Ausgangssituation
Dank seiner großen Artenvielfalt zählt Mexiko zu den sogenannten megadiversen Ländern. Es verfügt über zahlreiche Schutzgebiete, für die unterschiedliche Behörden zuständig sind, darunter die nationale Schutzgebietsbehörde (CONANP). Daneben gibt es weitere Akteur*innen und die Koordination beim Artenschutz variiert von Region zu Region.
Die fortschreitende Verschlechterung der natürlichen Vegetation und Böden sowie Waldbrände erhöhen den Wasserverlust und behindern die Regeneration der Vegetation. Die lokale Bevölkerung ist sowohl Dürren als auch Sturzfluten ausgesetzt. Schutzgebiete dienen in verschiedenen Bundesstaaten als Wasserreservoirs.
Regionale und nationale Institutionen erkennen Maßnahmen eines ökosystembasierten Anpassungsansatzes (Ecosystem-based Adaptation, EbA) als kostengünstige Lösung an, die neben der Biodiversität auch die Lebensgrundlagen der Menschen verbessert. Alternative Finanzierungsquellen sollen für die Umsetzung von Anpassungsmaßnahmen genutzt werden.
Ziel
Schutzgebiete und andere Naturschutzmaßnahmen verbessern die Anpassung an den Klimawandel und die Widerstandsfähigkeit der Menschen vor Ort.
Vorgehensweise
Das Projekt unterstützt die Behörden dabei, die Widerstandsfähigkeit der lokalen Bevölkerung mit einem ökosystembasierten Anpassungsansatz (EbA) zu verbessern. Dabei konzentriert es sich auf die Stärkung von Planungsinstrumenten mit Klimarisiko- und Gender-Kriterien. Außerdem integriert das Projekt Instrumente zur wirksamen Förderung von EbA-Maßnahmen in Finanzierungsmechanismen und setzt diese in Abstimmung mit öffentlichen und privaten Akteur*innen um.
Dazu fördert das Projekt:
die sektorübergreifende Zusammenarbeit,
das Verständnis des ökosystembasierten Anpassungsansatzes (EbA),
die Entwicklung von Kosten-Nutzen-Analysen von EbA-Maßnahmen und
die Integration von Klimarisiko- und Genderkriterien bei der Schutzgebietsplanung.
Außerdem unterstützt es die koordinierte Umsetzung von EbA-Maßnahmen.

Context
Thanks to its significant biodiversity, Mexico is regarded as a ‘megadiverse country’. Different agencies are responsible for its many protected areas, including the National Commission of Natural Protected Areas (CONANP). There are also other actors, and biodiversity coordination varies from region to region.
The progressive deterioration of natural vegetation and soils, as well as forest fires, are increasing water loss and preventing the regeneration of vegetation. The local population also has to deal with both droughts and flash floods. Protected areas also act as water reservoirs in some states.
Regional and national institutions have identified measures from an Ecosystem-based Adaptation (EbA) approach as a cost-effective solution which improves both biodiversity and local populations’ livelihoods. Alternative sources of financing are to be used to implement these adaptation measures.
Objective
Protected areas and other nature conservation measures improve the adaptation to climate change and the resilience of local people.
Approach
The project supports the authorities by improving the resilience of the local population through ecosystem-based adaptation (EbA). In doing so, it focuses on strengthening planning instruments with climate risk and gender criteria. The project also integrates instruments for effective promotion of EbA measures in financing mechanisms and implements these in agreement with public and private actors.

Situación de partida
Gracias a su gran biodiversidad, México figura entre los denominados países megadiversos. El país cuenta con numerosas áreas protegidas de las que son responsables diferentes autoridades, entre ellas la Comisión Nacional de Áreas Naturales Protegidas (CONANP). También intervienen otros actores, y la coordinación de la conservación de especies varía de una región a otra.
La degradación progresiva de la vegetación natural y de los suelos, así como los incendios forestales, incrementan las pérdidas de agua y dificultan la regeneración de la vegetación. La población local está expuesta tanto a sequías como a inundaciones repentinas. Las áreas protegidas sirven de reservorios de agua en varios Estados.
Las instituciones regionales y nacionales reconocen las medidas de un enfoque de adaptación basada en ecosistemas (AbE) como una solución económica que mejora los medios de subsistencia de las personas, además de la biodiversidad. Está previsto que se utilicen fuentes de financiamiento alternativas para implementar las medidas de adaptación.
Objetivo
Las áreas protegidas y otras medidas de conservación de la naturaleza mejoran la adaptación al cambio climático y la resiliencia de la población local.
Procedimiento
El proyecto apoya a las autoridades para mejorar la resiliencia de la población local mediante un enfoque de adaptación basada en ecosistemas (AbE). Al hacerlo, se centra en fortalecer los instrumentos de planificación con criterios de riesgo climático y género. Además, el proyecto integra instrumentos para fomentar de forma eficaz medidas de AbE en los mecanismos de financiamiento, los cuales aplica en concertación con actores públicos y privados.
Asimismo, el proyecto fomenta:
cooperación intersectorial
la comprensión del enfoque de adaptación basada en ecosistemas (AbE);
la elaboración de análisis de costo-beneficio de las medidas de AbE y
la integración de criterios de riesgo climático y de género en la planificación de las áreas protegidas.
Además, el proyecto apoya la implementación coordinada de medidas de AbE.
