Ausgangssituation
Die ASEAN-Staaten gehen davon aus, dass die grundlegenden Beiträge kleiner und mittlerer Unternehmen (KMUs) ein wichtiger Antrieb für die Erholung, Widerstandsfähigkeit und Anschlussfähigkeit der Wirtschaft sind. Weltweit schafft der wachsende grenzüberschreitenden Handel und Onlinehandel neue Perspektiven für KMUs, um an ausländischen Märkten teilzuhaben. Um diese Entwicklung zu fördern, sind Ressourcen und Unterstützung erforderlich, zum Beispiel in Form von Informationen: über vielversprechende Wirtschaftsbereiche, aktuelle politische Voraussetzungen oder um wichtige Geschäftskontakte zu knüpfen.
Das Projekt arbeitet mit der Koordinierungsstelle der ASEAN für kleine und mittlere Unternehmen (ASEAN Coordinating Committee on Micro, Small and Medium Enterprises, ACCMSME) zusammen, um das Maßnahmenpaket 2016-2025 der ASEAN zur Entwicklung von KMU (ASEAN Strategic Action Plan for SME Development, SAPSMED 2016-2025) umzusetzen. Schwerpunkt ist die Internationalisierung des Geschäftsbetriebs von KMU.
Ziel
KMU in den ASEAN-Staaten nutzen das Unterstützungsangebot zur Förderung ihrer grenzübergreifenden Geschäftstätigkeit erfolgreich.
Vorgehensweise
Ein Hauptprodukt des Projektes ist das Internetportal ASEAN Access. Eigentümer sind die zehn ASEAN-Mitgliedstaaten, gehostet wird es von Thailand. Als zentrales Wirtschaftsinformationsportal in der Region will es den Bedarfen und Zielen von KMUs in den ASEAN beim grenzüberschreitenden Handel gerecht werden. Auf dem Portal können registrierte Nutzer kostenfrei an Gesprächen zum Marktgeschehen teilnehmen und eine grenzüberschreitende Vermittlung von Geschäftspartnern nutzen. In einer einzigartigen Governance-Struktur werden Regierungsbehörden und Netzwerkpartner aus der Privatwirtschaft zusammengebracht, um gemeinsam prioritäre Wirtschaftsbereiche und Themen festzulegen. Hierdurch wird der Dialog zwischen Regierungseinrichtungen und der Privatwirtschaft zu relevanten politischen Themen in Gang gebracht. Verbindungen werden auch zu der Arbeit in Kambodscha und Vietnam aufgebaut, wo landesweite Portale dabei unterstützen, die Wettbewerbsfähigkeit von KMUs zu verbessern und sie auf eine grenzüberschreitende Geschäftstätigkeit vorzubereiten. Zusätzlich unterstützt das Projekt die landesweiten Portale in Kambodscha (KhmerSME), Indonesien (SMEsta) und Vietnam (AED) dabei, Verbindungen mit ASEAN Access und seinen erweiterten Netzwerken auszubauen.

Context
ASEAN recognises the vital contributions made by Small and Medium-Sized Enterprises (SMEs) as major drivers for economic recovery, resilience and connectivity. Growing cross-border and online trade worldwide offers new prospects for SMEs to tap into foreign markets. Resources and support are needed to promote this, for example, in the form of practical information about promising sectors, current policy requirements and how to secure relevant business contacts.
The project works with the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME) to implement the ASEAN Strategic Action Plan for SME Development (SAPSMED) 2016-2025. The main focus lies on supporting SMEs in internationalising their business.
Objective
SMEs in ASEAN are more effectively utilising the support structures offered to promote their cross-border business activities.
Approach
A core feature of the project is the ASEAN Access online portal, owned by the ten ASEAN Member States (AMS) and hosted in Thailand. As the regional "one-stop business information gateway", the portal strives to meet the needs and ambitions of SMEs in ASEAN concerning cross-border trade. Activities such as market talks and cross-country business matchmaking sessions are hosted for free on the portal and made available to registered users. In a unique governance structure, government authorities and network partners from the private sector are brought together to jointly identify priority sectors and topics, thus stimulating public-private dialogues on relevant policy issues. These also link to the work in Cambodia and Viet Nam where national SME portals help increase the competitiveness of SMEs and prepare them for cross-border business. In addition, the project supports the national SME portals, namely Cambodia (KhmerSME), Indonesia (SMEsta), and Viet Nam, in linking up with ASEAN Access and its extended network.
