanzierung sensibilisiert, ihre Finanzkompetenzen ausgebaut werden.

Ziel
Der Zugang der Landwirt*innen zu resilienzfördernder und geschlechtergerechter Klimarisikofinanzierung verbessert sich.

Vorgehensweise
Das Vorhaben ist darauf ausgerichtet,

das Thema Klimarisikofinanzierung für die Landwirtschaft in der ASEAN-Region durch regionalen fachlichen Austausch und die Entwicklung von Grundsatzdokumenten voranzubringen,
Finanzinstituten bei der Entwicklung und Verbesserung von Produkten zur Klimarisikofinanzierung zu helfen und Schulungen anzubieten,
die Fachkompetenz von Landwirt*innen und Nichtfinanzinstituten zu diesem Thema durch die Entwicklung eines Schulungsprogramms und die Durchführung von Schulungen für Partnerorganisationen und Zielgruppen zu steigern,
durch die Beteiligung an Normenprüfungs- und Konsultationsprozessen die Normen landwirtschaftlicher Nachhaltigkeit mit geschlechtergerechter Klimarisikofinanzierung zu verknüpfen.

Context
In most Member States of the Association of Southeast Asian Nations (ASEAN), the agricultural sector is the main source of income for the population. However, productivity has been increasingly affected by extreme weather events. Moreover, there are only limited financial services available to better protect smallholder farmers and their agricultural production against climate risks.

Although climate-risk financing has been recently promoted and agricultural insurance schemes are demonstrating some early successes in the ASEAN region, financial services and the technical aspects of ongoing initiatives still need to be supported with knowledge and innovations. In addition, awareness and financial literacy concerning the climate-risk financing of farmers and relevant actors still require improvement.

Objective
Farmers' access to resilience-enhancing and gender-responsive climate risk financing is improving

Approach:
The project goals are to:



n promote the topic of climate-risk finance for the agricultural sector in ASEAN through regional technical exchanges and policy document(s) development on climate risk financing,

n support financial institutions in developing and improving climate-risk finance products and provide trainings for financial institutions,

n increase the professional competences of farmers and non-financial institutions by developing a training program and conducting trainings for partner organisations and target groups on the topic,

n linking sustainability standards to climate-risk finance by contributing to a standard revision process and participating in consultation processes that link agricultural sustainability standards to gender-responsive climate-risk finance.
