Ausgangssituation:

Der Libanon befindet sich in einer extremen wirtschaftlichen, politischen und finanziellen Krise. Die Folgen der Covid-19-Pandemie sowie der Explosion im Beiruter Hafen 2020 machen dem Land weiterhin zu schaffen. Hinzu kommt die militärische Auseinandersetzung zwischen der Hisbollah-Miliz und Israel im Libanon sowie eine hohe Zahl syrischer Flüchtlinge. Viele Menschen sind von Armut betroffen.
Die meisten Kinder gehen daher auf öffentliche Schulen. Das öffentliche Bildungssystem ist dabei durch die zusätzlichen Schüler*innen mit Fluchthintergrund sowie den bewaffneten Konflikt stark beeinträchtigt.
Zwar hat das Land während der Covid-19-Pandemie in Digitalisierung investiert, um Bildung trotz Schulschließungen zu gewährleisten, der langsame digitale Wandel verhindert jedoch Fortschritte.
Die Regierung ist daher angehalten, das Bildungswesen besser zu steuern und Hürden wie Misswirtschaft und Korruption abzubauen, um langfristig ein funktionierendes Bildungssystem zu gewährleisten.

Ziel:

Die Regierungsführung im libanesischen Bildungssystem ist verbessert, um Bildungsmanagement und -steuerung dezentral und digital zu organisieren.

Vorgehensweise:

Das Vorhaben hat drei Handlungsschwerpunkte:
1) Es berät das Bildungsministerium zur Umsetzung der „Reform Road Map 2025". Dabei verbessert es für vier ausgewählte regionale Schulbüros die politischen und rechtlichen Rahmenbedingungen, damit sie das Bildungssystem handlungs- und widerstandfähiger organisieren können.
2) Indem es Fähigkeiten ausbaut und Verantwortliche im Bildungswesen zu Geschlechterungleichheiten schult, trägt das Vorhaben dazu bei, Geschlechterrollen zu verändern.
3) Ferner unterstützt das Vorhaben die organisatorischen und institutionellen Voraussetzungen, um die Kommunikation und das Berichtswesen zwischen dem Ministerium, regionalen Schulbüros und Schulen auszubauen.
 

Context:
Lebanon is experiencing an extreme economic, political and financial crisis. The impacts of the COVID-19 pandemic and the Beirut port explosion in 2020 continue to put the country under pressure. The situation is compounded by the military conflict between the Hezbollah militia and Israel in Lebanon as well as the large number of Syrian refugees. Many people are affected by poverty.
Most children therefore attend state schools. The armed conflict and the additional numbers of pupils from refugee backgrounds are severely impacting the state education system.
Although the country invested in digitalisation during the COVID-19 pandemic to safeguard education despite school closures, slow digital transformation is hindering progress.
To ensure a functioning education system in the long term, the government therefore needs to improve the management of the education system and remove hurdles such as mismanagement and corruption.

Objective:
Governance in the Lebanese education system has improved to provide decentralised and digital education management.

Approach:
The project has three key areas of action:
1) It advises the Ministry of Education and Higher Education on implementing the ‘Reform Road Map 2025’. It thereby improves the political and legal framework for four selected regional education offices so that they can make the education system more effective and resilient.
2) By developing skills and providing training on gender inequalities to the relevant actors in the education system, the project helps to change gender roles.
3) The project also fosters the necessary organisational and institutional conditions to enhance communication and reporting between the Ministry, regional education offices and schools.
