Tunesien hat ein großes Potenzial für die Stromproduktion aus erneuerbaren Energien und verfolgt ein Ausbauziel von 35 % der Stromproduktion aus Photovoltaik- und Windkraftanlagen bis 2030. Aufgrund der angespannten wirtschaftlichen Lage und der hohen, staatlichen Verschuldung soll die Privatwirtschaft rund zwei Drittel des benötigten Kapazitätsausbaus an erneuerbaren Energien leisten (3,5 GW). Doch administrative Hürden bremsen die privaten Unternehmen. Zugleich stellt die Integration von Photovoltaik- und Windkraftanlagen den staatlichen Stromerzeuger und Netzbetreiber STEG vor technische und regulatorische Herausforderungen. Das Vorhaben APST II zielt darauf, den Ausbau von privatwirtschaftlich finanzierten Solar- und Windparks zu fördern und somit zur Beschleunigung der tunesischen Energiewende beizutragen. Zu diesem Zweck arbeitet es mit dem Energieministerium, STEG und der Privatwirtschaft zusammen. Das Vorhaben unterstützt das tunesische Energieministerium dabei, internationale Ausschreibungen für große Solar- und Windparks vorzubereiten und umzusetzen. Vor diesem Hintergrund berät das Vorhaben unabhängige Stromerzeuger und das Energieministerium zu rechtlichen, regulatorischen und finanziellen Fragen. Weiterhin fördert APST II die fachlichen Kompetenzen des staatlichen Stromversorgers STEG für den Netzanschluss großer Solar- und Windparks. Ein Schwerpunkt ist, die Netzplanung zu modernisieren, um die schwankende Verfügbarkeit von erneuerbarem Strom besser vorherzusagen und auszugleichen. Zudem sollen innovative Ansätze zur Digitalisierung im Strommarkt alle Partner:innen darin stärken, administrative Prozesse zu beschleunigen, das tunesische Energiesystem nach internationalen Standards zu modellieren und das Stromnetz gezielt aufzurüsten. Die Unterstützung der geplanten Reformen im Energiesektor, eine kohärente Landnutzungsplanung sowie die Sicherstellung einer sozial gerechten Energiewende (Just Transition) bilden die Grundlage des Vorhabens. 

Tunisia has considerable potential to generate electricity from renewable sources and is committed to develop renewable energy, with a national expansion objective of 35 % of electricity generated from photovoltaic and wind power plants by 2030. Given the difficult economic situation and high public sector debt, the private sector would need to supply about two-thirds of the required capacity expansion in renewables (3.5 GW). However, private companies are currently held back by administrative obstacles. In addition, the integration of photovoltaic and wind power plants poses technical and regulatory challenges for the national electricity producer and grid operator, the Tunisian Company of Electricity and Gas (STEG).

The project APST II aims to support the development of solar and wind parks financed by the private sector and doing so, to speed up the Tunisian energy transition. In partnership with the Ministry of Energy (MIME), STEG and the private sector, APST II focuses on the preparation and implementation of international tenders (concession regime) for large-scale solar and wind power plants. In this context, GIZ is providing legal, regulatory and financial advice to both the Independent Power Producers (IPPs) and the Ministry. The project increases STEG's technical expertise in connecting large solar and wind power plants to the grid. One priority area is to modernise the grid design in order to predict and compensate for the fluctuating availability of renewable electricity. APST II fosters Innovative approaches to digitalisation in the electricity market will help all partners in speeding up administrative processes, modelling the Tunisian energy system on international standards and achieving targeted improvements to the electricity grid. Finally, the project supports for the planned reforms in the energy sector, a forward-thinking land use planning strategy, and a just energy transition. 

La Tunisie dispose d’un potentiel considérable de production d’électricité d’origine renouvelable et s’est fixé l’objectif de 35% de production d’électricité provenant d’installations renouvelables d’ici 2030. Compte tenu de la situation économique difficile et du fort endettement public, il revient au secteur privé de contribuer aux 2/3 environ du renforcement des capacités en énergies renouvelables (3,5GW). Les obstacles administratifs constituent toutefois actuellement un frein pour les entreprises privées. Par ailleurs, l’intégration de l’énergie solaire et éolienne pose des défis techniques et réglementaires au producteur et gestionnaire national du réseau, la STEG.

Le projet APST II vise à soutenir le développement de parcs éoliens et solaires financés par le secteur privé, contribuant ainsi à accélérer la transition énergétique en Tunisie. En partenariat avec le Ministère de l'Énergie (MIME), la STEG et le secteur privé, APST II se concentre sur la préparation et la mise en œuvre d'appels d'offres internationaux (régime des concessions) pour de grandes centrales solaires et éoliennes. Dans ce cadre, la GIZ apporte son expertise en matière de conseils juridiques, réglementaires et financiers, tant aux producteurs d'électricité indépendants (IPP) qu'au ministère. Le projet renforce les compétences techniques de la STEG pour le raccordement au réseau des centrales solaires et éoliennes. Un accent particulier est mis sur la modernisation de la planification du réseau en vue de mieux anticiper et compenser les fluctuations dans la disponibilité de l’électricité renouvelable. APST II soutient des approches innovantes de numérisation destinées à accélérer les processus administratifs, à modéliser le système énergétique tunisien conformément aux normes internationales et à moderniser le réseau. Enfin, le projet soutient aux réformes dans le secteur énergétique, une gestion avisée des terrains ainsi que sur la garantie d’une transition énergétique juste.
