Ausgangssituation
Die berufliche Aus- und Weiterbildung in Namibia ist angebotsorientiert: der Bedarf der Wirtschaft an hochwertigeren Aus- und Weiterbildungen und einer Reform der bestehenden Qualifikationsmöglich-keiten findet dabei keine ausreichende Beachtung. Berufsbildende Einrichtungen können nur bedingt auf die Bedarfe des Arbeitsmarktes eingehen und im Jahr nur ein Drittel der Bewerber*innen aufneh-men.
Vor allem Jugendliche aus marginalisierten ländlichen Gemeinschaften, die keine weiterführende Schule besucht haben, sind beim Zugang zu hochwertiger Berufsbildung benachteiligt. Das liegt an fehlenden Datenerhebungen und ungenügenden Informationen, einem Mangel an Unterkünften und Beförderungsmöglichkeiten sowie den hohen Aus- und Weiterbildungskosten.
Eine Verbesserung des Systems für die berufliche Aus- und Weiterbildung ist in Namibia eine der wichtigsten Entwicklungsstrategien, durch die die Jungendarbeitslosigkeit reduziert werden soll. Das Thema wird explizit in den Entwicklungszielen des Landes benannt. Im März 2021 hat die Regierung geänderte Ziele in der Bildungspolitik und einen entsprechenden Umsetzungsplan verabschiedet. Hervorgehoben wird darin, dass eine höhere Qualität und ein stark ausgeweitetes Angebot nur er-reicht werden können, wenn Staat, zivilgesellschaftliche Akteure und Privatwirtschaft gemeinsam darauf hinwirken.

Ziel
Das namibische System zur beruflichen Aus- und Weiterbildung bietet Qualifikationen mit einer höhe-ren Arbeitsmarktrelevanz und kann mehr Menschen ausbilden. Die Führungsweise in dem Bereich ist verbessert.

Vorgehensweise
Das Vorhaben „Förderung der Beruflichen Bildung III" unterstützt berufsbildende Einrichtungen durch Maßnahmen mit den folgenden Zielsetzungen:

1. In Zusammenarbeit mit dem Ministerium für höhere Bildung, Technik und Innovation die be-hördlichen Strukturen und die Führungsweise in dem Bereich verbessern, um mehr Effizienz zu schaffen.
2. Das Angebot einer auf die Bedarfe des Arbeitsmarkts ausgerichteten beruflichen Aus- und Weiterbildung ausweiten. Geschehen soll dies durch Exzellenzcenter und eine bessere Füh-rungsweise innerhalb öffentlicher Ausbildungsstellen und eine engere Kooperation mit der Privatwirtschaft insbesondere bei der Ausbildung am Arbeitsplatz.
3. Innerhalb der Institutionen die Kenntnisse zu gendergerechtem Lernen und gendergerechter beruflicher Bildung und einer entsprechenden beruflichen Weiterentwicklung von Ausbil-der*innen und dem weiteren Personal festigen.

Project description (EN)

Context
Namibia’s technical and vocational education and training (TVET) sector remains supply driven. The industry’s demand for higher-quality vocational education and training, including new and reformed qualifications, is not adequately addressed. Namibian TVET institutions have limited capacity to re-spond meaningfully to labour-market needs and can only absorb one-third of applicants annually. Youth without secondary education, especially from marginalised rural communities, do not have equal access to quality training. Barriers include a lack of data and information, of accommodation and transport, as well as prohibitive training costs. Improving the TVET system is one of Namibia’s core development strategies to reduce youth unemployment. Improving the TVET system is explicitly referred to in the country’s development goals. The Cabinet approved a revised TVET policy and implementation plan in March 2021. The policy emphasises that quality improvement and a substan-tial expansion of the TVET system can only be achieved through a joint endeavour by the state, civil society actors and private sector.

Objective
The Namibian TVET system offers qualifications with higher labour market relevance for more peo-ple and the governance of the sector is improved.

Approach
ProTVET supports theTVET sector through activities in the following three areas:

1. Improving the regulatory and steering structures of the sector in collaboration with the Minis-try of Higher Education, Technology and Innovation (MHETI) to increase the TVET system’s efficiency.
2. Expanding the provision of labour-market-oriented TVET with a new strategy for centres of excellence, more robust self-governance of public vocational training centres (VTCs) and closer coordination with the private sector, especially regarding work-integrated learning.
3. Consolidating the institutional capabilities for gender-responsive education, training and fur-ther development of TVET trainers and personnel.
