Ausgangssituation

Die indische Regierung strebt eine Reduktion der CO₂-Emissionen an. Um dies zu erreichen, setzt sie verschiedene politische Programme um, die u.a. zum Ziel haben, die umweltfreundliche Entwicklung von Städten voranzubringen. Für die miteinander verknüpften Herausforderungen der Minderung von CO2-Emissionen, der Luftreinhaltung sowie der Zugänglichkeit von Städten für die Bevölkerung ist eine solide Datengrundlage erforderlich. Darüber hinaus müssen sektorübergreifende Koordinierungsverfahren vorhanden sein und die Fähigkeiten der unterschiedlichen Akteure vor Ort (wie der jeweiligen Verwaltung vor Ort, Einrichtungen, die für den öffentlichen Personenverkehr zuständig sind, sowie zivilgesellschaftlicher Gruppen und Gemeinschaften) gestärkt werden.

Ziel

Öffentliche Einrichtungen in Indien verbessern die integrierte städtische Mobilitätsplanung im Hinblick auf Luftqualität, Klimaschutz und Zugänglichkeit.

Ansatz

Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH und das indische Ministerium für Wohnen und städtische Angelegenheiten setzen gemeinsam das Projekt "Nachhaltige städtische Mobilität - Luftqualität, Klimaschutz, Zugang" um.
Das Projekt setzt mit seinen Partnern landesweit und innerhalb der einzelnen Staaten Aktionen um, von denen die Bevölkerung als Zielgruppe in unterschiedlichen indischen Städten profitiert.

Hierzu
• unterstützt es die indisch-deutsche Partnerschaft für städtische Mobilität
• beteiligt es sich an der partizipativen Entwicklung faktenbasierter integrierter Pläne zur städtischen Mobilität
• verbessert es das Leistungsvermögen von Institutionen und Mitarbeiter*innen
 

 

Project description (EN)

Context
The Government of India is seeking to reduce CO2 emissions while also following pathways to environmentally friendly urban development. To this end, it is adopting several policy programmes to drive forward an environmentally friendly urban mobility transition.
While integrated urban mobility planning has the potential to make a broad impact, certain prerequisites are indispensable to reap the full benefits. Some matters have to be clarified before local authorities can start the participatory process of mobility planning together with all relevant actors (including local governments, public transport authorities, civil society groups and community).
An evidence basis for the interrelated challenges of CO2 emissions, air quality control and accessibility for urban populations is required. The full potential of synergies between these three aspects can only be realised if relevant data bases are developed. In addition, cross-sectoral coordination mechanisms must be in place and the capabilities of individuals on the ground consolidated.

Objective
Public institutions in India are improving integrated urban mobility planning to address air quality, climate action and accessibility.

Approach
The project aims to advance the environmentally friendly mobility transition in Indian cities. The project carries out activities with national, local and state partner institutions that directly benefit the urban population in several Indian cities and states. These include:
• Supporting the Indo-German Green Urban Mobility Partnership (GUMP)
• Engaging in the participatory development of evidence-based integrated urban mobility plans
• Improving the capabilities of institutions and individuals
