Ausgangssituation
Togo steht vor strukturellen Herausforderungen in der finanziellen Regierungsführung. Das betrifft besonders die Haushaltskontrolle, Korruptionsbekämpfung und die Optimierung des Steuerwesens.
In den vergangenen Jahren hat die togoische Regierung Reformen eingeleitet, um die Finanzverwaltung sowie die Transparenz zu verbessern. Trotz messbarer Fortschritte ist es weiterhin notwendig, institutionelle Fähigkeiten zu fördern, die Rechenschaftspflicht zu erhöhen und Korruption effektiver einzudämmen. Diese Maßnahmen sind entscheidend für eine langfristige wirtschaftliche Entwicklung und eine effiziente Finanzpolitik.
Ziel
Die optimierte öffentliche Finanzverwaltung ermöglicht es, Reformen effizient zu steuern, Staatseinnahmen zu mobilisieren und die Wirtschaftlichkeit sowie Ordnungsmäßigkeit der Ausgaben sicherzustellen.
Vorgehensweise
Das Vorhaben entwickelt und setzt gemeinsam mit dem togoischen Ministerium für Wirtschaft und Finanzen sowie den Beratungsfirmen IBF,BiRD und PerfoDev ein digitales Überwachungssystem um. Dieses dient dazu, Reformen zu öffentlichen Finanzen zu steuern.
Zudem bildet das Vorhaben Mitarbeitende der Steuerverwaltung und des Finanzministeriums zu Steuerpolitik und internationalen Steuerkooperation weiter. Dies trägt dazu bei, Staatseinnahmen zu mobilisieren und Risiken im Steuersystem zu minimieren.
Außerdem unterstützt das Vorhaben die staatlichen Finanzkontrollorgane, zum Beispiel die Antikorruptionsbehörde. Diese Maßnahmen machen Steuern transparenter sowie staatliche Kontrolle effizienter.

Context
Togo faces structural challenges in the area of financial governance. In particular, these relate to budget control, anti-corruption and optimisation of the tax system.
In recent years, the Togolese Government has introduced reforms to improve financial management and transparency. Despite measurable progress, there is still a need to promote institutional skills, increase accountability and curb corruption more effectively. These measures are crucial to long-term economic development and an effective financial policy.
Objective
Optimised public financial management makes it possible to manage reforms efficiently, mobilise government revenues and ensure that expenditures are cost-effective and correct.
Approach
The project is working with the Togolese Ministry of Economy and Finance and the consulting firms IBF, BiRD and PerfoDev to develop and implement a digital monitoring system. This will help with managing reforms of public finances.
The project also provides training on tax policy and international tax cooperation to employees of the tax authority and the Ministry of Finance. This helps mobilise government revenues and minimise risks in the tax system.
The project also supports the government bodies responsible for financial control, such as the anti-corruption authority. These measures make taxes more transparent and government control more efficient.

Le Togo se trouve confronté à des défis structurels en matière de gouvernance financière, notamment en ce qui concerne le contrôle budgétaire, la lutte contre la corruption et l’optimisation du système fiscal.
Au cours des dernières années, le gouvernement togolais a engagé des réformes en vue d’améliorer l’administration fiscale et la transparence. Malgré des progrès tangibles, il reste indispensable de consolider les capacités institutionnelles, d’augmenter la redevabilité et de lutter plus efficacement contre la corruption. Ces actions sont essentielles pour assurer un développement économique durable et mener une politique financière performante.
Objectif
L’optimisation de la gestion des finances publiques permet de piloter efficacement les réformes, de mobiliser les recettes publiques et d’assurer la rentabilité et la régularité des dépenses.
Approche
Le projet conçoit et met en œuvre, en collaboration avec le ministère togolais de l’Économie et des Finances et les sociétés de conseil IBF, BiRD et PerfoDev, un système numérique de surveillance destiné à piloter les réformes dans le domaine des finances publiques.
En outre, le projet forme le personnel de l’administration fiscale et du ministère des Finances sur les politiques fiscales et la coopération internationale en matière de fiscalité. Ces formations contribuent à une meilleure mobilisation des recettes publiques et à la réduction des risques inhérents au système fiscal.
Le projet appuie également les organes de contrôle des finances publiques, notamment l’autorité de lutte contre la corruption. Ces mesures visent à renforcer la transparence fiscale et à accroître l’efficacité du contrôle de l’État.
