Ausgangssituation
Tunesien hat ein großes Potenzial für die Stromproduktion aus erneuerbaren Energien, da es über umfangreiche Sonnen- und Windressourcen verfügt. Zudem bekennt sich die tunesische Regierung mit dem Solarplan dazu, erneuerbare Energien auszubauen. Bis 2030 sollen bereits 35 Prozent der Stromproduktion aus Photovoltaik- und Windkraftanlagen stammen.
Damit sind in Tunesien gute Voraussetzungen gegeben, um grünen Wasserstoff und seine Folgeprodukte (Power-to-X, PtX) herzustellen. Die Regierung möchte sich als wichtiger Akteur in diesem Bereich positionieren. Trotz des politischen Willens und der dargestellten Potenziale ist Tunesien bislang nur unzureichend darauf vorbereitet, eine Wasserstoffwirtschaft zu entwickeln.
Ziel
Tunesiens regulatorischen, technischen und fachlichen Voraussetzungen sind verbessert, um eine Wertschöpfungskette für grünen Wasserstoff und seine Folgeprodukte zu entwickeln.
Vorgehensweise
Das Vorhaben unterstützt besonders das Ministerium für Industrie, Bergbau und Energie (MIME), welches nationale und internationale Handlungsträger*innen koordiniert und den institutionsübergreifenden Austausch zu grünem Wasserstoff und PtX leiten wird. Dabei basiert das Vorhaben auf drei Säulen:
• Es fördert eine nationale Wasserstoffstrategie. Damit schafft es den strategischen sowie regulatorischen Rahmen und verbessert die politischen Voraussetzungen für eine grüne Wasserstoffwirtschaft.
• Zudem optimiert das Projekt die privatwirtschaftlichen Investitionsbedingungen. Dazu unterstützt es die Zusammenarbeit zwischen lokalen und internationalen Unternehmen. Des Weiteren berät es die nationale Beobachtungsstelle für grüne Wasserstoff/PtX-Wertschöpfungsketten und erstellt wirtschaftliche Analysen sowie Konzeptstudien.
• Das Vorhaben baut die fachlichen Fähigkeiten politischer und wissenschaftlicher Verantwortlicher aus. Die dabei erarbeiteten Strategien und Konzepte sollen die tunesischen Partner unterstützten, die Entwicklung eines grünen Wasserstoffmarktes zu steuern.
 

Context
With extensive solar and wind resources at its disposal, Tunisia has great potential for producing electricity from renewable energy sources. Moreover, the Tunisian Government has committed itself in its solar plan to expanding renewable energy. The country aims to generate 35 per cent of its electricity from photovoltaic systems and wind power plants by as early as 2030.
This means that Tunisia is well placed to produce green hydrogen and derived products (Power-to-X, PtX). The Government wishes to position itself as a key actor in this area. Despite the political will and the potential described, Tunisia is not yet sufficiently prepared to develop a hydrogen economy.

Objective
Tunisia has improved regulatory, technical and professional conditions for developing a value chain for green hydrogen and derived products.

Approach
The project particularly supports the Ministry of Industry, Mines and Energy (MIME), which coordinates national and international actors and will manage the cross-institutional dialogue on green hydrogen and PtX. The project is based on three pillars:
- It is promoting a national hydrogen strategy. It is thus establishing the necessary strategic and regulatory framework and improving the political conditions for a green hydrogen economy.
- The project is also optimising conditions for private sector investment. To this end, it is supporting cooperation between local and international companies. In addition, it is advising the national observatory for green hydrogen/PtX value chains, while also preparing economic analyses and strategy studies.
- The project is expanding the professional capacities of those with political and scientific responsibility. The strategies and plans drawn up in the process are intended to support the Tunisian partners in managing the development of a green hydrogen market. 

Situation initiale
Au regard de ses vastes ressources solaires et éoliennes, la Tunisie dispose d’un fort potentiel en matière de production d’électricité à partir d’énergies renouvelables. En outre, avec le Plan solaire, le gouvernement tunisien s’engage à les développer. L’objectif est de produire 35% d'électricité à partir d’installations photovoltaïques et éoliennes d’ici 2030.
En Tunisie, les conditions nécessaires à la production d’hydrogène vert et de ses produits dérivés (Power-to-X, P2X) sont donc réunies. Le gouvernement souhaite se positionner en tant qu’acteur important de ce secteur. Malgré la volonté politique et les potentiels présentés, la Tunisie n’est toutefois jusqu’à présent pas encore suffisamment préparée à développer une économie de l’hydrogène.

Objectif
Les conditions règlementaires, techniques et professionnelles de la Tunisie sont améliorées afin de créer une filière de l’hydrogène vert et de ses produits dérivés.

Approche
Le projet soutient tout particulièrement le ministère de l’Industrie, des Mines et de l’Énergie (MIME), lequel coordonne les acteurs nationaux et internationaux et dirige l’échange interinstitutionnel sur l’hydrogène vert et le P2X. Le projet repose ici sur trois piliers :
- Il promeut une stratégie nationale de l’hydrogène et crée ainsi un cadre stratégique et réglementaire, tout en améliorant les conditions politiques pour une économie de l’hydrogène vert.
- En outre, le projet optimise les conditions d’investissement du secteur privé en soutenant la collaboration entre les entreprises locales et internationales. Il conseille également l’Observatoire national des filières de l’hydrogène vert/du P2X et réalise des analyses économiques ainsi que des études de concept.
- Enfin, le projet renforce les compétences techniques des responsables politiques et scientifiques. Les stratégies et concepts alors élaborés doivent aider les partenaires tunisiens à gérer le développement d’un marché de l’hydrogène vert.
