Ausgangssituation
Jahrelange Konflikte, politische Instabilität und unzureichende Mittelzuweisungen haben das Gesundheitssystem in Libyen geschwächt und zur Stagnation und zunehmenden Verschlechterung der Gesundheit von Müttern und Kindern beigetragen. Nichtübertragbare Krankheiten und Infektionskrankheiten sind auf dem Vormarsch. Wie die Covid-19-Pandemie gezeigt hat, ist es für Libyen schwer, rasch auf Krankheitsausbrüche in Gemeinden zu reagieren.

Ziel
Das libysche Gesundheitssystem wird effizient verwaltet und ist besser darauf vorbereitet, gegen meldepflichtige Infektionskrankheiten vorzugehen.

Vorgehensweise
In Zusammenarbeit mit dem Gesundheitsministerium Libyens unterstützt das Vorhaben das libysche Gesundheitswesen durch die Verbesserung der Ausbildung von Gesundheitsfachkräften und den Ausbau des nationalen Überwachungs- und Reaktionssystems für meldepflichtige Krankheiten. Hierfür werden Fachkräfte für das Management des libyschen Gesundheitswesens und Gesundheitspersonal geschult.

Gemeinsam mit den libyschen Ministerien für Gesundheit und Hochschulbildung werden Module für die Aus- und Weiterbildung medizinischen Personals an nationale und internationale Akkreditierungsstandards angepasst. Dozent*innen an Bildungseinrichtungen für Gesundheit werden in moderner Didaktik geschult.

Eine Strategie für ein nationales Dateninformationssystem für meldepflichtige Krankheiten wird entwickelt und in fünf Gemeinden erprobt. Ergänzt werden diese Aktivitäten durch den Aufbau einer Hochschulkooperation zwischen Libyen, der Maghreb-Region und Europa und hier vor allem Deutschland.

Context
Years of conflict, political instability and inadequate budget allocation have impacted the health system in Libya and have contributed to an increase in both stagnation and deterioration of maternal and child health. In addition, non-communicable and infectious diseases are on the rise. As the Covid-19 pandemic has shown, swiftly responding to outbreaks of diseases in communities is a challenge for Libya.

Objective
Libya’s health system is efficiently managed and better prepared to respond to notifiable infectious diseases.

Approach
In cooperation with the Libyan Ministry of Health (MoH), the project aims to strengthen the Libyan health system by improving education for health professionals and by enhancing the national surveillance and response system for notifiable diseases. It will train professionals managing the Libyan health system as well as health workers.

Together with the Libyan Ministries of Health and Higher Education, the project will adapt modules for the education and further training of medical personnel to meet national and international accreditation standards. Lecturers from education institutions for health will be trained in modern didactics.

A strategy for a national data information system for notifiable diseases will be developed and piloted in five municipalities. These activities will be complemented by establishing university cooperation between Libya, the Maghreb region and Europe, especially Germany.
