Ausgangssituation
In Bangladesch wird ein Großteil der weltweit getragenen Bekleidung hergestellt. Als einer der Hauptakteure in der Textilindustrie weltweit beschäftigt das Land entlang den Lieferketten mehr als vier Millionen Menschen. Dennoch sind die Arbeitsbedingungen in dem Bereich noch immer unangemessen. Besonders schwerwiegend ist dabei der Schutz bei Arbeitsunfällen. Die rechtlichen Maßnahmen und Strategien zu Unfallvermeidung, medizinischer Versorgung und finanzieller Entschädigung sind unzureichend und liegen nur ansatzweise vor. Noch schwerwiegender ist, dass die verantwortlichen Regierungsbehörden nicht über die notwendigen institutionellen Kompetenzen verfügen, um ein Sozialversicherungssystem aufzubauen. Insbesondere das digitale Management sozialer Hilfs- und Versicherungsprogramme ist unterentwickelt.
Ziel
Das Projekt verbessert das in Bangladesch entstehende Sozialversicherungssystem, indem es für Arbeitnehmer*innen der Textil- und Lederindustrie bessere Zugangsbedingungen zu sozialer Absicherung schafft.
Vorgehensweise
Das Projekt arbeitet mit der Internationalen Arbeitsorganisation (International Labour Organization, ILO) zusammen. Ziel ist es, Verwaltungsprozesse für die Überbrückungslösung aufzubauen (im Original: Bridging Solution) (dem Vorreiter eines Absicherungssystems bei Arbeitsunfällen) und sie in ein ständiges arbeitgeberfinanziertes Absicherungssystem zu überführen. Darüber hinaus stärkt das Projekt die Kompetenzen des Ministeriums zum digitalen Management von sozialen Absicherungssystemen. Von besonderer Bedeutung ist die Schaffung einer Arbeiterdatenbank, die die technische Grundlage für die Entwicklung aller weiteren Sozialversicherungssysteme darstellt.
Um den Wissensstand von landesweit tätigen Akteur*innen im Bereich der Sozialversicherung zu verbessern, entwickelt das Projekt ein Dialogforum und plant die Einführung eines entsprechenden Weiterbildungskurses an einer Hochschule. 

Context
Bangladesh is perceived as the apparel supplier to the world. As a major player in the global textile industry, it employs more than four million people across the supply chain. However, working conditions in the sector are still inadequate and workers not being sufficiently protected against work-related life-cycle risks.
This is especially striking in the area of employment injury protection. The legal provisions and strategies for accident prevention, rehabilitation and compensation are rudimentary and fragmented. What is more, the responsible governmental agencies lack the necessary institutional capacities for building social insurance systems. In particular, the digital management of social assistance and insurance programmes is underdeveloped.

Objective
The project is improving Bangladesh’s nascent social insurance system by creating better conditions for access to social protection for workers in the textile and leather sector.

Approach
The project works with the ILO to establish administrative processes for the EIS Pilot (Pilot of an Employment Injury Protection Scheme) as well as its transition into a permanent employer-financed scheme. Additionally, it strengthens the ministry’s capabilities in the digital management of social insurance systems. Of particular importance is the creation of a workers’ database, as it forms the technical basis for the development of any further social insurance schemes.
To improve the level of knowledge of national actors in the field of social insurance the project establishes a dialogue forum and plans the introduction of a social insurance course at a higher-educational institution.
