Ausgangssituation
Die Entwicklungsgemeinschaft des südlichen Afrika (Southern African Development Community, SADC) ist ein Zusammenschluss von 16 Staaten. Rund 366 Millionen Menschen leben in diesem Gebiet. Ziel der SADC ist eine politisch stabile, sozial gerechte und nachhaltige wirtschaftliche Entwicklung zum Wohl dieser Menschen.
Hier bieten die vielen natürlichen Rohstoffe, insbesondere Mineralien, und der große regionale Markt wichtige Wettbewerbsvorteile und ein enormes Wirtschaftspotenzial. Obwohl die SADC bereits daran arbeitet, die Region weiter zu industrialisieren und den Handel zu fördern, muss die Wirtschaft moderner und wettbewerbsfähiger werden. Um den regionalen Handel voranzutreiben, müssen zudem die Infrastruktur und politische Zusammenarbeit ausgebaut werden.

Ziel
Durch vermehrten regionalen Handel und Industrialisierung wächst die SADC-Region wirtschaftlich zusammen.

Vorgehensweise
Das Vorhaben kooperiert eng mit dem SADC-Sekretariat und berät sowohl das Sekretariat als auch die SADC-Mitgliedstaaten in fachlichen Fragen – unter anderem zum Handel mit Dienstleistungen und zur verbesserten wirtschaftlichen Einbindung von Frauen.
Gleichzeitig identifiziert das Vorhaben Handelshemmnisse, entwirft Vorschläge, um diese abzubauen und treibt die Industrialisierung der Region durch regionale Wertschöpfungskettenförderung voran. Die SADC und ihre Mitgliedsländer haben hier Schwerpunkte gesetzt und fokussieren die pharmazeutische und medizintechnische Industrie, die Lederindustrie und die Leichtindustrie.
In Abstimmung mit der SADC berät und unterstützt das Vorhaben dabei die Mitgliedsstaaten zum Beispiel zur Harmonisierung von Regulierungsprozessen. Zeitgleich unterstützt es die Privatwirtschaft, um neue wirtschaftliche Impulse zu setzen.
Insgesamt trägt das Vorhaben so dazu bei, dass das SADC-Sekretariat konkrete Maßnahmen zur Umsetzung des überarbeiteten indikativen, strategischen Regionalentwicklungsplans (Revised Regional Indicative Strategic Development Plan, RRISDP) erreichen kann.
 

 

Project description (EN)

Ausgangssituation
The Southern African Development Community (SADC) is a regional communityof 16 countries. Around 366 million people live in its territory. The SADC’s aim is to achieve politically stable, socially just and sustainable economic development to benefit these people.
The many natural raw materials, especially minerals, and the large regional market offer important competitive advantages and enormous economic potential. Although SADC is already working to further industrialise the region and promote trade, the economy needs to modernize and become more competitive. As a precondition to promote regional trade, regional infrastructure and political cooperation must be improved.

Objective

Economic links are growing in the SADC region thanks to increased regional trade and industrialisation.

Cooperation
The programme cooperates closely with the SADC Secretariat and advises both the Secretariat and the SADC member states on technical issues – including trade in services and increasing women participation in the economy more effectively.
At the same time, the project identifies trade barriers, drafts proposals for their removal and promotes industrialisation in the region through regional value chain promotion. The SADC and its member countries have set priorities in these areas and are focusing on the pharmaceutical and medical technology value chain, the leather value chain and the light manufacturing sector.
In coordination with the SADC, the project advises and supports the member states, for example on harmonising regulatory processes. It further supports the private sector to provide economic impetus.
Overall, the project is assisting the SADC Secretariat withconcrete measures to implement the Revised Regional Indicative Strategic Development Plan (RRISDP).
